The Competition Commission (the “Commission”) seeks to appoint a dynamic, analytical and results-driven individual to fill the position of Senior Economist in the Economic Research Bureau (ERB) Division.

Job Description

The Economic Research Bureau (ERB) provides economic analysis, research and policy support to advance the Commission’s mandate, applying sound economic principles to competition matters, cases and policy development.

Reporting to the Principal Economist, the successful candidate will conduct economic research and case analysis, contribute to competition policy development, provide economic guidance on cases and projects, and support the delivery of high-quality, economically sound outcomes across the Commission.

The role requires an individual to have a need to achieve results in a logical manner, whilst at the same time maintaining quality and ensuring that standards are met. The role calls for an analytical person who is capable of communicating facts and information to others. The incumbent should be consistent, adaptable, precise, careful, self-starting, inquisitive, friendly and confident within the required area of knowledge and expertise. This role has some specialist or technical aspects and is likely to expose the successful candidate to different aspects of competition law and economics.

A starting annual total cost to company package of R 1 294 895,38 (negotiable commensurate with experience)

Please note this position is available on a five-year fixed term contract.

Key Accountabilities

The main responsibilities of the incumbent will, inter alia, include:

  • To provide guidance to economist(s) and junior economist(s) in the Division with regards to case analysis.
  • Identify research activities and priorities relevant to the development of competition policy. Report and account for case activities in the division.
  • Advise other divisions with regard to economic underpinnings of competition issues.
  • Contribute to the provision of the theoretical and intellectual platform for the effective implementation of the Competition Act.
Job Requirements

We are looking for a dynamic, hardworking and a committed individual who meets the following requirements:

  • Applicants MUST have a Masters degree in Economics, with training and experience in Advanced Microeconomics, Applied Micro Econometrics, Industrial Organization and International Trade being an advantage. 
  • 6 – 8 years’ competition and regulatory environment work experience, including a track record of independently leading complex projects or investigations within multi-disciplinary teams within a regulatory body or a specialist economic research environment.
  • Proven experience in the supervision and mentorship of junior staff members.
  • Strong analytical skills and experience in managing research are essential.
  • Knowledge and understanding of the purpose and objectives of the Competition Act, the Competition Commission and the South African economy is highly recommended.

Other considerations:

  • Practical work exposure to area of expertise will be further considered to balance against other requirements.

Job Description

The Economic Research Bureau (ERB) provides economic analysis, research and policy support to advance the Commission’s mandate, applying sound economic principles to competition matters, cases and policy development.

Reporting to the Principal Economist, the successful candidate will provide economic analysis and research support on competition matters, contribute to case investigations and policy development, and assist in ensuring the sound application of economic principles across the Commission’s work.

Applicants should be organised, thorough and enjoy challenging situations. Attention to detail, ensuring quality and standards are met and keeping errors to a minimum are important factors in this position. Researching and gathering facts are an important part of the role. The successful incumbent will participate in economic research in line with the Commission’s mandate to address anti-competitive conduct and evaluate mergers.

A starting annual total Cost to Company package of R 1 092 619,93 (negotiable commensurate with experience)

Key Accountabilities 

The main responsibilities of the incumbent will, amongst others, include to: 

  • Assist with the gathering of evidence and rigorous economic analysis of competition cases under investigation along with the drafting of investigation reports within the cartels, market conduct and mergers divisions. 
  • Assist with the drafting of expert economic reports filed with the Competition Tribunal on competition cases in litigation. 
  • Assistance to the expert economist and legal teams for cases in litigation before the Competition Tribunal, including rebuttal evidence and cross-examination of witnesses. 
  • Contribute to and lead economic research in support of the Commission’s strategy including research on specific sectors or competition issues, scoping of market inquiries, monitoring economic concentration, identification of barriers to entry and expansion, identifying the underlying causes of the high cost of living and key developments in other jurisdictions.  
  • Contribute to and lead research into the proactive initiation of competition complaints   
  • Contribute to and lead research into regional, continental and international cross-border competition issues 
  • Contribute to the provision of the theoretical and intellectual platform for the effective implementation of the Competition Act, including the drafting of guidelines. 
  • Assist in preparing an address to various Industry forums with respect to the economic implications of decisions taken on specific cases, participating in the meetings as appropriate. 
Job Requirements

The Competition Commission (the Commission) is on a search for an exceptional strategic leader to lead the Commission’s Mergers & Acquisitions Division at a time of increasingly complex and high-impact transactions. The role provides a unique opportunity to shape merger control, influence significant economic outcomes and contribute to the strategic leadership of the Commission.

