ROLE OVERVIEW
Reporting to Specialist: Environment, Climate Change and Sustainability. This role would be responsible to provide coordination, advisory, programme management and technical support on environment and climate change to help enable municipalities to fulfil their climate change and environmental obligations, particularly in implementing the Climate Change Act and engage with national government (e.g., DFFE), provincial government and other stakeholders to support District Municipalities (with their locals) to review or develop Climate Action Plans.

QUALIFICATIONS AND EXPERIENCE
■ Bachelor’s degree in Environmental Science/Management or equivalent. Postgraduate degree will be advantageous
■ Valid Driver’s Licence; Extensive Travel
■ 5 years’ experience in programme/project management in the environmental management field
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
■ Programme Management and implementation: Provide programme management support for the SALGA climate change programme from inception to closure. Support the rollout of SALGA’s environmental and climate change programmes and projects.
Management of budget to ensure project spend and monitor/track financial reports. Contract management. With minimal supervision, performs programme and project management work that is varied and that may be somewhat difficult in character, involving the scheduling and reviewing of milestones against the signed project agreement. Selects appropriate tools or technology for the
programme management tasks.
■ Technical Ability: Provide technical support to municipalities on climate change. Conduct assessments, develop frameworks, relevant template, and manuals. Conduct/facilitate training, workshops, and training sessions to ensure understanding and effective implementation of these outputs. Provide on-going support to municipalities on climate change as and when required. Facilitate
development of Climate Action Plans/needs and response assessments and implementation plans. Facilitate submission to Councils for approval for integration into Integrated Development Plans
■ Programme Administration: Meeting Coordination and scheduling requirements. Allocate resources according to complexity of meetings. Prepare agendas, minutes, meeting packs and notifications of meetings within a set timeframe. Meeting Resolution Tracking, follow-up and Compilation of progress updated on database. Recording and maintenance of attendance. Updating, maintaining and
safekeeping of Programme Files.
■ Stakeholder engagement: Liaise with DFFE, National Treasury, and other partners to coordinate support to municipalities. Coordinate engagements with municipalities and other stakeholders on climate change, environment and sustainability related matters.
■ Programme Advisory: Perform desktop research in line with research agenda and analyse captured information to build, update
status quo on monthly basis. Develop and apply the guidelines and tools for the update/development/review of the climate change
plans. Facilitate training to municipalities to help them develop/update and/or review climate action plans.
■ Monitoring and evaluation Support: Track programme performance, compile reports, and contribute to SALGA’s Annual Performance Plan. Within M&E framework interact with municipalities to interpret and analyse performance progress information against the project schedules and compile draft reports.
■ Programme Administration: Provide programme/ project administrative support across the entire programme lifecycle, ensuring alignment of related projects, stakeholder engagement and overall environment and climate change programme governance. Within M&E and Project Management framework, analyse programme progress obtained from functional areas to strengthen impact measures
■ Generic Support: Support Municipal Sustainability Portfolio members in the provinces and at national office with strategic, operational and system interface role related to the environment, climate change and sustainability space.
