Brief description
The main purpose of this position is to provide leadership and strategic direction for the archives and records management function in the South African Reserve Bank (SARB) and to ensure statutory compliance with relevant legislation.
Detailed description
The successful candidate will be responsible for the following key performance areas:
- Provide managerial leadership and strategic direction for the establishment and maintenance of the records and information management function in the SARB.
- Manage and oversee the implementation of records and information management strategies and action plans across the SARB.
- Define, plan, develop and implement the policies, procedures, objectives and activities of the records management function and ensure compliance thereto.
- Compile and maintain approved records classification systems for both manual and electronic records.
- Sustain and manage SARB archives (both digital and electronic), ensuring the safe custody and permanent preservation of records of archival value.
- Address information security classification and declassification procedures as prescribed by the Information Security Policy, and direct and coordinate all activities related to records management governance, risk and compliance.
- Drive SARB-wide records management programmes to improve the management, storage and disposal of records (e.g. the digitisation of records and the implementation of the Electronic Document and Records Management System (EDRMS)), ensuring alignment with the SARB’s information technology strategy while providing management oversight and support.
- Oversee the management of born-digital records within the EDRMS.
- Ensure monitoring and evaluation by ensuring sub-records managers are inspected, and that sound records management practices are followed, and all records are kept in safe custody within the SARB.
- Ensure that management training and awareness is conducted throughout the SARB Group.
- Establish and maintain internal and external stakeholder relations to address problems and ensure transparency and the smooth running of operations.
- Manage financial resources in an efficient and optimal manner, including the coordination of budget preparations for approval.
- Ensure compliance with the SARB’s legislative and regulatory requirements and that the risks of the unit are identified and assessed, and adequate risk-mitigating measures are implemented.
- Manage the performance of staff and promote and support career management and development.

Job requirements
To be considered for this position, candidates must be in possession of:
- a postgraduate degree in Records Management and/or Information Management or an equivalent qualification; and
- eight to 10 years’ experience in records and information management (document, records, archives and management), with at least five years at senior management level.

Brief description
The main purpose of this position is to lead the delivery of innovative integration solutions, driving technological advancement and the design and optimisation of the enterprise application program interface (API) solutions across the South African Reserve Bank (SARB) Group.
Detailed description
The successful candidate will be responsible for the following key performance areas:
- Define integration development and design standards and processes to ensure uniformity in the delivery of integration artefacts.
- Design future integration frameworks and develop integration capabilities to ensure the delivery of technological roadmaps by the Enterprise Integration Centre of Excellence (CoE).
- Drive the implementation of integration frameworks and capabilities.
- Ensure that integration planning and practices are aligned with strategic business goals and the Business Solutions and Technology Department’s (BSTD) overall strategic vision.
- Collaborate with application subject matter experts (SMEs) and architects in the development of the CoE’s approach and methodologies.
- Keep abreast of technological advancements in integration through research, make recommendations and ensure the implementation thereof where appropriate.
- Lead the proof of concept (PoC) process and execution of the implementation of associated technologies.
- Provide on-the-job training, mentoring and coaching in respect of innovative ways of working to the CoE.
- Establish and manage internal and external stakeholder relationships to ensure common understanding of integration technology implementation.
- Report on the delivery and performance of integration initiatives and possible future drivers.
- Keep abreast of information and communications technology (ICT) trends and provide advice on best practices and automation techniques.
- Fulfil the line management function pertaining to the development and performance of the delivery team.
- Mentor and coach integration developers.
Qualifications
Job requirements
To be considered for this position, candidates must be in possession of:
- an Honour’s degree (NQF 8) in Information Technology, Engineering or an equivalent qualification;
- 8−10 years’ experience in analysis, integration design, integration development and/or administration of integration technologies such as ACE, MQ, DataPower, API Connect, Aspera, CP4I, Transformation Extender and Oracle Fusion (SOA);
- extensive experience in technical architecture, design, analysis, re-engineering and the development of integration flows (including error and audit) between a variety of applications;
- proficiency in Red Hat Linux and Unix AIX 7.2, SOAPUI and Postman;
- proficiency in Atlassian Bitbucket, Atlassian Bamboo, Jira and Confluence runtime tools;
- skills in integration protocol such as RESTful API, Webservice, MQ and File (MQMFT, FTPS);
- proficiency in the following data types: Transformation (JSON/SWAGGER, XML/XSD/WSDL/XSLT, CSV/Excel, Fixed Length, Binary) and No Transformation (Binary); and
- experience in Java-related technologies (e.g. Struts, JSF, JSP, EJB3, Ajax, etc.).

Job Description
The main purpose of this position is to manage the Compliance and Ethics Management Division within the Risk Management and Compliance Department (RMCD) of the South African Reserve Bank (SARB) to ensure effective coordination and facilitation of compliance with laws, rules, regulations and policies throughout the SARB Group.
The successful candidate will be responsible for the following key performance areas:
- Provide input into the departmental strategy and policy in alignment with the SARB strategy and communicate the function’s vision and strategic goals clearly.
- Establish, maintain and coordinate an effective framework and system within which the SARB Group’s legal, regulatory, policy compliance and ethics obligations are identified, understood and adhered to and reported on.
- Develop strategy-aligned functional plans, policies, procedures and systems for the effective application, coordination and assessment of compliance and ethics management processes and procedures across the SARB Group.
- Oversee the monitoring and strategic analysis of legislative developments (domestic, international and information technology (IT) related), ensuring timely reporting and alignment across the SARB Group.
- Manage the implementation of policies and drive the continuous improvement of compliance and ethics processes and procedures across the SARB Group.
- Prioritise work, manage resource utilisation and the quality of deliverables, including control costs to ensure alignment with related functions and the organisational value chain.
- Manage internal and external stakeholder relationships.

Qualifications
To be considered for this position, candidates must be in possession of:
- a postgraduate degree (NQF8) or an equivalent qualification in Law, Governance, Business or Finance; and
