Description
Purpose of the Job:
To proactively drive the risk management function within the FSCA. Assist departments and divisions in identifying, mitigating, and managing existing and potential risks, and will manage the “Whistle-blowers” fraud and ethics hotline service. The person appointed to this position will report to the Senior Manager: Governance, Risk and Assurance (GRA).
Key Performance Areas:
•Develop and implement and embed the FSCA’s Risk Management Strategy and promote a culture of risk awareness.
•Research emerging ERM approaches to continuously improve existing frameworks.
•Maintain and update departmental and strategic risk registers.
•Conduct risk workshops and facilitate control reviews to identify and assess risks.
•Monitor risk trends and mitigation progress across FSCA departments.
•Support risk culture development through training and awareness programmes.

•Provide subject matter expertise and advisory services to Risk Champions across departments.

•Prepare risk reports for the EXCO, Risk Committee, and Coordinating Committee.
•Engage with internal and external stakeholders, including service providers and risk champions.
•Provide input into departmental planning, budgeting, and team development initiatives.
•Monitor departmental compliance with FSCA’s Risk Appetite and Tolerance Framework.
•Support and train FSCA employees on ERM tools and risk procedures.
•Support the Senior Manager in implementing and promoting ethics programmes across the FSCA

Requirements
A bachelor’s degree with 5 years of relevant experience in in a risk management role. A certificate in Risk Management and membership of the Institute of Risk Management South Africa (IRMSA) would be an advantage. Understanding of Public Finance Management Act (PFMA), corporate governance, and risk management principles. Ability to manage risk and compliance management software and systems.

Purpose of the Job:
To analyse data systems, create automated systems to retrieve information from database and compile reports. The department will also use data to solve problems, to turn data into information and information into insight that will lead to informed business decisions, and to create detailed specifications that specify data sources, data flows, data transformations, data storage and reporting. The person appointed to this position will report to the Senior Specialist: Data Analysis.
Key Performance Areas:

Purpose of the Job:
The Markets, Issuers and Intermediaries Department of the FSCA is responsible for licensing and supervising market infrastructures (i.e. exchanges) operating in the South African financial markets in terms of the Financial Markets Act, 2012 (Act no 19 of 2012). The department has oversight responsibilities over public markets, authorised users and issuers. The person appointed to this position will be stationed in the Market Integrity and Decision Sciences Division and will report to the Senior Manager: Public Markets, Issuers and Authorised Users.
Key Performance Areas:
•Assist in Identifying shortcomings and anomalies to the regulatory framework;
•Assist in proposing changes to the regulatory framework and assist the Department with the implementation of such changes;
•Assist to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation;

Purpose of the Job:
To assist with the management of the department and to help develop and maintain an appropriate conduct of business supervisory framework for the insurance industry. The person appointed to this position will report to the Departmental Head.
Key Performance Areas:
•Assist with managing the operations of the Insurers Supervision Department;
•Assist with the development, implementation and maintenance of a risk-based conduct of business supervisory framework for insurers;

To assist the department in ensuring that the approved authorised Financial Services Providers (FSPs) and their Compliance Officers complies with the Financial Advisory and Intermediary Services (FAIS) legislation. The person appointed to these positions will report to the Manager.

FSCA STUDY BURSARY (ACTUARIAL SCIENCE DISCIPLINE) (Pretoria)

About the Regulator:
The Financial Sector Conduct Authority (FSCA) is the market conduct regulator of financial institutions, that provide financial products and financial services, financial institutions that are licensed in terms of a financial sector law, including banks, insurers, retirement funds and administrators, and market infrastructures.
Terms and Conditions:
The FSCA will grant a bursary to Grade 12 students for actuarial science studies at a recognised South African University. This bursary is targeted at previously disadvantaged South African students with a South African ID who are not able to further their career in the actuarial science field for the period 2026 to 2029. The final decision to award the bursary will depend on the Grade 12 results and admission at the identified University. The successful candidate will be required to enter into a work-back contract with the FSCA proportional to the number of years he/she has been funded by the FSCA.
The FSCA Actuarial Study Bursary will cover the following:
•Registration and tuition fees;
•Accommodation;
•Meals;
•Books/study material/stationery/Internet time;
•Laptop (once-off); and
•Living expenses (monthly allowances for incidental expenses).
Experiential Learning:
The bursar will be required to spend a minimum of 4 weeks per year at the FSCA during his/her vacation breaks for experiential learning.

Description:
The FSCA offers bursaries to matriculants and/or students with disabilities who are studying at any recognised South African university or any accredited institution of higher learning.
What the Bursary Covers:
The FSCA bursary for students with disabilities covers full-time studies in Data Science / Business Management / BCom: Economics / BCom: Finance and Bachelor of Laws degree. This bursary covers registration costs and tuition fees, prescribed textbooks, accommodation including meals, monthly allowance for incidental expenses and supportive learning device such as a wheelchair, Zoom Text software, or a Jaws Reader, computer or any device recommended by a medical doctor.
Duration:
The bursary will be awarded for the duration of the identified qualification.
What is Expected
The bursar(s) will be required to enter into a work-back contract with the FSCA proportional to the number of years they have been funded by the organisation. Experiential learning will be provided to bursar(s) during and upon completion of their studies.
