PURPOSE

Key functions:

• Provide routine and ad hoc clerical support

• Solve client queries and assist with technical queries

• Archiving

• Manage clerical staff performing administrative tasks

• Data capturing

• Processing seafarers application and applicable statutory certifications

Requirements:​

• Knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint, – as minimum)

• Minimum of 3 years’ administrative experience r

• Answering telephone calls and responding to email

• Time management skills

• Verbal and written communication skills

SHIP SURVEYOR (x3 ENGINE)

JOB PURPOSE

The purpose of this role is to ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and the relevant maritime Conventions. Ship Surveyors are to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.

KEY PERFORMANCE AREAS

  • Ship Surveys and Inspections: To undertake all Statutory Surveys, Audits and Inspections in accordance with applicable legislation and other relevant regulations relating to marine pollution prevention and safety.
  • Engineering Examinations and Accreditations: To give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation.
  • Legislation/Regulations: Initiate and participate in the drafting of regulations and amendments to existing legislation in accordance with the Quality Standards System of SAMSA.
  • Casualty/Incident Investigations: Undertake and report on casualty/ incident investigations as well as make recommendations based on the outcome of the investigation
  • Stakeholder Management: Manage and engage with Stakeholders in accordance with SAMSA Core Values.

MINIMUM REQUIREMENTS

  • Chief Engineer (Unlimited) STCW Certificate of Competency
  • STCW ancillary courses and any other equivalent training
  • Sailed in rank of Second Engineer
  • Driver’s license and own vehicle

SHIP SURVEYOR x 2

The above position will report to the Principal Officer

JOB PURPOSE

To ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and relevant maritime Conventions; to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.

KEY PERFORMANCE AREAS

Give effect to our obligation under the Instruments relevant to the III Code (Tonnage, COLREGS, Load line, SOLAS, MARPOL)

 Examinations and Accreditations: Give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation. Comply with the Quality Standards System of SAMSA to ensure alignment with STCW.

• Legislation Regulations and Policy: Review, recommend and contribute towards drafting maritime regulations and amendments.

Review and Draft Marine Notices and Marine Circulars.

Review, recommend and Draft SAMSA Policies and Procedures.

Participate in ad hoc projects as and when required in line with level of responsibilities.

 Casualty/Incident Investigations: Undertake casualty / incident investigations.

Produce reports and make recommendations timeously.

Fulfil an expert witness role in a Marine Court of Enquiry.

• Stakeholder Management: Provide consultancy services to Industry Stakeholders.

Participate in and report on local, regional, and international fora and make recommendations.

Manage and engage with Stakeholders in accordance with SAMSA Core Values.

MINIMUM REQUIREMENTS

• Chief Engineer > 3000kW (no limitation) COC / or Master COC (Unlimited)

• STCW ancillary courses and any other equivalent training

• Sailed in rank of Second Engineer (seagoing experience) / or sailed in rank of Chief Officer (seagoing experience)

PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE

• STCW Compliant COC – Chief Engineer >3000 kW (STCW III/2 – no limitation) / or STCW Compliant COC – Master (STCW II/2 – no limitation)

• STCW ancillary courses

• Sailed in rank of Chief Engineer (seagoing experience) / or sailed in rank of Master (seagoing experience)

• Maritime/Sea going experience for a period of 2-3 years in a management role.

• Driver’s License

• Own Transport

• Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner.

• Ability to travel as and when required.

• Valid Passport

CHIEF EXECUTIVE OFFICER

​The position reports to Chairperson of the Board.

LOCATION: HEAD OFFICE, PRETORIA (HILLCREST)

JOB PURPOSE

SAMSA is looking for an experienced CEO to join the team! As a CEO, you will be responsible for providing strategic leadership, regulatory oversight, and operational management to ensure the effective and efficient functioning of the maritime regulatory body. Your role will be crucial to the success of SAMSA and will require a deep understanding of maritime regulations, industry dynamics, and the ability to collaborate with stakeholders to promote safety, compliance, and sustainable solutions within the sector  the development and execution of the overall business strategy and success.​
 

KEY PERFORMANCE AREAS

  • Strategic Direction: Formulate and execute SAMSA’s long-term strategy, vision, mission, and objectives to align with the broader goals of maritime regulation and broader industry development.
  • ​Stakeholder Engagement: Play a leading role in the lobbying of the shareholder (Department of Transport), national and international government agencies, industry partners, maritime operators, and other stakeholders to promote collaboration and the creation of an environment that is conducive to the development of the maritime industry. Set and manage SAMSA’s objectives in terms of the Shareholders’ Compact entered into with the Executive Authority.
  • Policy Development: Lead the development and implementation of regulatory policies, guidelines, and standards to ensure compliance with international maritime regulations and best practices. Develop SAMSA’s safety, security and promotion capacity and activities to ensure continued industry and investor interest in South Africa’s maritime sector.
  • Organisational Effectiveness:  Promote the vision, mission and values founded on the desire to be a high-performance organisation. Ensure capable leadership is in place and  embed a culture and employee value proposition that attracts, develops, and retains high skilled talent, improves employee morale and engagement.
  • Governance and Risk Management: Create a constructive culture of ethical leadership, develop and implement frameworks, structures and processes that ensure good governance, effective risk management and compliance with government’s policies, regulatory guidelines, directives and applicable legislation.
  • Financial Sustainability: Oversee the overall financial health of SAMSA. Develop and implement strategic interventions aimed at ensuring that SAMSA is sustainable.


 ​MINIMUM REQUIREMENTS

Qualifications and Experience

  • A minimum of a postgraduate degree/diploma in either Law, Engineering, Public Administration, Environmental Management or Economics (NQF Level 8)
  • An MBA or relevant masters degree will be an added advantage (NQF Level 9)
  • ​​Experience and a successful track record working within either the Maritime, Transport or allied Industry is required
  • Minimum 10 years’ relevant operational experience is essential, 5 years of which should have been at Senior Management/Executive Level
  • ​Experience managing multidisciplinary teams as well as multi-stakeholder partnerships and relationships

*Qualifications shall be subject to security vetting clearance.

Knowledge ​

  • Proven knowledge or an in-depth understanding of the maritime sector, industry trends and stakeholder management
  • Knowledge of pertinent legislation, PFMA and Treasury regulations
  • Understanding of Codes of Corporate Governance

  • Macro-economic thinking – Drives initiatives to ensure that SAMSA contributes to the development of a maritime industrial capacity, while ensuring alignment and compliance of South African maritime regulations with international regulations
