The Council for the Built Environment (CBE), located in Hillcrest, Pretoria, has the above
permanent position available for immediate appointment.

JOB PURPOSE
To serve as the technical practitioner responsible for the enterprise risk management, governance
frameworks, performance monitoring, the design, development, implementation, and maintenance
of the Council’s integrated strategic planning. Provides expert analysis and technical support to
ensure frameworks are robust, effective, and aligned with best practice and legislative
requirements. The practitioner designs and implements the frameworks that underpin the CBE’s
strategic and risk management maturity. Support the Strategy and Risk Manager in stakeholder
consultation processes related to planning and risk.

KEY RESPONSIBILITIES

  1. GOVERNANCE, RISK, AND COMPLIANCE (GRC)
  • Identify, analyse, evaluate, and monitor strategic, operational, financial, and compliance
    risks across the CBE.
  • Develop, implement, and maintain the ERM framework, policies, and risk registers in line
    with the National Treasury Risk Management Framework.
  • Develop and implement risk mitigation strategies, treatment plans, and control activities.
  • Conduct risk assessments and workshops, providing expert recommendations to
    management.
  • Ensure compliance with relevant laws, regulations, industry standards, and internal
    policies.
  • Coordinate with all organizational units and stakeholders to embed risk management
    practices.
  • Maintain comprehensive records and documentation of all risk management activities.
  • Continuously monitor the internal and external risk landscape and adapt strategies as
    needed.
  • Support the implementation of governance frameworks (e.g., King IV Report on
    Corporate Governance).
  • Assist in the development, testing, and maintenance of business continuity and disaster
    recovery plans.
  1. STRATEGIC PLANNING
  • Design, develop, and maintain the integrated Strategy, Planning, Monitoring & Evaluation
    (M&E), and Enterprise Risk Management (ERM) frameworks, policies, and tools for the
    CBE.

  • Develop and maintain the CBE’s Strategic Plan and Annual Performance Plan templates,
    ensuring alignment with CBE legislative mandate, National Framework for Strategic
    Plans and Annual Performance Plans.
  • Design and implement the Performance Monitoring, Evaluation, and Reporting
    Framework, including measurable performance indicators.
  • Develop and update the ERM framework, risk methodologies, registers, and reporting
    templates in line with the National Treasury Risk Management Framework and other
    standards.
  1. FRAMEWORK IMPLEMENTATION & MAINTENANCE
  • Lead the technical implementation and integration of approved frameworks across the
    CBE.
  • Conduct risk assessments, facilitate risk workshops, and monitor the implementation of
    risk treatment plans.
  • Analyse organizational performance data, evaluate programme effectiveness, and
    prepare detailed reports on findings.
  • Ensure timely preparation and submission of quarterly and annual performance and risk
    reports.
  1. MONITORING, EVALUATION & REPORTING
  • Implement and maintain the CBE’s M&E Framework.
  • Collect, verify, and analyse performance data against set indicators.
  • Draft quarterly and annual performance reports for management review.
  • Assist in preparing the Annual Report and submissions for the Portfolio of Evidence.
  1. TECHNICAL SUPPORT & STAKEHOLDER ENGAGEMENT
  • Provide specialist technical advice and support to divisions on the application of strategy,
    risk, and M&E frameworks.
  • Prepare reports, presentations, and briefing materials for internal and external
    stakeholders.
  • Support the Strategy and Risk Manager in stakeholder consultation processes related to
    planning and risk.

MINIMUM REQUIREMENTS

  • Degree (NQF 7) Strategic Risk Management/Internal Auditing / Business Management.
  • 7 years’ experience working within a role of strategic planning, risk management and or
    business administration environment or similar.
  • Membership to the Institute of Risk Management or any relevant professional bodies

  • Public Service Monitoring and Evaluation Framework
  • Knowledge and experience of information analysis and report writing
  • Knowledge of National Framework of Strategic Plans and Annual Performance Plans,
    National Development Plan, Medium Term Strategic Framework, Operations
    Management Framework
  • Knowledge of enterprise risk management frameworks and working principles
  • Understanding of National Treasury Risk Management Framework
