Job Description

The successful candidates will be expected to perform the following duties: 

Ethics & Vetting

Provide leadership for the Ethics & Vetting Unit. Responsible for the development, implementation, and maintain an effective ethics program aligned with BMA values, mission, and strategic objectives. Ensure compliance with ethics policies, procedures, and regulations across the BMA. Supervise and support Vetting Specialists in conducting thorough background checks, due diligence investigations, and risk assessments on individuals and entities associated with the BMA. Ensure the integrity and accuracy of vetting processes and outcomes. Provide guidance and support in addressing ethics-related inquiries, concerns, and reports. Resolve complex ethical issues and facilitating ethical decision-making processes.

Stakeholder Management Support

Build and maintain relationships with all BMA business units for the purposes of expectations management and knowledge sharing. Represent and participate in the organisation’s committees and tasks teams when required. Convene and attend meetings and present findings and business cases to relevant stakeholders when required. Implement timeous communication on progress and challenges in achieving the tactical work plans to impact stakeholders. Attend industry related forums, conferences, and workshops to gain industry insight for the purpose of business improvement.

Governance, Risk and Compliance

Ensure the development and implementation of the risk register. Analyse and evaluate the internal controls to determine their effectiveness in mitigating risks. Update risks register in partnership with relevant stakeholders. Ensure compliance with the relevant legislation and regulations.

Financial Management

Provide input in the planning and compilation of the business unit’s annual budget aligned to the operational plans to support the implementation of set objectives. Ensure the effective implementation, management, monitoring of the business unit’s budget, and mitigate and report on any variances. Monitoring financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPFA, and BBBEE). Ensure the deployment of proper financial controls to manage the business unit budget. Report on and communicate any costs improvements and shortfalls.

People Management

Build and lead an effective and cohesive team through the effective management of divisional resources. Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the division. Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit. Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives. Ensure the working environment contributes to improving employee engagement, recognition and increased productivity. Ensure the management of poor performance and disciplinary matters in line with the BMA’s policies and procedures.

Job Requirements

Minimum Qualifications:  

  • An undergraduate Qualification at NQF 7 in Forensic Investigations, Policing, Risk Management, Law or equivalent relating to Ethics & Vetting.

Minimum Experience:

  • Minimum of 5 years’ experience at middle management in in Ethics & Vetting.

Specialised Health Services

  • Ensure implementation of IHR (2005) in ports of entry.
  • Develop and ensure implementation of Core Capacity requirements for points of entry.
  • Support ports of entry in implementing the core capacity action plans.
  • Provide reports on the status of implementation of core capacity action plans.
  • Ensure effective implementation of relevant Port Health related legislation, policies and guidelines in ports of entry.
  • Comment and provide input on port health draft legislation, policies, norms and standards, guidelines and standard operating procedures.
  • Co-ordinate the implementation of control measures and management protocols for emerging and re-emerging diseases in respect of international travellers within the Region.
  • Facilitate and support the development of public health contingency plans at ports of entry within the Region.
  • Support effective provision of port health services at the ports of entry within the Region.
  • Ensure compliance to South African & International legislation of all imported health related goods.
  • Ensure proper health control measures at a Regional level to prevent and manage diseases at the ports of entry.

Management of staff and Resources

  • Provide technical support to staff in ports of entry.
  • Develop and implement human resource development and training programmes for officials and ensure planned and organised orientation and induction of new staff.
  • Convene performance review and management meetings with ports of entry within the Region.
  • Provide financial planning and guide control of port of entry budget.
  • Implement financial control measures for the Health Specialist function.

Data Analysis and Information Management 

  • Ensure data management, monitoring and evaluation, and research and administrative functions, for the effective provision of port health management in the BMA.
  • Develop Regional operational plan and ensure implementation.
  • Provide monthly and quarterly data as per the national DHIS indicators.
  • Facilitate the management and verification of health-related record keeping.
  • Monitor the cost recovery for shipping related activities.
  • Use insights gained through business information to compile reports, and metrics to measure success and inform the business decision making process and realign objectives.

Stakeholder Management and Relations 

  • Provide advocacy on port health related matters to relevant stakeholders.