Job Description

The Mergers & Acquisitions (M&A) Division is responsible for the investigation and assessment of mergers notified to the Competition Commission (“the Commission”), ensuring that transactions are considered effectively and within prescribed statutory timelines. The Division assesses the competition and public-interest implications of mergers, oversees merger remedies and conditions, monitors compliance, and investigates potential non-notified mergers. It works across legal and economic disciplines and engages extensively with merging parties, government, trade unions, industry stakeholders and other regulators in executing the Commission’s merger control mandate.

Reporting to the Commissioner and serving as a member of the Executive Committee, the successful candidate will provide strategic leadership to the Mergers & Acquisitions (M&A) Division and contribute to the strategic direction of the Competition Commission.

The incumbent will be responsible for directing and overseeing the Commission’s merger control function, providing strategic guidance on complex merger investigations and remedies, and ensuring the effective and timely execution of the Commission’s mandate. The role will further contribute to institutional strategy, stakeholder engagement and the continued development of an effective and responsive merger control regime.

A starting annual total cost to company package of R 2 077 424,76 (negotiable commensurate with experience)

Key Accountabilities

The main responsibilities of the incumbent will, amongst others, include:

  • Contribute to the strategic direction of the Commission, including the formulation and review of institutional strategic priorities and initiatives.
  • Define and drive the M&A Division’s strategy, business plans, performance objectives and budget in alignment with the Commission’s strategic objectives.
  • Provide strategic leadership and direction on the investigation and evaluation of merger applications, including complex and high-impact matters.
  • Oversee the effective management and timely finalisation of merger cases, ensuring compliance with legislative requirements, policies and statutory timelines.
  • Review and approve merger case reports for consideration by the Executive Committee and Commission and oversee the preparation of matters referred to the Competition Tribunal.
  • Provide strategic guidance on appropriate merger remedies and represent the Commission in negotiations and proceedings, where required.
  • Oversee the monitoring and enforcement of merger conditions and ensure appropriate action in instances of non-compliance.
  • Monitor merger activity in the economy and oversee appropriate action in respect of potential contraventions and non-notified mergers.
  • Advise the Commissioner and executive leadership on pertinent merger and acquisition matters, emerging developments and associated institutional risks.
  • Contribute expertise and strategic input through EXCO, Commission and other governance structures and strategic forums.
  • Establish and maintain strategic relationships with competition authorities, government, trade unions, industry stakeholders and other relevant institutions.
  • Represent and promote the Commission’s mandate and expertise at relevant local and international forums.
  • Drive continuous improvement of divisional policies, processes, systems and technology to enhance efficiency and regulatory effectiveness.
  • Provide strategic leadership to the Division, including performance management, succession planning, talent development, coaching and mentorship.
Job Requirements

We are looking for a strategic and accomplished leader who meets the following requirements:

  • A Master’s degree in Economics, Law or an equivalent relevant qualification.
  • A relevant postgraduate qualification in Finance, Corporate Finance, Investment, Financial Analysis or a related field would be an added advantage.
  • A minimum of 10 years’ overall related working experience in a competition/regulatory environment, including at least 5 years’ experience in a managerial role.
  • Experience operating at an executive level, including reporting to or engaging directly with a CEO, Board, Executive Committee or equivalent senior governance structure, would be an added advantage.
  • Strong knowledge and understanding of Competition Law, Economics and the broader business and regulatory environment.
  • Demonstrated experience in providing strategic leadership and direction within a complex regulatory environment.
  • Proven ability to exercise sound judgement and provide strategic guidance on complex legal, economic and regulatory matters.
  • Strong stakeholder engagement, negotiation, analytical, communication and interpersonal skills.
