Purpose: The main purpose of this position is to provide effective visionary leadership in fulfilling the mandate of NLSA and to meet its strategic goals and objectives. The Chief Executive Officer (CEO) will be required to lead and manage the entity under the direction of the Board. The successful incumbent will be responsible for the management of the affairs of NLSA and reports to the Board.
Requirements: The Applicant must be a South African citizen preferably in possession of a Masters in Library and Information Science degree with an MBA being a distinct advantage. A qualification in Strategic Change Management and a proven track record in turnaround strategies will be advantageous. At least 10 years’ experience in an executive position. Previous experience as a Chief Executive Officer will be an added advantage. In-depth knowledge of and experience in the Public Sector environment; Experience in working with all spheres of government as well as community-based organisations will be advantageous; Sound knowledge and understanding of all relevant legislative prescripts including but not limited to the RSA Constitution ,NLSA Act, Public Finance Management Act, Treasury Regulations, Public Service Act, Labour Relations Act and Basic Conditions of Employment Act, Companies Act and King IV Code of Governance, Sound knowledge of Framework for Managing Performance Information and Government-wide Monitoring and Evaluation System; Sound knowledge, understanding and experience in financial management including budget planning and control; Proven track record in the successful development and implementation of turnaround strategies; ability to drive the organisation to a performance based culture; leadership and management capabilities.

Key Performance Areas: The CEO will be responsible for the following, amongst others: Provide strategic and executive leadership to the full-time administrative all staff of NLSA .To enable the Board to execute its mandate in accordance with corporate governance principles; Ensure the development and implementation of comprehensive strategic plans to achieve the strategic objectives of the Board; Establish clear authority levels within NLSA; Ensure the development and implementation of sound people management practices; Setting and monitoring of NLSA key performance indicators; Setting and monitoring the implementation of NLSA organisation performance standards; Establish and strengthen collaboration and relevant strategic partnerships; Facilitate projects that promote participation of the broader community and other relevant stakeholders in both nationally and internationally; Ensure effective communication with and reporting to the Board, its sub-committees and the relevant parliamentary portfolio committee on the activities, achievements and challenges of NLSA ; Serve as Chief Accounting Officer preparing and negotiating budgets and ensuring good financial governance and management of the budget.

Internal and External Audit, Risk Management, Finance and Supply Chain Management, Information and Communication Technology, Legal and Regulatory Compliance, Corporate Governance, Performance Management, PFMA and Treasury Regulations.
Internal and External Audit, Risk Management and Internal Control, Finance and Supply Chain Management, Strategic and Annual Performance Planning, Quarterly and Annual Performance Reporting, Legal and Regulatory Compliance, Information and Communication Technology, Combined Assurance, etc.
The successful candidate will be appointed for 3 years. The contract will be reviewed annually based on performance.
ARPC members will be remunerated for preparation costs, sitting allowance and travelling and accommodation cost as determined by National Treasury guidelines and NLSA policies.
