Position Purpose

To ensure the optimal utilisation of high voltage overhead track equipment by
performing maintenance, alterations, construction and repairs to overhead
track equipment, transmission line and negative return circuits according to
prescribed quality and safety standards in live and dead working conditions. 

Position Outputs

Position Purpose

Assist the Train Driver in the safe and efficient driving/handling of all different types of trains/locomotives consists (airbrake, vacuum, high speed, heavy haul and passengers) to ensure that the customers freight/cargo reaches its destination in good condition, on time, in order to enable the organisation  to satisfy the customer needs.

Position Outputs

Position Purpose

Position Purpose

The Business Process Specialist is responsible process tasks and outputs as assigned by Senior Business Process Specialists, to deliver required outputs of the different phases of the Business Process Management Life Cycle (from Process design and Modeling to Process deployment, Process Implementation, Process Monitoring and Process Improvement) according to the organizations defines BPM standards and governance.
Junior Business Process Specialists must be proficient in process modelling, process analysis, process design, process KPI design, process control design, translation of processes into ICT solution requirements, and assisting with development of process-based training material. The incumbent must continuously adhere to all aspects of organization BPM governance and must be able to collaborate with all relevant process owners, subject matter expects, ICT specialists and Faculty of Rail representatives to be able to deliver the required BPM outputs per BPM Life Cycle phase, in order to properly document “to be” process objectives, principles, activities, attributes and RACI. 

Position Outputs

The key outputs and KPAs of a BPM Specialist can be summarized under the 5 stages of the BPM Life Cycle Stage 1: Design Processes • Requirements Gathering, Collect and analyse requirements form stakeholders to understand process needs • Collect and analyse requirements form stakeholder to understand process needs • Develop comprehensive documentation for design processes, including step-by-step procedure and guidelines • Address allocated prioritized process BPM Requests from Business, and ensure that such allocated requests are scoped, scheduled, managed and tracked.
Stage 2: Model Processes • For every allocated process initiative, analyse all existing process source documents, including business pain points, audit finding and PAA findings • Document outcomes of process workshops through collaboration with key stakeholders. • Perform process modelling in adherence to the organisations BPM standards including the compilation of Level 4 process flows in BPMN swimlane format in Aris and MS Visio. • Compile Level 4 Process attributes (e.g. Inputs, Outputs, Process Activity descriptions, Interfaces, Business Rules, RACI, KPIs, Controls, etc.), compiling a process Glossary of Terms and compiling a Business Continuity Version (BCP) of each process, under the guidance of senior business process specialists.

Stage 4: Conduct Process Monitoring • Perform Process Change and Configuration Management, including Process Knowledge Management, and the development and delivery of Process reports and Queries. • Measure Process Efficiency and Effectiveness (using defined process KPIs). • Conduct Process Adherence Assessments, record process issues and pan points, and propose remedial actions and initiatives.
Stage 5: Enable Process Optimisation and Automation • Analyse and document the process parameters that are required to simulate processes (e.g. activity cost, activity duration, activity resources, etc.) • Establish and maintain centralized Business Process and BPM Outputs Repositories for the organization, and design and implement the communication processes necessary to make all business processes widely available across the organization.

Qualifications and Experience

Relevant degree/National Higher Diploma in industrial engineering, Engineering, Operations, Logistics, Supply Chian Management, Transport or other Economics, Research, Computer science, or Business management is required. Experience in continuous improvement (5 years) Some experience in Process Design, Modelling and BPM Life Cycle Implementation (2 years or more) within a large organization (1000 employees or more) will be an added advantage. Experience in process facilitation, elicitation of requirements and integration of inputs in workshops (at least 3 years experience) will be an added advantage. BPM Certification will be an added advantage Business Process Optimization Certificate such as TQM, Lean, Six Sigma, SCOR, AGILE will be an added advantage. Position Purpose

The Divisional Company Secretary is a full statutory, compliance function whose role is to oversee the systems, procedures and processes by which Transnet Property is managed to ensure a high standard of corporate governance. The incumbent will provide Secretariat support for EXCO AND SUB COMMITTEES, minute taking, resolutions, gift registers, declarations of interest, policy universe, DoAs including logistics covering both Corporate and Regions. In addition, the role oversees records management and archiving functions.

