HOD: COMMUNITY SERVICES

The Magareng Local Municipality, with its Head Office in Warrenton located in the Frances Baard
District Municipality in the Northern Cape, seeks a competent and visionary leader to Head its
Community Service Department. Applications are invited from suitably qualified persons with
innovative and strategic thinking ability, strong communication skills and a quality and driven attitude.

A competitive remuneration package commensurate with experience and proven competence is on
offer, plus 4% remote allowance, the total remuneration package is excluding a performance based

Term of Appointment:

  • Permanent Appointment. The successful candidate will be required to sign a performance
    agreement with the Municipality

Minimum Qualifications / Requirements:

  • Bachelor Science Degree in Social Sciences / Public Administration / Law or equivalent.
  • Compliance with all the requirements as contained in the Municipal Regulations on
    Minimum Competency levels, Gazette 29967 of 15 June 2007, e.g CPMD, MFMP, etc, If
    a newly appointed person is not in possession of this competency, he/she must complete
    it within eighteen (18) months from the date of employment in accordance with
    Government Notice Number 91 of 3 February 2017 as promulgated in Government
    Gazette No. 40593.
  • Registration with the South African Council for Social Services Professionals (SACSSP),
    or similar recognised relevant professional body will be an added advantage.
  • Valid driver’s licence.
  • No criminal record.

Years of experience:

  • 5 years of relevant experience at middle management level and have proven successful
    institutional transformation within public and private sector.

    dated 17 January 2014.

Key Performance Areas
This post operates at a strategic level to provide strategic support to all the functions within the
Magareng Municipality with the main priorities being:-

  • Overall Management of the Community Services Department;
  • Local Economic Development Management;
  • Manage Parks and Recreations which include Libraries;
  • Manage Public Safety which includes Municipal Traffic and Securities;
  • Housing and Land Use Management
  • Cemetery Management and Landfill site.
  • Manage Develop Plans and Programmes for the Department within the Municipality in
    line with IDP objectives.
  • Human Resource Management within the Community Services Department
  • Liaison and communication
  • Maintenance of vehicle and equipment.
  • Management of Health and Safety within the Department.
  • Compilation of all policies and procedures related to Community Services to ensure the
    smooth running of the Department;
  • Support and advice the Accounting Officer and other Senior Managers in the Execution of
    their functions on matters related to Community Services;
  • Perform any other duties or functions that may be assigned by the Accounting Officer of
    the Municipality

As the Accounting Officer and the Head of the Administration the incumbent will assume overall
responsibility for the Strategic Direction and Leadership of the Municipality.

Term of Appointment:

  • A fixed term contract of employment, not exceeding one year after the next Local
    Government Elections to be negotiated, including signing of the employment contract and
    performance agreement in-terms of Section 57 of the Local Government: Municipal
    Systems Act and declaration of interest of financial interest.

Years of experience:

  • Five (5) years of relevant experience at a senior management level, and must have
    proven successful institutional transformation record in the public or private sector

Minimum Qualifications / Requirements:

  • B Degree in Public Administration/Political Science/Social Science/Law; or equivalent.
  • Compliance with all the requirements as contained in the Municipal Regulations on
    Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e South African
    Qualification Authority, Qualification ID No. 48965 for Accounting Officers of
    Municipalities, e.g CPMD, MFMP, etc, If a newly appointed person is not in possession of

  • A postgraduate qualification in the fields related to public administration will be an added

  • Advanced knowledge and understanding of relevant policy, legislation, institutional
    governance systems and performance management.
  • Advanced understanding of municipal council operations and delegations of powers.
  • Proven track record of good governance, audit and risk management, and budget and
    finance management.

  • Good facilitation and communication skills in at least two of the three local official
    languages.

Responsibilities:

  • The Municipal Manager, as Head of the Administration and the Accounting Officer, will be
    responsible for the general performance of the organisation and to manage and direct the
    administrative and operational aspects of the municipality in order to achieve the strategic
    objective of the Council;
  • Compliance with the functions of the Municipal Manager as prescribed in section 55 of
    the Municipal Systems Act, 32 of 2000;
  • Provide strategic and ethical leadership and management to achieve the vision of the
    municipality;
  • Development and management of an economically effective, accountable administration
    which is equipped to implement municipality’s Integrated Development Plan, to operate in
    accordance with the Municipal Performance Management System and to understand the
    needs of the local community;
  • Responsible for all income and expenditure of the Municipality, all assets, the discharge
    of all liabilities of the Municipality, as well as the proper and diligent compliance with
    applicable municipal finance management legislation;
  • Management of the provision of services to the local community in a sustainable and
    equitable manner;
  • Appointment, training, discipline and effective utilisation of staff as well as promotion of
    sound labour relations;
  • Promotion of sound labour relations and compliance with applicable labour legislation;
  • Advice the political structures and political office-bearers, manage communications
    between political structures and political office-bearers of the municipality as well as
    carrying out their decisions;
  • Administration and implementation of the Municipality’s policies, procedures, by-laws and
    other legislation;
  • Exercise any powers and performing any duties delegated by the municipal council, or by
    other delegated authorities of the Municipality;
  • Facilitate participation by the local community in the affairs of the Municipality;
  • Develop and maintain a system for the assessment of community satisfaction with
    municipal services;
  • Represent the municipality at provincial and national fora;
  • The performance of any other function that may assigned by the Municipal Council and
    as Accounting Officer.

