POSITION OBJECTIVE:
The purpose of the Customer Service Centre Agent role is to provide frontline support and service to SANRAL customers by responding to queries, processing transactions, issuing eTags, and educating customers about tolling products and services.
The role is essential in ensuring positive customer experience, maintaining service quality standards, and supporting the effective operation of the Customer Service Centre. Customer Service Centre Agent play a key role in facilitating toll compliance, resolving issues timeously, and upholding SANRAL’s commitment to service excellence.
MINIMUM REQUIREMENTS:
- NQF Level 5 Higher Certificate in Business Administration, Customer Service Management, Customer Care, Call Centre Management, Retail Manager or Office Administration
- Three (3) years’ experience in customer-facing environment.

TECHNICAL COMPETENCIES:
- Familiarity with Customer Center related software, CRM systems, and VoIP platforms is essential.

KEY RESPONSIBILITIES:
Customer Service
- Ensure a positive experience for all customers interacting with the Customer Centre.

- Assist customers with the SANRAL mobile app, ensuring smooth and helpful user experience.
- Provide support to road users with queries related to Account-Based Ticketing (ABT).

- Communicating with customers through various channels.
Customer Account Registration
- Create new customer accounts and capture required data and maintain such data.
- Ensure that all information required for registering accounts is accurately captured, whether it’s shared verbally, in writing, or through other means.
- Maintenance of customer database.
Customer Complaints and Problem Solving
- Handle challenging customer interactions with confidence and professionalism, working to resolve concerns and overcome objections effectively.
- Stay alert to potential risks within the service outlet and report any concerns to the Supervisor in a timely manner.
- Flag and escalate any issues that could impact SANRAL’s public reputation.
The incumbent is also required to manage financial administration by maintaining strict compliance with cash-handling procedures and reconciling financial transactions at the end of each shift. Reporting forms part of the inherent functions of the role.

General Manager: Facilities Management
Description
POSITION OBJECTIVE:
The facilities management is charged with the responsibility of planning, provision of facilities and taking care of the day-to-day maintenance, upgrades of facilities and management of systems. Facilities management is required to support all SANRAL office locations and/or points of business; ensure supply of physical infrastructure of the business; ensure required standards are maintained; and ensure that the working environment is safe and without risk.

KEY RESPONSIBILITIES:
Facilities Strategy development and implementation:
- Develop and implement a Facilities Management Strategy and Plan.
- Oversee the maintenance and management of all SANRAL facilities and assets, ensuring that they meet the minimum standards for a place of employment according to the OHSA, National Treasury and other relevant regulations.
- Manage and implement facility planning to ensure maximization of the value and return of SANRAL assets and property portfolio.
- Provide an effective and efficient real estate management service across all offices including 9 provincial offices.
- Ensure that all facilities services are added to procurement plan.
- Identify potential disruptions to core business operations and develop recovery plans.
- Participate in business continuity planning.

Facilities contract management and administration:
- Manage contracts with vendors. Oversee the contract management portfolio and implement clear guidelines and specifications for execution in all SANRAL offices across 9 provinces.
- Develop and performance manage vendor contracts. Work very closely with vendors to ensure that the maintenance and repairs are performed to the right standard, quality and budget.
- Develop proforma procurement documentation for each service to be rendered e.g. cleaning, pest control, hygiene, HVAC, lifts, electrical, gardening & irrigation, waste recycling for all SANRAL facilities i.e. offices, toll plaza’s, weighbridges, etc.
- Coordinate acquisition, management and disposal of plant, equipment and land.
- Ensure management of asset register and report to Finance on asset losses.
- Ensure tender documentation are prepared for contracting facility services.
- Manage contractor and vendor relationships.
- Oversee management of agreements continuously to improve relationships with stakeholders and maintain service standards.
- Manage and review service contracts regularly to ensure facility management needs are being met and Service Level Agreements are adhered to.
- Ensure attendance of queries and challenges from service providers with regards to SLA’s.
- Ensure contracts and required facility documentation are stored and maintained in SANRAL’s record management system.
- Ensure capturing of required employment data for service providers.
- Ensuring that the facility is operating as it should daily. Responsible for daily inspections and communicate directly with decision-makers to ensure that the business is running smoothly every day.
Space Planning, Accommodation and Resource Utilization:
- Plan the allocation of office space utilisation and monitor the compliance pertaining to Occupational Health and Safety Standards and applicable legislations.
- Monitor Office Space Planning continuously and optimally exploit available space to meet the needs of internal stakeholders.
- Analyse the property portfolio and influence the internal environment through the appropriate accommodation management and utilization.

POSITION OBJECTIVE:
The ICT Contracts and Projects Administrator (ICT CPA), reports into ICT Project Manager, works under direct supervision of the Project and Contract Managers (PMs and CMs), is responsible for providing project and contract management coordination, support, and assistance in all aspects of projects analysis and management. The ICT Project Manager will assign the ICT CPA where attention and effort are required. The ICT CPA will work in an agile and versatile way across projects and contracts underway in ICT. This role involves ensuring compliance with ICT contractual terms, negotiating agreements, monitoring performance, and maintaining accurate contract documentation. MINIMUM REQUIREMENTS:
• An NQF Level 7 qualification in Law, Contract Management, Supply Chain Management, or Information Technology.
• Project Management Certification (CAPM or PMP (PMBOK) or Scrum or, PRINCE2).
• 5 years’ experience in contract management within an ICT or related environment

