Senior Provincial Officer
The Senior Provincial Officer will provide management support in the implementation of health and social development initiatives at a provincial level.
Educational requirements:
- Bachelor’s degree in Education, Training and Development, Human Resources Development, Social Sciences or an equivalent qualification.
- Post graduate qualification would be an advantage.
Required work experience:
- 5-7 years’ experience at an Officer level within a SETA or similar education and training environment.
Key accountabilities:
- Review the implementation of the accreditation, re-accreditation, extension of scope, secondary accreditation and satellite campus processes and make the final recommendations.
- Oversee and make the final decision in the Assessor and Moderator registration process.
- Oversee the implementation of learner uploading and linking process.
- Review the implementation of the verification process and make the final recommendation.
- Oversee the implementation of the training site approval process and make the final recommendation.
- Process and approve the training implementation process.
- Oversee the implementation of the SDP Monitoring process and make the final recommendation
- Facilitate and oversee activities in relation to the following, when applicable:
– SDP Capacity Building, QDM and Quality Promotion Workshops
– The Assessment Quality Partner (AQP) processes
– The Assessor, Moderator and RPL Practitioner training project
– Facilitate and oversee the entire EISA processes including, allocation of Invigilators and readiness of EISA.
- Support and oversee the collection of data process as required by the RIME division.
- Oversee the implementation and support to all RIME activities.
- Review the implementation of the T-no. application process and make a final recommendation.
- Oversee and make the final decision in the registration of SDFs.
- Facilitate and oversee the implementation of WSP/ATR capacity building workshops in consultation with the Provincial Manager
- Oversee and provide support to the WSP&ATR submission process.
- Oversee and manage the implementation of the EoI application process.
- Facilitate and support the evaluation of the EOIs for Provincial Manager recommendation.
- Facilitate and oversee implementation process of SDP projects for Manager recommendations.
- Facilitate and oversee all project payments for Provincial Manager recommendation.
- Develop and implement controls for all SDP project related activities.
- Facilitate and oversee the performance information and reporting process for Provincial Manager.
- Oversee the MoA’s process for Provincial Manager’s recommendation.
- Facilitate and oversee final approval of learner agreements and other supporting documents for Manager approval.
- Facilitate the Performance information reporting on the SETA Management Information System
- Facilitate and oversee the final SETA Quarterly Management Report for Provincial Manager’s Approval.
- Implement and adhere to organisational policies and procedures.
- Keep and maintain records.
- Facilitate, support and oversee the reporting of marketing activities
- Adhere to travel and subsistence requirements.
- Facilitate the provincial Petty cash process for Provincial Manager’s approval.
- Supervise, support and performance manage the Provincial Officers within their respective roles.
- Supervise, support and performance manage the administration staff (Receptionist, Administrators) within their respective roles.
- Report staff performance matters to the Provincial Manager and make recommendations for training and/or disciplinary matters.
- Facilitate, build and maintain stakeholder relations.
- Oversee customer satisfaction through enquiry and problem-solving processes

- Respond to Written Correspondence (Mail, E-mail and Fax) – 48 hours

- Re-Accreditation of Service Provider – 8 Weeks

- Feedback Report After Validation, Verification, Site Visits – 7 days after visit
Salary (TCTC): R867 924 per annum

Senior Officer Strategic Monitoring and Performance Information Reporting
The successful candidate will be expected to independantly conduct the entire process of strategic evaluations and impact assessment activities within the strategic monitoring, evaluation, and impact assessment sub-division in order to measure outcome and impact indicators of the Strategic Plan of the HWSETA.
Educational requirements: Master’s Degree in Monitoring and Evaluation (NQF9); or Master’s degree in Social Sciences (NQF9), plus Post-Graduate Diploma in M&E (NQF8) or BCom Internal Audit/Accounting and BCom Honours.
Years of work experience: 3 years research experience of which 2 must be in Monitoring and reporting or a minimum of 5 years internal audit with 3 years at junior Manager level and 3 years industry related experience in performance information audits and advisory environment.