MANAGER-ACCOUNTING SERVICES (EXPENDITURE)

SALARY : POST LEVEL: 14 (R474 589-R617 495 P.A)

MINIMUM QUALIFICATIONS / POST REQUIREMENTS

  • A Bachelor’s Degree in Accounting/ Finance/ Auditing and Economics or Equivalent
  • 5 Years relevant Experience;
  • Knowledge of the Municipal Financial Management Act No 56 of 2003.
  • Excellent Computer skills with advantage knowledge of MS Excel.
  • Ability to communicate effectively at all levels
  • Ability to work under pressure.
  • Valid Driver`s License will be an added advantage

KNOWLEDGE

  • The ideal candidate is expected to display profound knowledge of Expenditure
    Management.
  • Knowledge of Working with the Municipal Finance System (Solar) will be an added
    advantage.

COMPETENCIES
The successful applicant /candidate must possess competencies as published in Annexure A of the
Local Government Municipal Staff Regulations of 20 September 2021.

Key Performance Areas
 Verifying and approving various payments to creditors and checking if vote numbers
correlate with the approved budget.
 Reviewing vouchers before payment is made and ensure supporting documentation is
attached.
 Review changes made in the payroll on monthly basis before the final file is imported to
the bank for payment.
 Reviewing vote numbers for validity and reconcile the differences.
 Authorizing payments to be made electronically on the bank.
 Controlling supporting documents for validity regarding the date on the invoice, etc.
 Verifying whether no previous payment was made to prevent duplication.
 Review salary integrations and identify errors that reflect on the suspense account and
post journals to correct errors identified.
 Review the preparation of Creditors Reconciliation, fruitless and wasteful expenditure
and Investment Register.

 Contribute to the preparation of Annual Financial statements and provide inputs to the
municipal budget and adjustment budget.
 Managing & coordinating all aspects related to Annual Financial Statements.
 Ensure AFS & reports are accurate, complete & in compliance with policies and
regulatory reporting standards.
 Overseeing the preparation of interim and Annual Financial Statements.
 Prepare the Bank Reconciliation Statement on a monthly basis and Close it off on the
financial system (Solar) at the end of the month.
 Implement council resolutions with regards to expenditure management.
 Analyse upper limits applicable councillors and senior managers to ensure correct
remuneration.
 Review salary increases and changes to the upper limits of Councillors and Senior
Managers.
 Managing and co-ordinate VAT payments to SARS and claim refunds.
 Assist Councillors and Senior Managers with structuring of their remuneration packages
 Sign off on the monthly declaration of PAYE, SDL AND UIF to be paid over to SARS.
 Manage the procurement of tools of trade for Senior Managers and Councillors( Cell
phones and Laptops)

SALARY AND PAYROLL OFFICER

SALARY : POST LEVEL: 9(R238 574-R309 725 P.A)

MINIMUM QUALIFICATIONS / POST REQUIREMENTS

  • A Diploma in Accounting/ Finance/ Auditing and Economics or Equivalent
  • At least 2 years experience in Payroll Management.
  • Valid driver’s licence.
  • No criminal record.

KNOWLEDGE

  • Ideal candidate is expected to display profound knowledge of Payroll and HR
    Administration.
  • Knowledge of dealing with National Treasury Circulars and Implementation of relevant
    Collective Agreements and gazettes of Upper Limits for Councillors and Senior Managers.
  • Knowledge of working with the payroll software (Payday) will be an added advantage.

COMPETENCIES
The successful applicant /candidate must possess competencies as published in Annexure A of the
Local Government Municipal Staff Regulations of 20 September 2021.

KEY PERFORMANCE AREAS

  • Recording of all Payroll data in the Municipality`s software system ;
  • Calculating overtime, salary increase, standby allowance, housing subsidies/allowances and
    shift/night out allowances as per the SALGBC collective agreement.
  • Processing holiday, sick and maternity leave payments;
  • Issuing of IRP5`s and other necessary tax forms;
  • Answering employees questions and complaints about payroll;
  • Deducting all third parties related payments.

FINANCE INTERN

POST: FINANCE INTERN X1
STIPEND: R120000 PER ANNUM
PERIOD: TWO YEARS INTERNSHIP CONTRACT

MINIMUM QUALIFICATIONS/POST REQUIREMENTS  Applicants must be in possession of a completed three year B.Com Degree with majors in
Accounting, Economics, Internal Audit or Financial management.  Internal Audit and/or Risk Management will be an added advantage.  Must be unemployed  No experience required;  Reasonable written and verbal communication skills and computer literacy are further
requirements.

DUTIES/RESPONSIBILITIES – The incumbent will report directly to the Chief Financial Officer; – Assist with the completion and implementation of the National Treasury Budget
Reform Programme or Municipal Budget; – Develop statistical reporting modules and electronic capturing of all data in all sections
of Financial Management;

The incumbent`s performance will be regularly monitored and assessed by the Chief Finance
Officer
