PURPOSE OF THE JOB
To plan, design, develop and deploy efficient information systems. Manage the process of eliciting, analysing, and managing business requirements. Development of the business case document. Overseeing the process of designing and implementation of solutions according to business requirements.
This is a fixed-term position for a period of six (6) to nine (9) months, or until 31 January 2027, whichever occurs first.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. IT Business Analysis
- Knowledge of process mapping and business process reengineering.
- Analysing IT business processes and workflows with the objective of finding out how they can be improved or automated.
- Facilitating process workshops, after which they document any information elicited using process maps and IT business requirements documents.
- Documenting procedures and presenting new process designs to stakeholders for discussion.
- Developing of user requirement specifications prior to the procurement or implementation of new systems and technology to ensure alignment between the business goals and the supporting system functionality.
- Managing risks and issues and escalating where necessary.
- Managing process change.
- Leading process redesign workshops.
- Educating business users responsible for managing and operating business processes.
- Monitoring, measuring, and providing feedback on process performance.
- Facilitating process workshops that involve eliciting process requirements and liaising with users.
- Applying their knowledge of business process modelling notations to documenting processes.
- Creating the business case documents for the project.
- Defining and create the requisition / related documents for the procurement of the solution.
2. Project management
- Supporting the implementation of the specialised areas initiatives and strategic projects that address the needs and expectations of TCTA’s stakeholders.
3. Governance and Reporting
- Monitoring and reporting on progress against functional initiatives.
- Compiling reports on the functional performance at the required intervals reflecting all relevant statistics.
Requirements
Minimum Qualifications: B Degree or B Tech B Degree/B Tech in a relevant field
- Certifications: Business Analysis certificate FTI or IIBA certification
Minimum Experience: 6 years (relevant experience)
Experience in:
- System development life cycle (SDLC).
- Business requirements analysis and gathering of requirements from stakeholders.
- Designing and development of solutions
- Experience in software development life cycle.
- Development of business cases and use cases.
- Creating requirements specifications for procurement of solutions.
- Public Sector Procurement (preferably).
- Software Quality Assurance.
- Project Management Methodologies—PMBOK, Prince 2, Agile and other equivalent. (Preferably)
- Business Analysis methodologies – BABOK, and other equivalent.

Description
The purpose of this role is to:
Manage the integrated design and implementation of Infrastructure & Application Architecture and provide expertise and advice on the Infrastructure & Application Architecture related matters, in accordance with relevant legislation and in alignment with the strategic objectives of TCTA. This role plays an important role in the design and analysis of software projects. They direct the creation of new applications or improve existing applications, run software tests, develop product prototypes, and create technical documents and manuals relating to application development.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. Strategic Direction and Alignment
Contribute to the development of the IT functional strategy and objectives in line with the TCTA Strategy.
Develop and implement Applications and Infrastructure strategies.
Contribute to the development of the IT functional operational plans and KPI’s in support of the function’s strategy and the TCTA’s overall strategy.
Assist in driving the implementation of the IT functional strategy, plans and procedures to compliment and support the TCTA Strategy.
2. Operational Leadership and Process Management
Provide leadership regarding all the operations of the department from an overall perspective, which includes the provision of ICT Project Management.
Review, execute, and monitor of the ICT strategy and framework to be aligned with TCTA’s strategic goals, objectives, and departmental operational plan.
Provide guidance, expertise, and advice to Management on trends, best practice and applicable policies and legislation to the relevant Committees.
Drive the implementation of plans, policies, processes, practices, procedures, and systems and ensuring sustainability of business
3. Application Services
Ensure the Development of the Application Services capability and initiatives in support of the IT Strategy and EA Planning/Blueprinting processes.
Oversee the Design Process for Application Software.
Ensure solutions are provided in areas of disaster recovery, data integrity and security.
Recommend software technologies in areas disaster recovery, data integrity and security.
4. Infrastructure and Operations Services
Provide oversight to the monitoring, controlling, and supporting Infrastructure management by ensuring systems, methodologies and procedures are followed.
Ensure that client relationships are maintained both internally and externally.
Attend Infrastructure and operations review meetings covering performance, service improvements, quality, and processes.
Ensure effective monitoring, control and support of Infrastructure and Operations management services.
5. Governance and Reporting
Monitor and report on the Programme management practice development progress against the IT Departmental strategic initiatives.
Monitor and report on legislative and statutory compliance as defined by government.
Promote sound institutional governance principles through effective planning, maintenance of operations and service standards, management of compliance and risk and participating in TCTA’s governance structures,
Manage the strategic relationships and networks with internal and external stakeholders.
Requirements
Minimum Requirements:
- Education: Bachelor’s Degree or BTech in Information Technology or related field.
- Relevant Certifications:
- Microsoft Operations Framework (MOF) certified.
- Information Technology Infrastructure Library (ITIL) certified.
- Experience:
- Minimum of 8 years’ experience in the ICT environment.
- At least 5 years’ experience in a Senior IT Management or leadership role.
- Minimum of 3 years’ proven experience in analysing, implementing, and evaluating IT systems, infrastructure, applications, and cloud environments.

