Regional Overseer (Special Events)

R 393,948.00 to R 540,432.00 – Basic salary per annum (plus benefits)

Minimum Requirements:

  • Grade 12 Certificate
  • Valid Driver’s Licence
  • Computer Literacy
  • Vehicle technical knowledge
  • Fleet management certificate
  • 1 year relevant experience

Core Responsibilities:

  • Plan and monitor outsourced services
  • Determine the needs and resources required for community programs and events including special projects
  • Monitor provision of services rendered in the outsourced areas
  • Ensure compliance with all relevant environment, waste, health and safety legislations
  • Initiate and conduct area inspections in all outsourced areas (jointly with contractors)
  • Ensure improved service provision and compliance with relevant legislations and by-laws
  • Perform administrative functions of outsourced services
  • Compile repots for submission to the Operations Officer: Outsourced Services
  • Compile bulk containers’ data statements for billing
  • Receive monthly invoices and prepare payment certificates and cheque applications for the service providers
  • Prepare compliance notices and impose penalties as per contract specification
  • Ensure excellent liaison with stakeholders
  • Attend public meetings/IDO/Imbizos, ward and service delivery meetings
  • Build and maintain sound relationships with both contractors and co-workers
  • Inform contractors and public about council policies and initiate short term interventions and campaigns

Regional Overseer (Internal Bulk Containers)

R 393,948.00 to R 540,432.00 – Basic salary per annum (plus benefits)

Minimum Requirements:

  • Grade 12 Certificate
  • Code EC driver’s licence with PrDP
  • Computer literacy
  • Fleet management certificate
  • Vehicle technical knowledge
  • 1 year relevant experience

Core Responsibilities:

  • Plan for short term activities regarding maintenance of vehicles, daily refuse removal schedules and services
  • Schedule daily vehicles and staff allocation to ensure equal workloads for round collection and other services
  • Organise for maintenance of transfer stations, mini disposal sites, removal of carcases etc.
  • Arrange for breakdowns to be attended to immediately
  • Administer control over issuing consumables, productivity and attendance of staff
  • Ensure that vehicles leaving depot are roadworthy and have been checked for mechanical defects
  • Control premises of transfer stations and mini sites and ensure they are maintained properly and that there is sufficient disposal space. Ensure that council policies are made available to the work force at the depot
  • Compile survey reports of volumes of refuse placed out daily/weekly on request and submit to Operations Officer
  • Keep statistics with regard to consumables issued and other relevant operational issues
  • Ensure safekeeping of relevant and current administrative information at depot
  • Perform administrative functions at the depot
  • Attend to customer service orientation

Operations Officer (Outsourced & Special Events Areas)

R 443,508.00 to R 608,400.00 – Basic salary per annum (plus benefits)

Minimum Requirements:

  • National Diploma or Degree in Environmental Management/Environmental Health/Waste Management
  • Valid Driver’s Licence
  • 3 years’ relevant experience

Core Responsibilities:

  • Co-ordinate, promote and evaluate community educational programs and service delivery projects
  • Implement service standards for contractors in the outsourced areas and deployment of resources
  • Investigate and evaluate community needs and service requirements and recommend alternative service provision methods where applicable to the Manager Outsourced Services
  • Co-ordinate planning and implementation of community environmental awareness and clean-up projects
  • Ensure optimal service delivery provision and community educational programmes in outsourced areas
  • Ensure compliance with all relevant legislation and polices from the various spheres of government
  • Communicate regularly with the community, community forums, and individual members of the public, officials of other municipalities, consultants, contractors and councillors
  • Establish, implement and manage operational governance and risk management processes in the context of organisational policy
  • Identify non-compliance of relevant legislation by service providers
  • Compile and consolidate operational budget for the outsourced services
  • Control deployment of resources and income derived thereof in relation to the services rendered
  • Co-ordinate the expenditure incurred for the provision of services
  • Evaluate contractor/service providers performance and impose penalties for non-compliance
  • Arrange regular stakeholders meetings within areas of responsibility
  • Liaise with stakeholders, community, community, community forums, service providers, officials and councillors
  • Motivate and improve the morale of contractors and sub-ordinates through positive influencing

Operations Officer (Operations Waste Management Areas)

  • Grade 12 Certificate
  • National Diploma or Degree in Environmental Management/Environmental Health/Waste Management
  • Valid Code B Driver’s Licence
  • Computer Literacy
  • 3 years’ relevant experience

Core Responsibilities:

  • Manage short, medium and long term operational processes within the Waste Management operations depot
  • Coordinate activities of various sub services within the depot to ensure optimal utilization of resources
  • Plan for vehicle routes to balance activities and ensure equal work distribution and vehicle distribution
  • Maintain the administrative processes of the Waste Management Operations depot
  • Plan for operational requirements by means of ensuring a balance between productivity vs workload
  • Identify training needs for personnel and enforce discipline when required to
  • Ensure proper supervision of applying council policies and improve work relationships
  • Plan for activities that expand the service provision and generating revenue for the Municipality
  • Ensure optimal and cost effectiveness of services rendered within the section
  • Control income vs expenditure within the section
  • Manage the fleet of the Waste Management operations depot
  • Ensure optimal utilization of rendering refuse removal services

EAP Practitioner: EAP Professional Services

R 499,248.00 to R 684,900.00 – Basic salary per annum (plus benefits)

Minimum Requirements:

  • Relevant Social Sciences Degree
  • Registration with the Health Professions Council of South Africa (HPCSA) or South African Council for Social Services Professionals (SACSSP) as a Counsellor
  • 1 – 3 years’ experience in a similar environment


Core Responsibilities:

• Provide employee assistance, support, short-term counselling and educational programmes to CoE employees to improve their quality of life
• Implement and maintain a comprehensive worksite based EAP for CoE in order to assist in the identification and resolution of productivity problems associated with, amongst others, health, emotional and psychological problems
• Adhere to governance and risk requirements by escalating issues of delivery and quality to operational management process owners
• Adhere to financial processes to comply with relevant legislation and policies
• Adhere to a culture of customer services with EAP’s by maintaining and fostering ethical relations with internal customers and other stakeholders at all times
• Implement employee health and wellness preventative and reactive interventions
• Conduct wellness related workshops
