Proposal Engineer

EHL is looking for a highly motivated and detail-oriented Proposals Engineer to join our team. If you have a strong technical knowledge, excellent communication skills (written and verbal) and the ability to engage with stakeholders in a high paced environment, this may be the position for you.
Job Description:
The Proposal Engineer will be providing technical and costing support to the team and work closely with the Proposals Coordinator to ensure that all technical and costing aspects of the submission are provided on time, are compliant and responsive.
Key Responsibilities:
- Analysing client requirements and project specifications.
- Review Opportunity documentation/summary and include the originator of the proposal in the initial review.
- Interact with identified potential partners and assist Proposal Sponsor with discussions.
- Conduct site visits and attend briefing meetings.
- Prepare detailed technical and commercial proposals as part of an integrated team.
- Prepare and lead proposal kick-off meetings, ensuring all team members understand their responsibilities and deliverables.
- Facilitate internal progress meetings and proposal review sessions to align stakeholders and secure necessary approvals.
- Performing cost estimations and bid calculations and ensuring compliance with technical requirements.
- Act as the primary liaison between internal and external stakeholders regarding proposal-related queries.
- Assist with clarifications requests and engage with relevant SME’s.
- Monitor and track proposal deadlines with the Proposal Coordinator to ensure timely submission.
- Assist Proposals Coordinator in structuring proposals logically, ensuring all technical, commercial, and contractual aspects are clearly outlined.
- Apply quality control measures to ensure professional and client orientated proposals.
- Participate in contract negotiations and handover to the appointed Project Manager.
- Contribute to the proposals content library.
Key Qualification & Experience:
- B. Eng or B. Tech in Electrical Engineering.
- ECSA registration (Pr Eng or Pr Tech Eng).
- 5 – 10 years of experience in Electrical Engineering including;
- 3-5 years’ experience in engineering and project delivery in the Transmission and Distribution sector with specific focus on Eskom Self-Build projects.
- MV and HV substation and overhead line experience.
- Plant & Mining experience (EC&I).
- EPC experience (advantageous).
- Experience in new business development and technical design.
- Strong understanding of engineering principles.
- Business Development experience (advantageous).
Skills:
- Excellent negotiation, communication, and interpersonal skills.
- Ability to multi-task and meet tight deadlines in a fast-paced environment.
- Proficiency in Microsoft Word, Teams and Excel is essential.
- Knowledge of MS Projects (advantageous).
- Attention to detail, accuracy, and strong organisational skills.

Job Description:
- Perform detailed designs for high-voltage (HV) and medium-voltage (MV) substations, including electrical layouts, protection schemes, and earthing systems.
- Develop protection and control schemes tailored to substation operations, ensuring reliability and compliance with industry regulations.
- Compile design volumes, specifications and tender packages for substation-related projects.
- Ensuring that designs are efficient sustainable, and cost-effective.
- Prepare design criteria, detailed cost estimates and comprehensive bills of quantities to support project procurement and budgeting.
- Detailed project reports, as well as final “As-Built” documentation, in accordance with Eskom and client requirements.
- Managing the integration of multiple project disciplines to ensure smooth execution form design to commissioning.
- Technical advisor on all substation-related matters.
- Providing expert guidance to clients and stakeholders.
- Collaborate with clients, stakeholders, contractors and regulatory authorities to align project objectives and secure the necessary project approvals
- Identify potential project risks related to design, execution, safety, and budget adherence.
- Develop mitigation strategies and ensure all risk are managed proactively.
- Bring expertise in grid interconnection, insuring smooth integration with existing power infrastructure.
- Work on projects that incorporate grid interconnections, leveraging innovative solutions to enhance the reliability and sustainability of power networks.
Key Qualification & Experience:
- B.Tech/B.Sc. or B.Eng. in Electrical Engineering
- Seeking or holding registration with ECSA
- MS Office, AutoCAD
- Beneficial: DIgSILENT PowerFactory, ETAP, AutoCAD, MicroStation, SafeGrid and similar software tools used for transmission and distribution line design and analysis.
- Experience working with EPCM and EPC project environment, particularly for outdoor substations and overhead line projects.
- Minimum of 3-5 years’ experience in MV and HV substation design, including the design of earthing systems, protection schemes, and control plants.
- Strong understanding of EPCM and EPC project environments.
- Experience with environmental impact assessments and land use requirements for overhead line projects in advantageous.
- Experience with integrating renewable energy solutions into transmission and distribution systems is a plus.

- Perform detailed designs for overhead transmission and distribution lines, including structure selection conductor sizing and route analysis.
- Develop protection and control schemes for overhead lines, insuring reliable and secure power transmission.
- Analysis and optimise line parameters, including sag, tension, and electrical load, to ensure system efficiency.
- Prepare design volumes, technical specifications and tender packages for procurement processes.
- Lead efforts to improve quality assurance processes, ensuring all designs meet the highest industry standards.
- Prepare design criteria, cost estimates, and BOQs to support project procurement and budgeting.
- Generate detailed and comprehensive project reports, ensuring accurate documentation and meeting client close out documentation requirements.
- Maintain as-built documentation and relevant technical records to ensure project traceability and future operational support.
- Provide except technical support during the construction and commissioning faces.

- Minimum of 3-5 years’ experience in overhead line design for transmission and distribution systems up to 132kV.
- Strong understanding of EPCM and EPC project environments.
- Experience with environmental impact assessments and land use requirements for overhead line projects in advantageous.
- Experience with integrating renewable energy solutions into transmission and distribution systems is a plus.