Position Outputs

Management of company secretariat services/functions: Coordinate the preparation of the schedule of the Transnet Property EXCO AND SUB COMMITTEES meetings for the year. Coordinate the preparation of agendas for these meetings in conjunction with the Chairperson and key executives. Coordinate the distribution of relevant reports for presentation at meetings timeously so that members can adequately prepare. Coordinate the drafting and circulating of written EXCO AND SUB COMMITTEES resolutions. Ensure that information is dispatched timeously to all Executives to enable them to prepare adequately for these meetings. Take minutes of these meetings and ensure they are distributed as soon as possible after the meeting to aid Executives in implementing the decisions. Being the custodian of all statutory minute books registers and related confidential documentation.
Administer the DOA process: Administer the DOA process. Cascade the approved Group Limits of Authority. Draft and keep proper records of Special Delegations of Authority from the Chief Executive Officer to members of the TP Executive Committee and maintain a line of sight to ensure that the authority is correctly delegated.
Monitoring and driving of corporate governance throughout the Transnet Property: Engage with Group Company Secretariat Office. Provide the EXCO AND SUB COMMITTEES with guidance in their duties, responsibilities and powers and make them aware of all laws and regulations relevant to the company, including advice on business ethics and good governance. Make Executive aware of all relevant laws and regulations ensuring that they adhere to the highest governance standards and report any failure to comply. Develop and maintain a system for compliance monitoring and reporting across Transnet Property, ensuring that the Executive and management operate within an authority framework approved by the EXCO AND SUB COMMITTEES and reviewed and updated from time to time. Provide Executive with guidance in their duties, responsibilities and powers and make Executive aware of all laws and regulations relevant to the Property. This includes the provision of advice on business ethics and good governance.
Liaise with internal and external stakeholders to ensure stakeholder satisfaction and adherence to governance guidelines. Maintenance of mandates for the EXCO AND SUB COMMITTEES, the Property Forum and its committees, and assists with the management of the EXCO AND SUB COMMITTEES delegated authorities. Monitor compliance with statutory provisions of relevant legislation, and that statutory deadlines are met and statutory and regulatory disclosures are validated, particularly in relation to statements given on corporate governance standards and practices.
Maintenance of all statutory records and submissions of statutory returns in compliance with the statutory provisions of the Companies Act. Monitoring and keeping abreast of corporate governance developments, both locally, internationally, and where appropriate recommends to EXCO AND SUB COMMITTEES for their inclusion in the existing governance practices. Remain abreast of developments in corporate governance and ensure EXCO AND SUB COMMITTEES adhere to the highest governance standards (“King III/IV”).
Executive Orientation and on-going corporate governance training: Provide new Executive with an information pack relating to specific matters pertaining to the company and industry in which it operates. Where appropriate, arrange for visits to operations and meetings with key executives for Executive to familiarise themselves with the business. Coordinate identification and compilation of training requirements for Executive, where relevant and ensure that there is an ongoing programme to keep Executive well informed of developments in the company and in respect of matters relevant to their responsibilities in general. Managing Budget: Analyse the strategic plan of the Department to determine the financial requirements to deliver on strategic outputs in line with budget prescripts from the CFO; Compile a comprehensive budget indicating the financial requirements for each element and submit the budget for approval in accordance with policies and procedures; Monitor the expenditure against the budget and ensure that spending occurs within the budget and ensure that only authorised overspending is approved in accordance with procedures; and
Manage finance in accordance with policies, procedures and legal requirements. •Develop and lead the implementation of TRIM Infrastructure Asset Life Cycle Strategy while fostering innovative solutions to meet business strategy.

• Drive network maintenance for the Corridors to deliver export coal, iron ore, manganese, chrome, containers and other commodities to local and global markets.

• Develop and drive the implementation of the renewal of all TRIM Railway Infrastructure.

• Collaborate with the Train Operating Companies (TOC’s), other Transnet ODs, Customers, PRASA, Municipalities, TIH and Regional Railway Administrations to develop regional railway infrastructure standards, infrastructure availability and infrastructure reliability.

• Develop effective infrastructure condition monitoring capabilities and capacity to ensure more effective preventative condition-based maintenance strategies.

• Develop and drive a program to skills development and improvement for all critical technical skills in the railway infrastructure management and maintenance functions.

• Drive the development of local suppliers and infrastructure component / materials manufacturers to support increased localisation and job creation agendas.

