Project Administrator
Location: Johannesburg, Gauteng

Main Purpose: To provide Planning, Coordination, Programming, Communication, Reporting and Administrative support to enable the effectiveness functioning of the Provincial Office.
Key Performance Areas:
1. Programme Coordination
• Coordinate the collection and collation of project documentation for the various programmes.
• Coordinate and assist in the collation of all project documentation from contractors and service providers
• Provide administrative support to the Provincial Manager and Team when required
• Maintaining a diary and meeting schedules management for the Provincial Manager and Team
• Sourcing and booking venues and meetings rooms when required

• Ensuring smooth running of event and quick resolution of any issues on the day.
2. Meeting Management:
• Arrange stakeholder workshops & meetings regarding MTSF human settlements project pipeline planning, programming and coordination
• Arrange and facilitate relationship meetings between Clients, HDA and service providers
• Arrange and facilitate relationship meetings between the Department and Municipalities in matters relating to project planning, verification and prioritization
• Distribution of relevant documentation (agenda’s, minutes, report, presentations etc.) for meetings as required
3. Administration Support:
• Provide support in preparing reports and presentations for stakeholders (internal & external)
• Provide administrative support to the Provincial Manager and immediate reporting line, including arranging meetings and minute taking
• Maintain all programme related information in line with the document and record management system of the HDA
• Data and records management
4. Finance Support
• Provide support in preparing the project budget.
• Collation of invoice payment packs as per the checklist
• Ensure timeous preparation and submission of invoices for payments
• Maintain accurate records of all invoices and payments
5. Qualifications and Experience:
• Grade 12
• Diploma in built environment/Development Studies/Project Management will be an added advantage
• Minimum experience of 2 years in project administration or in a similar role
• Competent in MS Project, MS Schedule, Outlook, Excel intermediate and Word intermediate.
Remuneration Scale: R 342 800 and R 428 513 per annum (all-inclusive package)

Assistant Town Planner

Main Purpose: To provide technical support in terms land acquisition, project planning and packaging for the development of human settlements.
Key Performance Areas:
1. Land and Property Identification:
• Implement a set of criteria for appropriate land identification.
• Collect a variety of statistical data and prepare reports and maps on topics such as census information, land use.
• Collate and compile land record information in support of land identification for human settlement developments.
• Identify appropriate land and properties for the HDA.
• Research opportunities related to land.
• Identify suitable land for HDA to acquire.
• Assess land in line with the HDA criteria and strategy.
• Engage with stakeholders around pre-identified land.
• Research viability of the land
2. Land Suitability Assessment:
• Assess land potential in terms of the approved pre-acquisition feasibility model in relation to:
• Geotechnical assessments
• Land use assessments.
• Environmental impact assessments
• Financial feasibility assessments including valuations.
• Integrated development and social infrastructure assessments
• Development potential and assessments
• Infrastructure capability and capacity assessment
• Any other relevant assessments
• Draft layout plans to support land release requests from government departments.
• Develops planning studies and reports in support of HDA land acquisition programme.
• Conducts field evaluations and assessment.
3. Development Planning:
• Provide support and information for submission of development applications.
• Manage the land use management processes for the HDA.
• Evaluates or assists in the evaluation of rezoning, statutory applications, site plans, and other town planning related plans and policies.
4. Programme Support Services
• Monitor project expenditure against budgets and project deliverables
• Address any project budget variances
• Provide feedback and input to overall ISU budget
• Manage service level agreements of appointed service providers
• Develop and submit appropriate reports for internal and external stakeholders
• Participate in meetings as required internally and attend ad hoc meetings with various external stakeholders
• Procure required project resources in line with the HDA SCM policy
5. Qualifications and Experience:
• A relevant diploma or degree in Town Planning is required.
• 2 years’ experience in the built environment is required.
• Knowledge of GIS and AutoCAD or related spatial information systems will be an added advantage.
• Sound knowledge and understanding of deeds information.
• Knowledge of human settlements development will be an added advantage
• Willing to travel

Main Purpose: To manage and implement effective SCM policies and practices within the HDA.
Key Performance Areas:
1. Tender Process Management:
Bid Specification and Calls for Proposals
• Participate in and provide advice at Bid Specification meetings to ensure that SCM policies are complied with for tenders.
• Provide advice in the development of Specification/Terms of Reference etc. to ensure that SCM policies are complied with.
• Take minutes of the bid specification committee if required.
Tender Documentation Preparation and Advertising
• Establish industry based tender compliance requirements (e.g. CIDB, NHBRC) through reviewing scope of the terms of reference and integrating the compliance requirements into the tender documentation as required.
• Distribute the draft tender advert template to facilitate the line manager approving a tender advert.
• Place advert in appropriate media for the required time period.
• Tender/Proposal Receipt
• Receive tenders/proposals either through email or hard copy submitted tenders, implement the required tender receipt management process.
• Review submitted tenders/proposals for SCM compliance through checking submissions against the requirements defined in the Terms of Reference or Calls for Proposal.
• Prepare a report highlighting the compliant and non-compliant submissions with explanations to the Bid Evaluation Committee.
• Bid Evaluation Committee
• Schedule and convene a Bid Evaluation Committee through identifying key participants and distributing relevant materials.
• Minute the Bid Evaluation Committee meeting through capturing the key aspects of the evaluation discussion.
• Provide advice on compliance and SCM related matters as required at the Bid Evaluation Committee meeting.
• Apply the Specific Goals and Pricing formulae to the tenderers that meet the Bid Evaluation assessment criteria and identify the highest rated tenders.
• Prepare the packs for the Bid Adjudication Committee.
2. Bid Adjudication Management:
• Manage the approval, signature and storage of BAC minutes and reports.
3. Bidder Communication
• Manage the communication of the outcome of the BAC or Proposal Review process with successful and unsuccessful bidders in line with the established policy.
• Refer any queries from bidders related to tender/proposal outcomes to SCM and Contracts Manager
4. Contract Management System
• Conduct SCM compliance checking of contracts that have been awarded and contracts on the contracts register to ensure compliance with the SCM policy.
• Manage the loading of contracts onto the contract management system.
• Maintain the contract register for tenders through updating the register with all contract changes monthly.
5. Supplier/Service Provider Management
• Address any supplier database errors with the Procurement Administrator
• Approve the sharing of the HDA service providers and preferred suppliers with all HDA staff through the intranet.
• Manage the validity of compliance data for preferred suppliers through ensuring that relevant documentation is provided and updated annually.
6. Vendor System Management
• Manage the loading of approved vendors onto the vendor system in line with the defined contract nature and SCM requirements.
• Manage the issuing purchase orders for loaded and approved vendors to ensure they are compliant with the SCM requirements.
• Approve purchase orders for procurement between R30 000 and R100 000 in line with the delegated authority level and SCM policy requirements.
• Manage the annual vendor details validation and updating process through checking the accuracy of information captured.
7. Reporting and Administration:
• Draft reports as required including:
o BEE and SMME reports
o Contract register reports.
• Undertake all required administration as necessary.

• Relevant degree or equivalent in SCM or similar
• Public sector procurement experience is essential.

• Minimum 5 years public procurement experience
