Minimum requirements: BTech degree in Civil Engineering • minimum 5-8 years relevant
experience 3 years post registration as Professional Engineer/Technologist • Valid Code B
driver’s license • Good communication skills in two of the three Western Cape languages •
Computer literacy (MS Office & MS Projects) • Ability to work under pressure • Ability to
give attention to detail • Be able to scrutinize engineering drawings and designs • Be able to

Duties will entail: Identifies and defines the immediate, short and long term objectives/plans
associated with road, transport, storm water and traffic signage/signals maintenance• Directs
and controls outcomes associated with utilization, productivity and performance of personnel
within the roads and stormwater bulk services section • Give input in preparation of capital
and operating estimates and controls expenditure against the approved budget allocations •
Manages the formulation of specific contracts and tender documents and control contractual
obligations• Guide and controls the technical and operational outcomes associated with the
functions related to roads, traffic and storm water maintenance.

Diploma or B Comm with Financial Accounting as a major subject • 5-8 Years relevant

Level Certificate (MMCL) to be achieved within 18 months of appointment• Computer
literacy (MS Office) • Valid Code B driver’s license • Proven knowledge and experience of the
Financial System (Munsoft) • Supervisory and reporting skills • Attention to detail • Be able to
work independently

Preferred requirements: a Relevant B Degree (NQF 7) with Financial Accounting as a
major subject • 8 Years relevant experience of which 2 years must be at a supervisory level •
Municipal Minimum Competency Level Certificate (MMCL) to be achieved within 18 months

PLANS EXAMINER

DIRECTORATE: ECONOMIC DEVELOPMENT AND STRATEGIC SERVICES
DEPARTMENT: BUILDING CONTROL
PLANS EXAMINER

Minimum Requirements: NQF Level 6- OR 3-Years Tertiary qualification in Quantity
surveying/Construction Management •(one)1 year Plans Examining experience •Knowledge of
the National Building Regulations Act no 103 of 1977 as Amended • Computer literacy (MS
Office) • Valid code B driver’s licence • Good communication skills in two of the three official
Western Cape languages.

Duties will entail: Process received building plan applications in terms of the relevant
legislation as well as policies and ensure that statutory decision-making processes pertaining
to the applications are dealt with in a manner that satisfy statutory requirements • Calculating
fees in accordance with laid down tariffs, receipting payments received and forwarding
documentations for further processing • Perusing through the submitted plan and identify
deviations in specifications, estimation, calculations and positioning of proposed construction
on site considering access to services, elevation etc and referring to specific building codes
•Analysing design and structural details to determine applicability and conformity to
specifications. •Responsible to make sure plan applications are distributed timeously to all
relevant departments for further comments to ensure effective processing and compliance
•Maintaining and controlling filing system for approved and outstanding building using laid
down procedures to facilitate access and retrieval • Participating in specific meetings
(Council/Committee community forums, etc) providing comments and opinion on matters
affecting or concerning the functionality •Interacting with internal departments and/or
external parties with a view to addressing problems/concerns regarding building inspection
matters • Communicating repeated/continuous contraventions of statutory requirements
promptly to the immediate superior for determination of formal enforcement actions.
•Monitoring compliance with relevant standards/procedures and contributing to a coordinate
approach in resolving issues in liaison with the immediate superior •Responding verbally
and/or in writing, through the collection of factual information and/or conducting the
necessary searches, to complex enquiries on building inspection issues from the public,
developers, property owners, etc •Attending to the investigation of complaints relating to
building control matters
