Traffic Officer

● Total Remuneration Package:
- R294 232.56 P/A Excluding Benefit,
● Term of Appointment:
- Permanent,
● Minimum Qualifications / Requirements:
- Matric/ Grade 12 or equivalent Qualification
- Basic Traffic Officer Diploma
- 2 years operational experience
- No criminal record or previous convictions
- Registration as a road traffic law enforcement officer
- Valid Code B driving licence (*Code C1 or EC – *added advantage).
- Registration as road traffic law enforcement officer
- Examiner for Driving Licences and/ or Examiner of Vehicles Diplomas (*added advantage).
● Knowledge, Skills and Competencies:
- Knowledge, understanding and implementation of road traffic systems, practices and
principles - Understanding of the Road Transport sector and road traffic management legislation
- Knowledge of the Road Traffic Management Corporation Act, National Road Traffic Act,
Criminal Procedure Act and other traffic related acts - Understanding of inter-governmental relations
● Responsibilities:
Although not limited to, the primary responsibilities will include:
- Conduct effective traffic law enforcement and by-law enforcement on the roads.
- Stop vehicles for inspections and conduct point duty (traffic control)
- Issue traffic fines and execute warrants of arrest
- Impound cars that are not roadworthy, illegally parked or abandoned.
- Conduct pedestrian violation enforcement.
- Conduct speed measuring and overload control
- Attend to moving violations and drunken driving
- Public transport law enforcement.
- Attend and liaise with SAPS to record, control and secure accident scenes.
- Conduct physical escorts for VIPs, abnormal loads, and events.
- Conduct crowd control and man scholar patrols
- Ensure compliance with all policies and Standard Operating Procedures in the execution of
duties. - Maintain records and registers for accidents, infringements etc. in the work area. Give
evidence in court for any transgressions. - Any other traffic related duties.

- Minimum Qualifications / Requirements:
- Grade 12;
- National Diploma in Civil Engineering/Chemical Engineering, Water Care or equivalent
qualification (NQF level 6). - Registered as class V process controller.
- 2- 3 years relevant experience.
- Certificate of registration with relevant professional body will be an added advantage.
- Valid driver’s license.
- Knowledge, Skills and Competencies:
- Skills to manage and supervise technical work teams
- Hands-on knowledge of technical matters and ability to find practical solutions
- Good organizational, co-ordination and interpersonal skills
- Ability to work under pressure and handle conflict
- Good analytical and problem solving skills
- Must be prepared to work overtime when required.
- Willingness to relocate to Barkly West.
- Responsibilities:
Although not limited to, the primary responsibilities will include: - Formulate strategies for water conservation and demand management, identifying the
requirements for infrastructure replacement, refurbishment and specialized interventions to
reduce water losses (capital works) and budgets. - Evaluate and comment on the applicability of specific key performance indicators and measures
against water outcomes. - Facilitate the collation, interpretation and provision of strategic information available on the
required interventions necessary to ensure adequate water services provision to expanding
infrastructure due to new developments. - Address technical conflicts on water quality and prepare the necessary reports.
- Solve complex engineering/technical problems pertaining to dynamics hydraulic engineering and
quality. - Conducting routine inspection. Monitoring and reporting problems concerning trends. Investigate
the existing infrastructure. - Plan and design water and sanitation projects to ensure that all projected plans run accordingly.
- Checking and authorising time sheets (roster for shift workers).

- Relevant National Diploma / B Degree in Civil Engineering;
- At least five (5) relevant experience in the management or supervision of basic infrastructure
services such as water-, sanitation-, cemeteries-, roads-, project management-, buildings- and
waste management; - Registration at ECSA as a Pr.Tech Eng /Pr. Eng will be an added advantage,
- Valid Code 8 (B / EB) driver’s license C1 driver’s license;
- Knowledge, Skills and Competencies:

Although not limited to, the primary responsibilities will include: - Day-today management of all technical operating sections including , Buildings, Cemeteries,
Parks and Roads in Barkly West, Windsorton and Delportshoop; - Oversee effective running of Water and Waste Water Treatment Plants;
- Oversee the effective maintenance of the Municipal Infrastructure including Water and Sewerage
networks, bulk distribution, Roads and Storm water; - Supervision of vehicles, tools, equipment and machinery;
- Oversee the effective Project Management and handling of Municipal Infrastructure Grant;
- General administration, human resource management and resource allocation of all operating
sections; - Attending of all departmental meetings as well as meetings delegated by the Manager Technical
Services; - Prepare preliminary operational and capital annual budgets for approval by the Director
Infrastructure;. - Responsible for reports and cost estimates delegated by the Manager Technical Services;
- Compiles standard procedures regarding streets & stormwater, sewer reticulation, water
provision and municipal buildings; - Controlling of stock;
- Manage Health and Safety regulations in all workplaces.
