Minimum requirements: National Diploma Internal Auditing • Membership of the Institute of the Internal Auditors (IIA) • 3-years’ relevant experience in internal auditing to ensure knowledge of internal auditing to be able to deliver professional services in line with the IIA Global Internal Audit Standards • Valid Code B driver’s license • Computer literacy in MS Office.

Added advantage: BCom/ BTech: Internal Auditing • Internal Audit Technician (IAT) • Completed internship in Internal Auditing • Certified Internal Auditor (CIA) • Excess of 3 years extended experience and training in Internal Auding, Financial Administration and General Administration, with experience in: • Information Systems • Systems security • Networks and Internet • General controls in the areas of Computer operations and • Standards for Professional Practice of Internal Auditing.

Duties/Responsibilities: Planning the Audit Engagement: Plan each assigned project with team members • Prepare notification letter (APM) for supervisor review • Ensure that, where necessary, proper benchmarking of process, control and governance activities is performed • Ensure that audit work is in compliance with the International Standards for Professional Practice of Internal Auditing and other standards set by the Section • Compile/review system descriptions and internal control questionnaires in accordance with the Section’s Methodology.

Executing the Audit Engagement: Execute assigned work programmes that cover the scope and objectives that are based on the risk analysis of the relevant project as approved by the Senior Internal Auditor • Determine the sampling method and sample size using the Internal Audit methodology for detailed testing • Prepare working papers to substantiate the audit work performed on the assigned project • Assess the system of internal controls and identify possible weaknesses that do not mitigate the risks to report on • Clear coaching notes raised on all project files and electronic working papers within the requested timeframes • Ensure that audit work and evidence are properly documented within the Section’s Audit Management System, as per the Section’s methodologies, to substantiate the contents of
the audit report. Determine and run CAATS on data received from client areas identified.

Communicating and Reporting on the Audit Engagement: Prepare finding and recommendations on the identified weaknesses on all projects for approval by the Senior Internal Auditor • Discuss findings and recommendations with client, agree thereon with the client and obtain an action plan from the client • Prepare draft audit project reports on findings complete with management comments for review by the Senior Internal Auditor based on the results of the various audit engagements • Obtain approval of the draft report from the Senior Internal Auditor and submit report to the client for management comments • Perform follow up reviews on progress made on corrective actions taken by client management to correct reported deficiencies and report thereon to the Senior Internal Auditor •Ensure that audit work performed receives positive satisfaction ratings from clients, Audit and Performance Audit Committee (APAC) and reliance by the Auditor General South Africa (AGSA)

Administrative and Supervisory Function(s): Coach/ mentor Interns • Review Interns working papers • Assist with adhoc requests • Attend training courses/seminars/conferences to ensure continuous professional development • Keep personal timesheet up to date and submit monthly to the Senior Internal Auditor for approval • Timely complete own Performance Appraisal on each project • Performing administrative tasks relating to membership of the IIA.

The successful incumbent will report to the Senior Manager: Roads, Transport & Stormwater and must be in possession of:

Minimum Requirements: B-degree in Civil Engineering with relevant knowledge of Transport\Traffic Engineering (NQF7) • 8-10 years relevant experience in Civil Engineering related to Transport Planning, Public Transport Design & Infrastructure implementation, Project Management and Construction of which 3-years’ experience in a management role • Required Minimum Competency Unit Standards as provided for in the MFMA or if candidate is not in possession the unit standard must be obtained within 18 months • Eligibility for registration as Pr Eng • A valid Code B Driver’s licence • Computer literacy: MS Office.

Other Requirements: Good communication skills • Proven track record in contract and project management

  • Management, Financial management, HR management, quality assurance and safety regulations • Indepth knowledge of: Council policies such as – HR, Supply Chain Management, National Government Legislation such as – OHS, NWA NEMA, MFMA, MS, Construction Industry Guidelines e.g., CIDB, SANS • Leadership competencies and Problem solving skills • Tactical and Strategic thinking and adaptability skills • Well-developed interpersonal and effective communication skills • Sufficient seniority and credibility • Ability to work in a team environment and to perform under pressure • Proficiency in at least two of the three Western Cape official languages (English, Afrikaans, Xhosa).

Responsibilities/Duties: Manages the key performance areas and result indicators associated with Transport Planning, Public transport facilitation and Non-Motorised Transport (NMT) planning and implementation • Facilitating and implementing Transport Planning ensuring statutory and legislative compliance and alignment with relevant development strategies • Manage and Co-ordinate activities associated with the regulation of public transport systems • Manages the planning and design of aspects that promote efficiency in taxi operations and universal accessibility • Review and comment on Engineering Drawings, Development Applications

  • Implementing and managing construction programs for upgrading and new Public Transport Facilities and NMT facilities • Implementing operational and maintenance plans for bus shelters and taxi ranks • Manages the capital and operational budget by ensuring sound, prudent and compliant implementation Regulations.

Minimum Requirements: Engineering Degree (Minimum NQF 7 – BEng/BSc Eng/B-Tech) • Registration as Professional Engineer or Professional Engineering Technologist • Minimum Competency Units Standards as provided for in the MFMA or if candidate is not in possession of the unit standards be willing to obtain within 18 months of appointment • Minimum 10 years post qualification (Degree) experience in Wastewater Treatment

  • Minimum 3 years’ experience in a Managerial position • Code EB Drivers’ license • Computer literacy (MS Office Applications.

Other Requirements: Sound understanding of the regulatory requirements pertaining to Wastewater • Sound report-writing and oral communication skills in at least two of the three Western Cape official languages (English, Afrikaans, Xhosa) • Supervisory skill • Sound interpersonal relations and negotiation skills • Ability to work in project teams • Ability to function effectively under pressure and meet deadlines) • Good management, human relations, interpersonal and communication skills • Ability to give attention to detail • High level of responsibility • Ability to handle conflict • Strategic planning and financial management skills • Understanding of risk and performance management • Problem solving skills • Proficiency with the design of processes and technology selection for Wastewater Treatment • Sound knowledge of the maintenance of Wastewater Equipment.

Responsibilities/Duties: Responsible for the planning, design, construction, operation and maintenance of the wastewater treatment infra-structure and associated works • Responsible for the Pollution Control function, industrial effluent control and the Laboratory Services function • Managing final quality standards in compliance with the requirements of the Department of Water and Sanitation • Managing resources (personnel, budget, material, plant and equipment) associated with the treatment of wastewater and associated works

  • Maintain the Asset Register and data for this function • Manage Green Drop/IRIS Programmes • Tender Compilation, evaluation and management of Capital Projects • Risk Management and control according to wastewater safety Plans, Maintenance Plans, Asset Management plans and other relevant legislation • Implement & enforce local by-laws and policies associated with wastewater services • Upkeep of relevant as-built plan information • Upkeep of relevant Operational Manuals • Daily administration of the Wastewater section
  • Liaise with the legal department in connection with contracts and tender documentation • Regular site visits and inspections (including afterhours when needed) • Using specialist computer applications/ simulation software • Adherence to OHS Act
