The Joburg City Theatres (JCT), an entity of the City of Johannesburg that stimulates and
operates Joburg Theatre, Roodepoort Theatre, and Soweto Theatre to provide integrated theatre
management, is seeking a skilled and motivated Manager: Supply Chain Management to join the
JCT team.

MINIMUM REQUIREMENTS
- Grade 12 (Matric).
- Degree in Accounting or Supply Chain Management or Logistics
- At least 5—7 years’ experience on the field of supply chain management environment of
which 3 years in the middle management or supervisory level. - Valid Code EC driver’s licence.
- Knowledge and understanding of government procurement regulations, MFMA and
Treasury Regulations. - Understanding and sensitivity towards previously disadvantaged communities.
- Computer literacy (MS Office essential).
- Sound physical and medical health.
- Good verbal and written communication skills.
- Strong interpersonal skills in dealing with staff, management, and the public.
PRIMARY FUNCTION
Manage expenditure and procurement process in terms of Municipal Finance Management Act,
SCM Regulations & policies and other related Finance policies. Support the Supply Chain
Management processes by ensuring effective, efficient, and compliant supply chain and
procurement operations. Monitor implementation of policies, ensuring compliance with legislation,
overseeing procurement and contract management, staff performance support, and providing
strategic assistance to ensure the smooth running of the Supply Chain Management function in
line with CoJ and JCT policies.
KEY RESPONSIBILITIES
- Strategic Financial Planning and Budgeting
- Assist the General Manager: SCM Processes to consolidate budget inputs of various
Directorates - Ensure compliance with legislative mandates and procurement policies and procedures
by reviewing and monitoring procurements conducted by any official - Monitor service provider performance to assess ability to meet quality and delivery
requirements - Assist with the scoping and analysis of demand management plans, budget documents,
procurement plans, Auditor General reports, and grant allocations as required - Report on procurement compliance trends analysis
- Communicate strategies, plans and policies of the directorate to all relevant stakeholders
- Establish good external working relationships and collaborative arrangements with
community groups, service providers, funders, politicians, government and other
organisations - Establish and implement a plan for the SCM department to ensure strict adherence to the
Performance Management Policy and prescribed timelines - Implement and monitor the achievement of the key performance indicators and measures
against detailed outcomes - Lead, mentor, and empower employees and manage change within the SCM department
to ensure a positive work environment - Manage people development initiatives, succession planning and talent management to
meet performance standards - Financial Management and Control
- Monitoring expenditure and recommend and implement corrective measures to rectify
deviations to budgetary provisions and audit requirements - Enforce compliance with Municipal Finance Management Act (MFMA), Supply Chain
Management (SCM) policy and all other procurement-related regulations - Monitoring and Reporting
- Consolidate and submit monthly, quarterly, bi-annual, annual and ad-hoc reports for the
SCM department - Prepare and package SCM department documents for Auditor General or Internal Audit
- Adhere to municipal compliance standards, risk management practices and audit
requirements - Monitor SCM department risks and take decisive actions to minimise risks
