Job Purpose: Performs labouring activities associated with providing support during the installation,
repair and maintenance of water systems and sewer networks by using hand held tools to excavate
defined areas, laying of pipes and lines, cleaning or clearing obstructions and overgrown vegetation
interfering with the systems and the loading and unloading of rubble on vehicles.

Duties:

  • Receiving instructions/ guidance from the Supervisor and attends to the preparation of work site.
    (e.g., placing road signage, loading/off-loading equipment, tools, etc) and/ or fastening slings/
    ropes and guiding/ holding material/ equipment during the loading/off-loading sequence.
  • Providing support to the Artisan during the marking off of work area/ site holding measuring tapes
    and inserting level indicators.
  • Excavating and backfilling trenches to defined levels using handheld tools (e.g., spade, picks,
    etc.).
  • Connect new water meter.
  • Place sewerage rods into pipes and connect to rotating machine.
  • Repair broken pipes at the pump station and disconnect sewerage pumps
  • Remove excess soil, plant back grass and garden plants and fill up with top soil.
  • Removing and washing off debris from tools and equipment.
  • Physically loading materials and other products and/ or holding and guiding plant/ equipment
    during the hoisting and placement.
  • Adhere to Health and Safety regulations.

Minimum Requirements:

  • Grade 8
  • 1 year relevant experience in Water & Sewerage Networks.

Job Purpose: Assist the process controller to maintain the sewerage purification process and the general
maintenance of pumps and motors at Worcester Wastewater Plant.

Duties: Performs specific tasks/activities by assisting the Process controller with desludging and lime dosing. Take readings and perform data keeping of flow meters and pumps. • Perform maintenance and
housekeeping if required. • Clean the sedimentation, clarifiers and waste sludge thickener tanks are clean
and maintain accordingly; and cleaning off all scum sumps. • Keep inlet works clean by cleaning and
maintain the channels, grids and surrounding areas. • Clean and maintain all instruments (flow –and DO

Adhere to Health and Safety regulations as et out in Councils Policies and in accordance with the
Occupational Health and Safety Act (OHSA). • Assist with chlorine changing, cleaning of filters and
housekeeping in and around chlorine building. • Assist with preventative maintenance to lubricate and oil
the motors, pumps and filters on schedule. • Clean and maintain all Rotorks, Belmont’s, gate valves with their sumps and surrounding areas. • Carry out any reasonable instruction from process

Job Purpose: Undertakes general manual labour activities associated with maintaining roads and
stormwater infrastructure) in accordance with laid down instructions to support acceptable standards of
service delivery.

Duties: Supporting the Supervisor with the placing of pre-cast concrete products (e.g. kerbs, pavers, etc.),
cleaning and preparing potholes for filling and laying and compacting materials (e.g. crusher run,
asphalt, etc.) using handheld tools (e.g. hand-stamper, spade etc.).• Operate and drive small plant
machinery and equipment during maintenance operations and construction of tar roads/streets, gravel
roads, bridges, sidewalks and stormwater systems. • Removing debris/ rubble, grass cuttings, foreign
articles and clean worksites, identified areas within road reserve and stormwater infrastructure. •
Undertake general tasks and operate small plant and equipment during road works, stormwater drainage
and road maintenance. • Cleans vehicles, tools and attends to the storage and care of cleaning tools.

Ensuring that the small plant equipment is kept in a neat and tidy condition. • Informing the immediate
superior when the small plant equipment is due for service. • Cleans vehicles, tools and attends to the
storage and care of cleaning tools.• Responsible for the safe keeping and maintenance of tools and
equipment.• Adhere to Occupational Health and Safety Act Regulations, standard operating
procedures and instructions when utilizing equipment and during the execution of ancillary tasks.

Minimum Requirements:

  • Grade 10
  • 1-year relevant experience
  • Certification of competency in the operation of small plant and equipment
  • Proficient in at least two (2) of the three (3) official languages in the Western Cape.

