JOB SUMMARY

The Chief Information Officer (CIO) is a senior leadership role responsible for the strategic direction and overall management of the ICT Division within the Parliament of the Republic of South Africa. The CIO will ensure the effective delivery of Information Technology systems, infrastructure, tools of trade, and business technology solutions that drive business process optimization and digital transformation initiatives. This role is crucial in enabling Parliament to fulfil its core mandate and strategic objectives efficiently through the effective utilization of contemporary Information and Communication Technologies (ICT).

YOUR KEY RESPONSIBILITIES WILL BE:

  1. Strategic Planning and Management
  2. IT Business Solutions and business process optimisation
  3. Big Data and analytics technical infrastructure, architecture and support.
  4. Research and Innovation
  5. Operational Management
  6. Human Resources Management
  7. Financial Management

TO QUALIFY, YOU MUST HAVE:

  • Grade 12 or NQF Level 4, Post graduate degree of Post graduate diploma in Information Technology, Computer Science, Information Systems, Business and Information Systems or related qualification at an NQF Level 8.
  • ADVANTAGE: Professional registration with Institute of Information Technology Professionals of South Africa.
  • 10 Years’ relevant IT Management experience, of which at least 5 years having been in a senior leadership position in a medium to large size company or institution and having a proven track record in leading and driving ICT and/or digital transformation initiatives.

IN ADDITION, YOU SHOULD BE ABLE TO DEMOSTRATE THE FOLLOWING SPECIAL REQUIREMENTS AND JOB-RELATED SKILLS AND COMPETENCIES:

Technical Knowledge and Skills:

  1. Excellent knowledge and understanding of ICT and digital transformation, business process optimization, and contemporary ICT trends.
  2. Excellent knowledge of IT project management principles and methodologies
  3. Excellent knowledge and application of ICT governance models and frameworks
  4. Excellent knowledge and application of systems and technology security applications, framework and controls.
  5. Excellent knowledge of Big Data and Analytics and business intelligence applications.

  • End user support for the ECM and bespoke systems
  • ECM and bespoke systems administration
  • ECM database administration
  • ECM and bespoke systems training.

  • With the minimum of 5 years’ relevant experience

JOB SUMMARY
As the Procedural Adviser: House Plenaries, you will play a crucial role in the provision of procedural advice and guidance related to plenary sittings of the National Assembly in line with its constitutional mandate.  The Secretary to the National Assembly, assisted by procedural staff, is the adviser to the Speaker and other presiding officers, and to Assembly members generally, in relation to proceedings of the Assembly.  Procedural Adviser: House Plenaries forms part of the team that deals with House Direct Support matters, including the provision of accurate written records of formal decisions and proceedings of the National Assembly; procedural advice to internal (House) committees is provided; that rules, motions, and other procedural documents are drafted in support of smooth house proceedings, that statutory obligations of the Assembly are processed, including those related to membership of the Assembly and that institutional memory on procedure is maintained.  You will work closely with Members to advise/provide guidance on complex issues related to parliamentary procedure.  You require a thorough grounding in the constitutional, legislative and rules frameworks which guide the work of the National Assembly. In executing your responsibilities, you will contribute significantly to the effectiveness and integrity of the work of the National Assembly and its members as the elected representatives of the people of South Africa.

Your key responsibilities will be:

  • Provision of advice, guidance and support on matters directly related to the functioning of the House
  • Provides advice relevant to plenary meetings of the National Assembly
  • Co-ordinates the provision of advice and guidance on plenary-related matters
  • Scan the environment for issues relevant for the functioning of the House and provides guidance to Presiding Officers and Members of the National Assembly
  • Provision of advice and support to Joint- and plenary sittings of the National Assembly.
  • Ensures the provision of support to plenary meetings
  • Ensures support to Joint Sittings of Parliament
  • Managing the creation and review of Institutional Memory instruments on matters directly related to House support
  • Manages the production and review of Indexes of Minutes of Proceedings and Questions
  • Reviews the Audit of Statutes
  • Managing the scrutiny of Committee Reports and monitoring and tracking of House resolutions
  • Undertakes vetting of Committee Reports and Communicates concerns and issues to relevant stakeholders
  • Develops and reviews a system for tracking and monitoring of House resolutions and coordinates follow-up actions on House resolutions and Committee Reports
  • Coordination of processes for the appointment of non-elected office- bearers and whips
  • Allocates responsibilities to Procedural Officers on receipt of correspondence from parties
  • Co-ordination of processes related to rulings by Presiding Officers
  • Identifies matters for substantive rulings by Presiding Officers
  • Coordinates preparation of rulings for submission to the Presiding Officers
  • Collates selection of rulings for publication in Digest of Rulings
  • Management of support for external parliamentary interaction
  • Provides procedural advice and guidance relating to the State of the Nation Address; Youth Parliament; Women’s Parliament, People’s Assembly and Africa Day
  • Coordinates the provision of content support
  • Collates notes on proceedings and develops reports and submits reports according to agreed timeframes Provides training on parliamentary procedure
  • Staff Supervision
  • Provides guidance and one-on-one coaching to staff within the procedural team/unit on the implementation of work processes and procedures, work tasks to procedural officers accordingly.
  • Enters into performance agreements with staff timeously and in line with Parliament’s performance management policies, processes and procedures.

To qualify, you must have:
Applicants should be in possession of an Honours Degree or Post-Graduate qualification in Law / Public Administration or related qualification at an NQF Level 8 and 8 years specialist Parliamentary / Legislature procedural advisory experience.

You must also demonstrate:

  • Thorough knowledge of parliamentary processes and procedures, the constitutional framework and political environment
  • Excellent written and oral language skills.
  • Ability to facilitate teamwork
  • The ability to work long and irregular hours under sustained pressure.
