Matzikama Municipality is situated in the West Coast of the Western Cape Province and serves the
following towns: Vredendal, Vanrhynsdorp, Klawer, Lutzville, Koekenaap, Doringbaai,
Strandfontein, Ebenhaeser, Papendorp, Bitterfontein, Nuwerus, Kliprand, Stofkraal, Molsvlei,
Putsekloof and Rietpoort.
Suitably qualified individuals with the necessary skills and experience are invited
to apply for the following permanent, performance-based positions located at the Municipal
Head Office in Vredendal, Western Cape:
DIRECTOR: CORPORATE SERVICES
Remuneration: A total remuneration package ranging from R965 958 – R1 224 083 plus a 10%
Remote Allowance per annum as prescribed in the Upper Limits of Total Remuneration Packages
Payable to Municipal Managers and Managers directly accountable to Municipal Managers of a
Grade 3 municipality according to Government Gazette no 50737 dated 30 May 2024.
Key performance areas: Responsible and accountable for the following: Human Resources
Management, Legal Services, Information Communications Technology (ICT) ● Office Auxiliary
Services, Committee Services, Record Management & Archive Services and Fleet Management ●
Render line function and corporate support to the Municipality ● Development, implement and
management of strategic goals, policies, procedures and plans for the directorate ● Compiling and
updating delegated powers and policy matters related thereto ● Updating statutes and Council bylaws •Rendering support by advising and overseeing all matters of procedures relating to minutes and
resolutions of the Council Committee ● Responsible for the effective and efficient managementof the
Directorate ● Supervising the implementation of elements of the IDP within the Directorate budget
● Liaise and interact with individuals, role players and agencies on Senior level in all three spheres
of government ● Responsible for the performance management system of the Department.
Minimum requirements: A Bachelor’s Degree in Public Administration / Management Science /
Law / other relevant field or equivalent qualification ● Registered on the National Qualifications
Framework at NQF level 7 with a minimum of 360 credits ● Minimum of five (5) years’ experience
at middle management level ● Sound knowledge of and exposure to local government operations and
municipal financial management ● Sound visionary and strong leadership management skills with
strategic thinking and decision making ● Compliance with the Municipal Regulations on Minimum
Competency Levels for Senior Managers as prescribed by Government Notice No 21 of 2014.
Candidates who are not in possession of the minimum competency certificate will be givenan
opportunity to obtain such certificate within 18 months if appointed, in accordance with Government
Notice 91 of 3 February 2017, as promulgated in Government Gazette No 40593 ● In- dept
knowledge of local government and relevant labour legislation and the statutory requirements
pertaining to the post ● Good facilitation and communication skills in at least two of the three official
languages of the Western Cape ● Good computer literacy ● Knowledge of coordination andoversight
of all specialized support functions ● Valid driver’s licence and NO criminal record.
DIRECTOR: TECHNICAL SERVICES
Remuneration: A total remuneration package ranging from R965 958 – R1 224 083 plus a 10% Remote Allowance per annum as prescribed in the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers directly accountable to Municipal Managers of a Grade 3 municipality according to Government Gazette no 50737 dated 30 May 2024.
Key performance areas: Manage the provision of services to the local community in a sustainable and
equitable manner, including but not limited to the following functions: Effective management, operation,
maintenance, planning and administration of the provision of water, sanitation, roads & storm water,
sewerage and electricity ● Provide an advisory service to council regarding all aspects falling within
his/her scope of work ● Develop, implement and manage strategic goals, policies and procedures in
alignment with the strategic objectives of the municipality ● Develop policies and guidelines for the
effective operation of service delivery ● Develop a program for infrastructural service delivery in line
with the IDP and oversee the implementation thereof ● Co-ordinate and supervise the management of
projects ● Responsible for the effective and efficient management of the Directorate ● Supervising the
implementation of elements of the IDP within the Directorate ● Preparing and efficient managing of the
Department’s budget ● Liaise and interact with individuals, role players and agencies on Senior level in
all three spheres of government ● Responsible for the performance management system of the Directorate.
Minimum requirements: A Bachelor of Science Degree in Engineering / BTech: Engineering or Equivalent ●Registered on the National Qualifications Framework at a NQF 7 level with a minimum of 360 credits ● At least five (5) years’ experience at middle management level ● Sound knowledge of and exposure to local government operations and municipal financial management ● Sound visionary and strong leadership management skills with strategic thinking and decision making abilities ● Compliance with the Municipal Regulations on Minimum Competency Levels for Senior Managers as prescribed by Government Notice No 21 of 2014 ● Candidates who are not in possession of the minimum competency certificate will be given an opportunity to obtain such certificate within 18 months if appointed, in accordance with Government Notice 91 of 3 February 2017, as promulgated in Government Gazette No 40593 ● In-dept knowledge of local government legislation and the statutory requirements
pertaining to the post ● Good facilitation and communication skills in at least two of the three official languages of the Western Cape ● Good computer literacy ● Registration with a recognised relevant engineering professional body will be an added advantage. ● Valid driver’s licence and NO criminal record.
