Job description

Infrastructure (CNS, Display and General) and facilities planning, as well as the planning of CAPEX projects. To develop an understanding of the ATM community and the infrastructure (CNS, Display and General) and ATM technology needs.   Assist in the preparation of the ATNS CAPEX plan. Participate (under guidance of the Senior Engineer: Infrastructure Planning) on an ad-hoc basis in the preparation of the ATNS triennial submission (Permission Application) to the Regulating Committee. Participate (under guidance of the Senior Engineer: Infrastructure Planning) in the preparation of the project plan, user requirement statements (URS), functional specifications, business cases and the delivery note. Formal Qualifications

·        Eligible for admission to the Engineering Council of South Africa (ECSA) to register as a Candidate Engineer.

Minimum Experience

Major Activities

Aeronautical Charting – Produce detailed Aeronautical Charts accompanied by tabulation pages, textual descriptions, and supplementary information for submission to the SACAA or external clients. Produce charts for publication in accordance with ICAO SARPS (Standards and Recommended Practices) to ensure the safe operation of aircraft. Design and maintain charts for Instrument Approach Flight Procedures, SID, STAR, Enroute and Aerodromes for the Integrated Aeronautical Information Package as per ICAO Annex 4, Annex 15, including ICAO DOC 8168 Vol II and ICAO DOC 9906 criteria. Design and maintain Radar Terrain Charts. Share Aeronautical Charts Data in AIXM format. Maintain RSA Instrument Flight Procedure, SID, STAR and Enroute and Aerodromes charts on the Cartography Database. Maintain current RSA published Topographical/Aeronautical Maps database as per AP020. Liaise and consult with clients regarding the development of aeronautical charts. Conduct research into new technology, Instrument Flight Procedure developments and Aeronautical Charting advancements. Design and maintain aeronautical charts to meet Dept of Transport KPIs which include draft charts during design phase, up to and including the final chart version for publication in the Integrated Aeronautical Information Publication (IAIP). Update Cartography Database using AIXM snapshots from CAD and AeroDB Database as per SLA. Maintain Aeronautical Supplementary Database (ASD) on the Cartography Database e.g. Digital Terrain Model (DTM) raster/format, and Contours Vector Terrain data. Maintain aeronautical charts in the Integrated Aeronautical Information Publication (IAIP) in compliance with Part 177 CATS. Implement NOTAM and Supplement chart amendments procedural and non-procedural from AIS office daily reports. Review initial and final draft charts (peer review). Remain knowledgeable with respect to all ICAO developments in flight procedure design and AIM.

AIM consulting and client interaction – Communicate charting services available to potential and existing clients as per AP020.Provide a charting design consultation service to clients when required. Provide specialist technical advice regarding Aeronautical Charts in accordance with ICAO requirements. Liaise with clients on chart design requirements and specifications

Geographic Information Systems and Terrain data – Compile maps for internal and external clients. Create Locality Maps, Topographical Maps, Navigational/Thematic Maps for situational awareness purposes. Convert tabular data to map format. Perform DTM acquisition and request accuracy/validity certificate from service providers. Analyze radar terrain chart sectors. Conduct spatial and attribute data analysis, interpretation, capturing, integration, and manipulation. Regularly import Aerodrome Mapping Data on the (ASD) from the source to Cartography Database. Conduct regular backups and ensure disaster recovery plans are in place. Diagnose and resolve database-related issues promptly. Generate reports for management or stakeholders as required. Implement access controls to secure data from unauthorized access

Governance, Compliance, and General duties – Ensure maintenance of Records Management of the Charting Office and all documents as per ISO, legislative, and ATNS filing system requirements. Ensure compliance with ICAO Recommended Practices (SARPS) and the Manual of Procedures & Standards (MOPS). Maintain relevant QA standards in compliance with ISO 9001/2000 Continually update and develop the Aeronautical Cartography Manual of Standards in line with the ICAO Standards and Recommended Practices (SARPS) Provide input into budgeting, training and human resources requirements. Conduct Centralised Aeronautical Database charting training for identified personnel and clients.Assist in any additional tasks as may be required from time to time within the area of responsibility.

Minimum requirements

·       Tertiary qualification in GIS/Geospatial and Cartography

·       Completion of the ICAO accredited Aeronautical Cartography course

·       Minimum 4 years’ experience of which 2 years in aviation operations and 2 years in aeronautical cartography

·       In lieu of experience in aviation operations, candidate should have undergone an apprenticeship that constitutes a minimum of three years on-the-job training in aeronautical cartography

Obstacle Evaluations Data Input and Management – Initialize and prepare a design environment as required by Annex 14 and Annex 15 (eTOD) utilizing correct and verified data;  Initialize and prepare design environment as required by PANS-OPS utilizing correct and verified data;  Assist Charting Specialist with the creation and management of aeronautical charts using Smart Charting within CAD;  Input, Amendments and Maintenance of Electronic Terrain and Obstacle Data using eTOD database within CAD;  Collect and coordinate all manmade and topographical obstacles including eTOD and DTM in addition to the necessary data to be used by the Flight Procedure Designer to design or maintain IFP;  Consultation, co-ordination and liaison with data providers;  Conduct research into new technology, Obstacle Assessments developments and Aeronautical Navigation advancements;  Maintain documentation as per ISO and ATNS filing system.

Administration duties – Compile and submit all relevant documentation associated with the conduct of an obstacle evaluation (domestic/international) as per ATNS policy and procedures;  Collect newly surveyed Obstacle Data and update the necessary documents and files;  Inform and update other Departments on Obstacles and new Obstacle Data;  Production of Annex 14 Obstacle assessments and penetration Reports;  Production of Annex 15(eTOD) Obstacle assessments Reports;  Compilation of impact assessments reports for Wind Energy Facilities;  Compile proposals for Business Development to forward to clients;  Make boardroom bookings and chair arranged meetings with clients.

 Research – Evaluate Aeronautical Data Quality, applications, and functions within ATNS;  Follow up new and amended ICAO SARPs for implementation as necessary;  Comply with, and regularly review ISO Procedures in consultation with Head Aeronautical Information Management and System;    Research new technology, data sources, analytical tools, and Annex 14 and Annex 15 (eTOD) Obstacle Assessments advancements;  Develop awareness of and familiarity with issues and events regarding Obstacle Evaluations.

General Duties –  Provide input into training requirements and conduct training for Annex 14 and Annex 15 (eTOD) Obstacle Assessments for identified personnel;  Provide input into Obstacle Evaluator section budgeting requirements;  Identify manpower and training requirements as per CAR 178.02.3(1), in conjunction with the Head Aeronautical Information Management and System;  Collaborate with the Flight Procedure Designers in aspects of their work that require Obstacle evaluations;  Amendments, Maintenance and Input to internal Quality Assurance procedures concerning Obstacle Evaluations in accordance with ISO 9001:2015;  Accountable to Head Aeronautical Information Management and System as applicable completing projects in compliance with defined projected timescales;  Effective Office Management and personnel resources.

Minimum Qualifications

  •  Aeronautical Obstacle Assessment Course or Flight Procedure Design/PANS-OPS course
  • Grade 12 with Mathematics and Science.
  • AIS Core Content Course

Minimum Experience

  •  Minimum 2 years experience in Aeronautical Obstacle Assessment