• Reduce lifecycle maintenance costs of railway infrastructure, Overhead Infrastructure and Rolling stock by driving improvements in the wheel-rail and pantograph-OHTE interfaces.

• To provide efficient network material and OnTrack machine logistics for major annual shutdown maintenance and normal maintenance activities.

• Develop and drive the implementation of integrated railway network maintenance strategy and plans that meet the requirements of current and future rail infrastructure.

• Ensure good corporate governance and reporting analysis and implement internal controls that ensure compliance with applicable legislation, policy, standards, guidelines, procedures and practices.

• Maintain best, latest and relevant maintenance philosophies and practices to maximise operations safety, quality and cost effectiveness.

• Develop and implement rail network renewal Programme through Perway, Electrical and Signalling Refurbishment.

• Drive Maintenance and rehabilitation projects for the regions and focus on external revenue to cross subsidise Network maintenance.

• Provision of advanced infrastructure planning and logistics to ensure preventative maintenance and condition assessment of the rail network across the country.

• Planning and execution of annual Shutdowns in coordination with other ODs.

Qualifications and Experience

• Bachelor of Science in Engineering/ Bachelor of Engineering or equivalent Engineering qualification in either Civil, Electrical, Electronics or Mechanical Engineering.
• Engineering Council of South Africa (ECSA) registration as a Professional Engineer.
• Minimum 12 years’ experience in a Senior Engineering Environment of which at least 5 -7 years in a senior managerial role.
• Thorough knowledge and experience in multidisciplinary railway maintenance, rehabilitation, planning and logistics.
• Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19.
• Must undergo Lifestyle Audit.

Position Purpose

• Drive network rail engineering and modernisation with more focus on capital planning & prioritisation, rail market technology scanning & deployment, and development maintenance compliance standards.

• Provision of engineering services in Capital Projects Planning & Execution, Network Strategy formulation & execution, and Modernisation of network technologies and keeping local & global network maintenance standards.

• Define the long-term National Railway Infrastructure Master Plan

• Develop and publish the National State of infrastructure report to ensure public visibility of infrastructure condition and costs to the railway industry.

Position Outputs

• Identify the long-term infrastructure capacity requirements and define the development plans; including interventions to address the capacity gaps and opportunities for private sector participation in the development and/or modernisation of railway infrastructure in South Africa (including Transnet Infrastructure, private infrastructure, municipal infrastructure, etc.).

• Collaborate with the Operating Corridors, other Transnet ODs, Regional Railway Administrations, Municipalities, Customers, etc. to identify future infrastructure capacity challenges and gaps; and work with them to development viable investment business cases.

• Define and lead the railway infrastructure improvement and development capital pipeline and portfolio planning.

• Develop and implement strategies and tactical actions for mechanisation, automation and modernisation of railway infrastructure management and maintenance.

• Develop innovation and cost-effective strategies to enable the feasible revitalisation of Branch Lines, Municipal Infrastructure and Customer railway infrastructure to facilitate the revitalisation of closed and/or low-density networks; and thereby facilitate rural economic development and job creation by enable freight and people mobility and access to markets / suppliers.

• Drive the competitiveness of TOC’s by reducing the cost of railway infrastructure, leveraging engineering and infrastructure configurations to reduce energy requirements for successful operation and reduce rolling resistance.

• Drive the renewal and modernisation of the railway signalling and Train Control systems to improve the velocity on the next and thereby reducing energy consumption and improving the productive output of the railway network within and across Operating Corridors.

• Develop and Scan rail market for technologies that are technical suitable and cost effective for TRIM’s railway network.

• Develop bankable major engineering CAPEX and COPEX projects and ensure specifications, quality, costs and project timeline compliance.

• Drive the development of bankable infrastructure capital investment business cases, and manage infrastructure capital investment programs.

• Ensure cost-effective Capital expansion and modernization of the rail infrastructure network without compromising standards and safety.

• Drive innovative Telecommunication technologies supported by local and global standards for internal and external clients.

• Conduct research and development on Technology Management of rail infrastructure and rolling stock.

• Ensure good corporate governance and reporting analysis and implement internal controls that ensure compliance with applicable legislation, policy, standards, guidelines, procedures and practices.

• Provide compliance to maintenance standards & world class rail infrastructure practices.

• Conduct investigations, benchmarks and implement relevant best engineering practices in line with technological market and industry changes.