Labour Market and Sector Skills Planning Researcher
The successful candidate will be expected to conduct research and provide labour market intelligence for the HWSETA in line with business and annual performance plan and to contribute to strategic planning and decision-making.
Key Occupational Descriptors: Contributes toward divisional planning; Conducts big data research in line with the strategic objectives of the HWSETA; Contributes towards the development of the Sector Skills Plan (SSP); Adheres to quality assurance practices and policies and procedures within the RIME sub-division; Reporting to Management and Stakeholders and Stakeholder Engagement.
Key research skills Proficiency in utilising both Quantitative and Qualitative methods as mixed methods for data analytics (process of collection, transformation, and organization of data in order to draw conclusions, make predictions, and drive informed decision making). Mastery of quantitative skills as an advantage; Proficiency in big data analysis (process of extracting meaning from data) utilizing Microsoft Excel and at least two statistical analysis software. Proficiency in big data analytics (The process of uncovering trends, patterns, and correlation in large amounts of raw data to help make data-informed decision making) utilising statistical analysis techniques—like clustering and regression—and applying them to more extensive datasets.
Proficiency in research report writing and presentation skills for dissemination of research results.
Minimum Educational requirements: Research Master’s degree in field of Statistics, Macro-Economics, Public Health (NQF level 9) or Research Master’s degree Social Sciences (NQF level 9), plus a Certificate in Labour Market Economics and Statistics (NQF level 8).
Required work experience: 3 years research experience of which 2 must be in Macro or large scale research and a track record of good quality research

The HR Officer/s will be responsible to plan, develop, implement and evaluate staff recruitment, retention, training and development programs, assist in resolving disputes by advising on workplace relations policies and problems, and represent industrial, commercial, union, employer and other parties in negotiations.
Educational requirements:
- Bachelors degree in Human Resource Management/ Industrial Psychology/ Labour Relations.
- Honours will be an added advantage.
Required work experience:
- 4-6 years’ experience in Human Resource management or other HR related environment.
Key accountabilities:
- Ensure implementation of human resource policies and programs.
- Draft policies, procedures and processes to achieve the HR strategy.
- Provide advice and information to management on employee policies and procedures, staff performance and human resource matters.
- Use of in-house HRIS for reporting and analysis purposes.
- Compile human resource monthly reports.
- Apply compliance knowledge and identify possible risks.
- Ensure compliance with POPI requirements throughout the organisation.
- Develop recruitment policy and processes to ensure best candidates are sourced.

- Compile and coordinate the training schedule for employees across the organisation and review the effectiveness of training in consultation with the EE/SD committee.
- Consult with employees regarding training opportunities within the organisation and offer career guidance.
- Compile and submit the WSP for the organisation.
- Provide guidance to management and employees to ensure a culture of performance, including workshops and training.
- Ensure accuracy and correctness in PMDP process for the organisation.
- Monitor the probation period of employees across the organisation and prepare letters and reports for employees.
- Assist employees with regards to applicable regulations, legislation and bargaining agreements, and effective ER practices, including disciplinary enquiries, grievances, performance counselling etc.
- Advise management on corrective measures around poor performance.
- Facilitate incentives and annual increases for employees based on performance criteria.
- Inform payroll on employee related salary matters, including garnishes, salary advance, bursary funding etc.
- Review and make input into job profiles to ensure their relevance to divisional requirements.
- Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Recommend and implement ways of improving and/or optimising people management.
- Implement transformational and diversity processes.
- Coordinate employee wellness initiatives within the organisation, including EAP, career counselling.
- Offer initial intake counselling services, where possible, and ensure effective referral where necessary.
- Provide support to employees in identifying employee wellness matters.
Salary range (TCTC): R431 353 – R538 437 per annum
