KEY PERFORMANCE AREAS

  • To provide support services to ensure the most efficient, effective and economical procurement, while ensuring compliance with Basic Employment Equity (BEE) and Supply Chain Management (SCM) requirements.
  • Procure goods and services as required.
  • Create and generate purchase requisitions/orders/goods received notes (GRN).
  • Assist with the tendering process.
  • Ensure that all assets and risks are adequately insured.
  • Manage insurance claims.
  • Assist with travel bookings and managing the travel account.
  • Manage transversal contracts.
  • Arrange for courier services.
  • Responsible for stationery/consumables.
  • Assess the correctness of requests in respect of deviations, variations of contracts and use of consultants.
  • Manage registers for deviations, variations of contracts, condonations, procurement less than R1,000,000.00.
  • All other SCM functions.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • National Senior/Matric certificate.
  • A Degree/Diploma in finance or supply chain management.
  • Two-three (2-3) years of relevant work experience within a procurement/financial environment, preferably public sector.
  • Experience in eLAA, Syspro and Excel is strongly recommended.
  • A sophisticated collaborative style is advantageous, together with good communication skills.

BASIC SALARY: Level 7 (R308,154.00) plus benefits per annum

KEY OUTPUTS

  • Provide interpretation and translation services between spoken language and South African Sign Language (SASL) and interpret sign to spoken language for clients who are deaf or hard of hearing.
  • Facilitate effective communication between parties during consultations.
  • Where applicable, interpret legal documents, including court orders, contracts and other written materials, into SASL and vice versa.
  • Ensure accuracy, impartiality and confidentiality in all interpretations and translations.
  • Collaborate with legal professionals and other staff members to ensure comprehensive support for clients with hearing impairments.
  • Stay informed about relevant legal terminology and developments to enhance interpretation accuracy and effectiveness.
  • Provide advocacy and support services to clients with hearing impairments to ensure their rights are protected throughout the legal process.
  • Maintain records of interpretation assignments, client interactions and other relevant documentation as required.
  • Demonstrate sensitivity to and respect for a diverse population; maintain positive and effective cooperative working relationships with colleagues and various stakeholders within the deaf community.
  • Maintain awareness of best practices, emerging trends and new legislation relating to the SASL/Interpreting functional area.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • National Senior/Matric certificate plus a Diploma in Paralegal Studies and/or Legal Assistant one (1) year qualification.
  • Computer literacy.
  • Proficiency in SASL and fluency in English or other relevant spoken languages.
  • Certification or accreditation as a SASL interpreter or practitioner preferred.
  • Three (3)+ years of relevant experience working as a SASL interpreter, preferably in legal or related settings is highly recommended.
  • Strong communication and interpersonal skills, with the ability to convey complex information accurately and clearly in both SASL and spoken language.
  • Knowledge of legal terminology, procedures and concepts is advantageous.
  • Ability to work independently and collaboratively in a fast-paced environment, managing multiple tasks and priorities effectively.
  • Commitment to upholding ethical standards, confidentiality and professional conduct in all aspects of the role.
  • Candidates will be required to undergo an assessment of their SASL and spoken language proficiency by a panel comprising Deaf clients and/or employees and professional SASL interpreters.
  • Highly proficient in both English and the other language.
  • Able to accurately and idiomatically turn the message from the source language into the target language without any additions, omissions or other misleading factors that alter the intended meaning of the message from the speaker.

KEY OUTPUTS

  • Classify alleged incidents into fraud, corruption, maladministration, employee misconduct and all other relevant breaches of laws/policies.
  • Reach an understanding with the client about the scope and limitations of the fraud examination and the responsibilities of all parties involved.
  • Determine the purpose, objectives and approach of an investigation.
  • Identify and interview relevant personnel who will be of assistance in an investigation and the alleged perpetrator.
  • Investigate allegations of irregularities including fraud in line with policies, procedures and legislation and/or in line with the department’s methodology.
  • Identify and request relevant documents and all exhibits and annexures to support the results of investigations including findings raised in the report.
  • Will obtain evidence or other documentation to establish a reasonable basis for any opinion rendered. No opinion shall be expressed regarding the guilt or innocence of any person or party.
  • Shall not reveal any confidential information obtained during a professional engagement without proper authorisation.
  • Will reveal all material matters discovered during the course of an examination, which, if omitted, could cause a distortion of the facts.
  • Provide assistance with regard to disciplinary enquiries, as may be requested by Management.
  • Give evidence on behalf of Legal Aid SA, in criminal and civil matters, when the need arises.
  • Provide an analysis of the impact assessment of fraud incidents and control environment.
  • Create and implement Legal Aid SA’s fraud awareness and promote ethics and prevention programmes internally through different mediums.
  • Compilation of comprehensive draft reports on all investigated incidences, which should include findings and recommendations for review by a Forensic Audit Supervisor.
  • Compilation and maintenance of an investigating register and Forensic Findings Register.
  • Engage with relevant stakeholders during the investigation process, which includes internal and external staff, Management as well as the SAPS.
  • Assist the Forensic Audit Supervisor with quarterly performance reports to the Audit Committee and provide input into Management and Board reports.
  • Follow up on the recommended courses of action to ascertain if they were implemented and update the Investigations Register.
  • Assist the Forensic Audit Supervisor with the annual review of the Forensic Methodology, Standard Operating Procedures and other governance instruments.
  • Do not disclose confidential or privileged information obtained during the course of a fraud examination without the express permission of a proper authority (CEO) or the lawful order of a court. Uphold the Association of Certified Fraud Examiners – an association of professionals committed to performing at the highest level of ethical conduct. Members of the association pledge themselves to act with integrity and to perform their work in a professional manner.

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED

  • Three (3) year qualification with courses in Accounting, Auditing, Internal Auditing or Law. Membership of the Association of Certified Fraud Examiners will be advantageous.
  • A minimum of five (5) years of experience in investigation/prosecution as well as giving evidence in court.
  • In-depth knowledge of forensic auditing and corporate governance disciplines and how to implement and leverage these within a complex business environment:
    1. Working knowledge of PFMA, POCA, POPI, RICA, National Treasury Regulations, Legal Aid SA Act and other relevant Statutes.
    2. Working knowledge of the King IV Code of Corporate Governance.
    3. Functional ability in the utilisation of electronic internal auditing systems and technologies.
  • Investigation/prosecution experience and knowledge of court procedures and functions.
  • Knowledge of regulatory framework for the Public Finance Management Act, Treasury Regulations, POCA, POPI, RICA and Public Service Act and Regulations.
  • Able to partner with Forensic Audit Supervisor, Internal Audit Executive and Management to support the achievement of strategic objectives through effective forensic auditing processes.
  • Business acumen and the ability to deal with ambiguity, meet demanding deadlines and manage projects.
  • Development of skills in at least one listed audit area, i.e., Data Analytics, Computer and Internal Audit.
  • Must possess a valid driver’s licence and be willing to travel to other provinces.

BASIC SALARY: Level 9 (R444,036.00) plus benefits per annum