PURPOSE OF THE JOB
To plan, execute, and deliver IT or related projects within defined timelines, budget, and scope. This includes securing and coordinating resources, guiding team members and their efforts, and collaborating with third‑party contractors or consultants to ensure projects are delivered in accordance with the project plan and strategic objectives. The Project Manager will also define the project’s objectives and oversee quality control throughout its lifecycle.

4. Stakeholder Management and Engagements
- Project‑Level Interaction: Liaise with business users, technical teams, and vendors on day‑to‑day project activities.
- Change Management and Adoption: Oversee initiatives, processes, including awareness sessions/campaigns, training, and end‑user assistance.
- Feedback & Issue Communication: Communicate project challenges, dependencies, and progress to stakeholders and escalate as required.
- Collaboration with Programme Manager: Align stakeholder updates with programme‑level communication strategies and forums.
- Meeting Coordination: Prepare agendas, minutes, and updates for project‑specific meetings and working groups.
Requirements
Minimum Qualification: B Degree / B Tech (Relevant)
- Certification in Project Management Methodologies — PMBOK, Prince2, Agile or other equivalent.
Experience: 6 years:
- External Candidates: Minimum of 6 years’ relevant work experience, including at least 3 years at a junior management level.
- Internal Candidates: Minimum of 5 years’ relevant work experience, including at least 2 years at a junior management level.

PURPOSE OF THE JOB
To create, modify, maintain, and test the codes, scripts and forms that allows the system to run efficiently. Although the Functional Specialist will fulfil the internal development capability within the ERP system, the need will always exist for development of non-ERP systems and this internal capability will exist in the Software Engineer.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. Software engineering
- Create and amend programs in accordance with the design, agreed development standards and tools.
- Implement and maintain software programs.
- Prioritize and implement enhancements.
- Plan and perform various tests (integration and system testing).
- Write clear codes and prepare coding documentations.
- Develop Oracle reports, database procedures and scripts.
- Modify existing codes to optimize Business applications
2. Planning and analysis
- Scheduling and prioritisation of system improvements and bug fixes.
- Liaising with functional consultants and system analysts to understand requirements.
- Workout development approach, designs, test plans, etc.
3. Projects
- Actively participate in all IT projects forming part of the transformation agenda.
- Lead the Technical stream during project implementation.
- Ensure that project deliverables meet customer specifications.
- Support project team in developing reports, tables, fields, data interfaces and application extensions.
4. Testing and documentation
- Review technical deliverables and manage quality in order to ensure that what has been built meets user expectations.
- Conduct own tests prior to formal tests with users.
- Oversee user tests and record results for further enhancement.
- Document all processes followed, e.g., system designs, test cases/procedures, change requests, etc.
5. 2nd & 3rd line support
- Ensure that 2nd and 3rd line support in provided to the end-users.
- Liaise with Service providers for resolution of queries.
6. Governance and reporting
- Monitoring and reporting on progress against functional initiatives.
- Compiling reports on the functional performance at the required intervals reflecting all relevant statistics.
Requirements
Minimum Qualification: B Degree or B Tech in Software Engineering, or an equivalent qualification in the IT field.
Certifications:
Required:
- Java/Python certification AND
- Microsoft 365 Certified: Enterprise Administrator OR
- Microsoft Power Platform Functional Consultant Associate
Preferred:
- Power BI
- Microsoft Dataverse
- Developing Solutions for Microsoft Azure
- Certification in any ERP platform
Experience: 8 years
- Solid 3 years previous experience in Software engineering