KEY RESPONSIBILITIES:
Contract Lifecycle Management:
Drafting, Reviewing, and Negotiating Contracts:
• Develop and review contracts to ensure legal soundness, compliance with public sector procurement regulations, and alignment with SANRAL’s
strategic objectives.
• Contract Implementation: Coordinate and oversee the implementation of contracts, ensuring all parties understand and deliver on their obligations.
• Contract Administration: Maintain a centralised contract repository, track milestones, renewal dates, amendments, and manage associated
documentation.
• Contract Close-Out: Facilitate proper close-out procedures, ensuring all deliverables have been met, and lessons learned are captured.
Vendor Management & Performance Oversight:
Performance Monitoring:
• Establish and apply contract management frameworks to monitor vendor performance against Service Level Agreements (SLAs) and Key
Performance Indicators (KPIs).
• Compliance Enforcement: Ensure vendors adhere to contract terms and performance standards, applying penalties or incentives where
contractually permitted.
• Service Delivery Reviews: Conduct formal reviews in collaboration with internal contract owners and the Sub-Contracts Manager.
• Payment Verification: Validate deliverables and invoices before payment processing, ensuring alignment with contract terms and value-for-money
principles.
Risk Management & Regulatory Compliance:
• Risk Identification & Mitigation: Assess and flag contractual risks, proactively developing mitigation strategies in consultation with legal and
operational teams.
• Regulatory Adherence: Ensure all contract management activities comply with the Public Finance Management Act (PFMA), National Treasury
regulations, SANRAL policies, and applicable laws.
• Dispute Resolution: Support the resolution of contractual disputes through structured engagement with the Legal Unit and Executive Management.
Stakeholder Engagement & Collaboration:
• Internal Coordination: Liaise with Procurement, Legal Services, Operations, and Finance teams to ensure integrated contract management.
• External Vendor Liaison: Maintain constructive working relationships with contractors and service providers throughout the contract lifecycle.
• Communication: Provide clear and timely updates to relevant stakeholders on contract status, risks, and key developments.

POSITION OBJECTIVE:
The Specialist: Structural Engineer position (previously known as Bridge Network Manager) manages and oversees the design, construction, maintenance and rehabilitation of all structures (including bridges, culverts and hydraulics) on the national road network, including central administration thereof. As a leader in the industry, the Specialist Structural Engineer will provide specialist advisory services on projects across the regions and externally to other government departments, both locally and internationally when required.
MINIMUM REQUIREMENTS:
- NQF Level 8 Qualification: B Eng or B Sc in Civil Engineering, specializing in Structures or equivalent.
- Must be registered as a Professional Engineer with ECSA.
- Ten (10) years post first engineering degree experience as a Bridge Engineer, with 5 years’ personal experience in designing bridges using TMH7.
- Five (5) years managerial, or three (3) years leadership experience
- Ability to travel to regional offices and carry out site inspections on projects as required.
(Where applicable, a candidate must produce an official SAQA evaluation confirmation of their international qualification.)
ADVANTAGEOUS:
- Prior bridge engineering consulting experience advantageous.
- Experience in bridges more than the minimum requirement
- COTO certified Bridge/ Inspector or Snior Bridge Inspector will be advantageous.
TECHNICAL COMPETENCIES:
- Advanced knowledge of various design and documentation software
- Extensive knowledge and understanding of the design and construction of various road structures according to TMH7, and established industry credibility
- Geotechnical knowledge relating to bridges and structures.
- Have a good understanding of hydrology and hydraulics relating to bridges and culverts
- Knowledge of COTO TRH/TMH Asset Management Guidelines

KEY RESPONSIBILITIES:
Project Identification & Planning
- Identify and prioritize projects with structures, with input from regions, as part of the ongoing National Road network planning process
- Support with the development of high-level structural designs, including design criteria, for consideration during design feasibility studies.
Development of policies & procedures for structures
- Accountable for the development and maintenance of SANRAL’s policies, standards and procedures that govern structures on the National road network and ensure alignment across SANRAL
- Responsible for the development and maintenance of relevant pro forma procurement documents
- Oversee maintenance of SANRAL’s Bridge and Structures Asset Management Policy aligned to ISO 55000 as well as the Asset Management Plan for structures
- Actively participate in relevant COTO committees
Network structures management and technical advisory
- Responsible for national oversight over all projects that have structures
- Provide technical advisory services internally to projects (during planning, design and construction) across the regions that involve structures, and externally when required
- Provide support to Regional /Provincial Structural Engineers to resolve issues that may arise
- Responsible for reviewing and approving all network structure concept proposals and design reports prepared by consultants
- Responsible for the review and sign-off of all final structure design drawings nationally considering input from the Regional / Provincial Structures Engineers where appropriate
- Assess and approve structural rehabilitation proposals.
- Perform project management role in the planning and design phase of major structures.
- Conduct site visits in regions to perform quality assurance checks on projects and to inspect conditions of structures if required.
- Conduct research on innovative methods for the design and construction of structures, including the role of technology.
- Conduct workshops with engineers in training and broader industry to share leading practice and experience on the design and construction of structures.
- Act as the chair for the functional working group for structures within SANRAL.
- Act as a mentor for candidate and junior engineers with an interest of specialising in structures.
- Take a clear leadership role pertaining to bridges and other structures to SANRAL internally and externally to consultants working for SANRAL.
- Making sure that once a project involving structures is completed then to ensure that project managers get the consultants to do the necessary principal inspections and submit on ITIS.
Data Analysis and reporting, which includes but not limited to
- Collection and validation of information related to the condition of network structures
- Verification of inspection of structures (bridges, major culverts and future, retaining walls, high mast etc.)
Incumbent is also required to oversee IT IS structures Module, therefore Act as the business owner for SANRAL’s ITIS Structure/Bridge module.