Job Purpose:

  • Manage, co-ordinate all the key performance areas related to:
    o Scientific Services (Laboratory, Air Quality, Climate Change and Noise Pollution)
    o Water Treatment and Bulk Infrastructure (Dams, Reservoirs, Boreholes, pipelines) and Meters
    (bulk, zone and domestic meters)
    o Wastewater Treatment, Tanker Services, Pump Stations and Industrial Effluent Management)
    within the jurisdiction of the Breede Valley Municipal Area in accordance with the relevant
    legislation, by-laws, policies and proceduresIn accordance with the relevant legislation,
    policies, by-laws, procedures and guidelines by ensuring quality, safe and sustainable supply
    of Water and Sewer related services, to all consumers.

Duties:
Identify and define the immediate, short- and long-term objectives and plans for the sections in the
department ● Prepare and coordinate operational plans and procedures associated in consultation
with the Senior Manager. ●Provide input into Strategic plan of Water services Division and implement
capital projects in compliance with Councils IDP, MTREF, Water Master Plan and Water Services
Development Plan. ● Plan maintenance & operations, including the servicing, repairing and replacing
of valves, water and sewage pumps, main pipelines, meters, analytical instruments, electrical and
telemetry equipment connected to laboratory, treatment works, bulk infrastructure and pump stations.
● Manage procedures and compliance with water supply and quality, wastewater collection, effluent
discharge and environmental management. ● Manage and monitor the licenses, permits and general
authorization for water abstraction storage distribution and catchment management. ● Coordinate
Dam Safety inspections and augmentation plans are compiled. ● Oversee bulk water meter readings
for input into water balance. ● Coordinate and control air quality, noise pollution, climate change and
catchment management functions. ●Identify priority infrastructure needs, estimate budget and
implement the capital projects to improve and maintain the infrastructure services. ● Evaluate
compliance to the Blue/Green drop and Integrated Regulatory Information System. ● Responsible for
the compilation, control and management of the budget and provide input into Water Services
budget. ● Model water and sanitation tariffs and providing input for the annual tariff structures. ●
Compile internal tender documents and contracts. ● Coordinate external tender documentation for
the appointment of consulting engineers and scrutinize, approve tender documents and plans
compiled by consulting engineers for all capital projects of Water and Wastewater treatment works. ●
Manage and oversee contract implementation. ● Liaise with other national and provincial spheres of
government to keep Council informed of Water and Wastewater Treatment related processes and
legislation and to enable Council to partake in decision making processes at other levels of
government. ● Manage the implementation of procedures and systems associated with document
flow, quality systems, statutory and audit requirements. ● Prepare reports/items for Council. ● Compile
monthly and quarterly reports and update Service Delivery Budget Implement Plan (SDBIP). ●Manage
the Water & Wastewater infrastructure asset management plan. ● Manage, directs and controls the
outcomes associated with utilization, productivity and performance of staff. ● Ensure adherence to
Human Resources policies and procedures to control and regulate workplace conflict and institute
corrective measures and consultation processes to address deviations from set standards. ● Manage
the adherence to appropriate OHS regulations, standard operating procedures and legal
requirements as far as personal as well as operations are concerned.

Minimum Requirements:

  • Appropriate B-Degree in the relevant technical field
  • Eligible to register with a recognized professional body
  • Driver’s License Code B
  • Computer literacy: MS Office.
  • 8 years or more relevant experience
  • Proficient in at least 2 of the 3 official languages in the Western Cape
  • Compliance with the National Treasury Regulations on the required Minimum Competency Level
    Unit Standards applicable to this position, or must complete the unit standards within an 18-month
    period from the date of appointment as provided for in GNR 1146 under GG 41996, dated 26
    October 2018

Preferred Requirements

  • 8 years or more relevant experience of which 3 years’ experience at managerial level
  • Registered as a Class VI Process Controller for Water and Wastewater Treatment will be an added
    advantage