Job Description

The successful candidate will be responsible for, amongst others, the following specific tasks:

Veterinary Services

  • Plan, implement, maintain and coordinate disease surveillance measures (eg Early warning systems), identify controlled and noncontrolled diseases, and take appropriate corrective actions.
  • Management of animal identification and traceability.
  • Issuing of permits and health certificates for the movement of animals across borders/diseases free and infected zones.
  • Identification of prevalent animal diseases, development and implementation of appropriate intervention strategies (e.g. Primary Health Care)
  • Design and implementation of herd health programs to promote the productivity of livestock
  • Implement disease surveillance and other epidemiologic studies.
  • Facilitate the development of a practical Early Warning System for all relevant diseases including disease modelling, simulation, and scenario mappings.
  • Contribute to the development of emergency diseases control preparedness systems.
  • Liaising with the public, animal owners, organized agriculture and international organizations on the prevention and treatment of diseases.
  • Manage and control the importation and exportation of animals and animal products.
  • Implementation and management of the prescribed official veterinary management systems including the implementation of the National Monitoring Residue Program.
  • Conduct veterinary risk assessments.
  • Ensure that slaughter and other import/export facilities comply with the registration requirements with the relevant authorities.
  • Performance of abattoir ante and post-mortem inspections as required.
  • Audit the hygiene management systems at the import/ export establishment (e.g. implementation of Hazard Analysis and Critical Control Point (HACCP) and Hygiene Assessment System (HAS). Certification of products in accordance with international norms and standards.
  • Management of meat inspection and disposal of condemned material in accordance with the
  • relevant legislation.
  • Identify illegal slaughter practices and take corrective action with assistance when
  • necessary.
  • Undertake post-mortem, farm disease outbreak investigations and other examinations to identify causes of morbidity and mortality.
  • Implement new procedures, techniques and/or equipment to ensure that an efficient and effective Veterinary Diagnostic and Research service is rendered.
  • Ensure animal owners and para veterinary staff follow the correct procedures and methods to collect and dispatch samples.
  • Inspect slaughter and sterilization facilities to ensure the maintenance of essential national hygiene standards.
  • Evaluate safety, efficacy and quality of stock remedies registration dossier applications, import permits, labels, and advertisements and make recommendations
  • Management of the official quarantine facility

Provision of training, development and awareness programs

  • Determine the needs of communities through liaison with community leaders and other stakeholders;
  • Determine interventions required to address the needs of stakeholders and plan, implement, and coordinate the appropriate interventions;
  • Render veterinary advice to stock farmers and animal owners with regard to the prevention animal diseases and promotion of animal health care;
  • Provide support to other line functionaries, e.g. extension, engineering with regard to veterinary related issues.

Administrative Services

  • Provide inputs for the Operational Plan of the Veterinary unit.
  • Comply with the Public Service prescripts
  • Comply with Financial Management prescripts.
  • Contribute to the maintenance of databases.
  • Compile and submit reports as required.
  • Oversee and supervise the relevant staff.e.g. para-veterinary and admin.
  • Keep abreast of National and international trends with regard to the applicable prescripts, policies, procedures, technologies and new developments to be able to render an efficient and effective Veterinary Service.

  • Investigate accidents and incidents to find cause and take prevention measures for further incidents.
  • Handle worker’s compensation claims in the event of a workplace accident.
  • Suggest solutions, improvements, and prevention steps for safety issues.
  • Compile Safety files for head office and ports of entry.
  • Conduct monthly OHS inspections and compile reports together with the appointed site OHS representatives.

Stakeholder Management Support  

  • Build and maintain relationships with all BMA business units for the purposes of expectations management and knowledge sharing.
  • Represent and participate in the organisation’s committees and tasks teams when required.
  • Convene and attend meetings and present findings and business cases to relevant stakeholders when required.
  • Implement timeous communication on progress and challenges in achieving the tactical work plans to impact stakeholders.
  • Attend industry related forums, conferences, and workshops to gain industry insight for the purpose of business improvement.
  • Assist Facilities Management with tasks provided to the official. 
  • Attend OHS Port and Regional Committes.
  • Support the appointed service provider providing OHS and ergonomics at Ports of entry.

Governance, Risk and Compliance 

  • Ensure the development and implementation of the risk register.
  • Analyse and evaluate the internal controls to determine their effectiveness in mitigating risks.
  • Assist in the development of the risk register.
  • Update risks register in partnership with relevant stakeholders.
  • Ensure compliance with the relevant legislation and regulations.
  • Conduct monthly OHS inspections and submit monthly and quarterly to the supervisors.
Job Requirements

Minimum requirements

  • Grade 12 (Matric)
  • Undergraduate qualification at NQF 7 as recognised by SAQA in Industrial Engineering, Human Factors, Safety Management / and Ergonomics Management.
  • 4 years’ experience at supervisory in occupational health and safety and/or environmental management.

Knowledge

  • Border Management Authority Act,2020
  • In-depth knowledge of safety regulations
  • Thorough knowledge of health and safety laws and guidelines
  • Occupational Health & Safety Act
  • Environmental regulations
  • Ergonomics Management

Professional registration or license requirements

  • SAIOSHA; TECHSAIOSH or any other professional bodies

Other requirements

  • Flexibility in working hours will be required to meet demands of the role.
  • May be required to work overtime.
  • Valid driver’s License
