JOB PURPOSE
The Internal Audit Officer will support the Manager: Internal Audit in providing an independent evaluation of the activities of the GPF and its related divisions and business units, centrally coordinating all audit and control activities within the company and ensuring strict adherence to the company’s internal policies and procedures as well as regulatory and statutory requirements in order to promote transparency and accountability, add significant value, enhance risk management, governance and compliance, improve operational efficiency, and strengthen the internal control systems within the operations.
KEY PERFORMANCE AREAS
The incumbent is expected to deliver on the following detailed key performance areas:
- Implements internal audit activities by
- Assisting in the development, maintenance, implementation and review of the internal audit work programme, audit plan and risk register and drive the development, deployment and update/review of the relevant policies, charters, methodologies, combined assurance framework/ plan and other frameworks for the Internal Audit Function.
- Establishing effective business relationships within the GPF and assist management in the understanding/application of and adherence to internal control, risk management, compliance and governance principles.
- Performing audits (planning, execution and reporting) through the review of physical and electronic records, evaluate the level of compliance with established business control policies, processes, procedures, standards, laws and regulations in assigned functional areas/business units, identify control weaknesses or process improvement opportunities and initiate workable solutions.
- Documenting and filing working papers and audit procedures performed.
- Tracking timely and effective corrective actions taken following audit recommendations.
- Providing functional/technical support, advice and guidance and assist in the transfer of skills to audit staff; Monitor the execution of tasks and instructions.
- Drafting audit findings and audit reports as supported by the audit planning and execution conducted.
- Maintaining back up (physical and electronic) of all internal audit materials for easy retrieval and reference and monitor the document management process across the Company.
- Assisting in risk assessment, monitoring and reporting.
- Monitoring and drive compliance with regulatory and statutory requirements across all business areas.
- Investigating and reporting all alleged cases of fraud, waste, abuse and inefficiencies and making recommendations on appropriate preventive or remedial actions.
- Implementing the internal audit strategic initiatives relating to key responsibilities.
- Quality assuring internal audit work in terms of Quality Assurance standards (IIA) and in line with Internal Audit methodology.
- Carrying out other responsibilities as may be required by the Manager: Internal Audit, Management or Board.
- Ad – Hoc DutiesImplementing ad-hoc assignments and instructions by Management, Executive Management, the ARC and the Board of trustees, as and when required.

Requirements:
- APPOINTMENT REQUIREMENTS
- A minimum of Bachelor’s degree in Auditing/Accounting/Finance, or related qualification at NQF level 7
- Minimum of 5 years of experience in the internal control and or audit function,
preferably in the financial services or property related industry, - Relevant professional certification e.g. IIASA, IRBA, SAICA or any other recognised internal audit professional bodies.

The Gauteng Partnership Fund, an agency of the Gauteng Department of Human Settlements, combines resources from the private and public sectors to speed up the development of affordable rental housing near amenities and economic opportunities. Its aim is to enhance the socioeconomic state of Gauteng communities.

What we do
The four (4) Strategic outcome-oriented Goals are as follows:
- Capital required for identified mega projects and strategic urban renewal (bad buildings) programmes effectively and efficiently raised, managed and invested.
- Gauteng’s identified mega projects implemented and developed efficiently and speedily.
- Identified strategic urban renewals properties and GPF turnkey Mega Project property assets are developed, managed, maintained and disposed of, to generate additional revenue for GPF and the capital for Mega projects.
- GPF financially sustainable, managed and governed effectively and efficiently.
Capital Raising: Use of public sector funding to leverage additional funding and facilitate capital flows into integrated, sustainable human settlements through the formation of strategic partnerships with local and international donors, development finance institutions and private sector partners.
Project Preparation: Through the development of bankable feasibility studies and innovative funding interventions as a mechanism to entice capital market investment.
Project Financing: Through an equitable risk sharing model. Serving as a catalyst to ensure that other funding sources are enticed to participate in funding of projects.
Project Implementation: To provide an oversight and monitoring role for mega projects. This is to ensure delivery of housing units in an integrated approach.
Property Development: To maintain, secure, develop and leverage the value of the land/property to unlock funding for development

Mandate
The mandate of GPF is “to serve as the funding and implementing agent for integrated, sustainable human settlement developments in the Gauteng City Region and custodian of strategic provincial land and/or property transferred to GPF for effective immovable asset management and coordinated, efficient implementation of mega human settlement developments”.
More specifically, GPF’s mandate comprises the following key roles/functions:

- Fundraising and investment facilitation: Use of public sector funding to leverage additional funding and facilitate capital flows into integrated, sustainable human settlements through the formation of strategic partnerships with local and international donors, development finance institutions and private sector partners;
- Project Preparation and Funding Packaging: To assess project readiness, coordinate and facilitate the process to close the project readiness gaps in collaboration with relevant stakeholders. Develop bankable feasibility studies and facilitate funding and investment in human settlement projects;
- Project Financing: To facilitate an equitable risk sharing and project financing model;
- Project implementation, coordination and oversight: Project management, monitoring and evaluation of the development of Mega Projects by developers and contractors;
- GPF custodianship of strategic provincial land and/or property for development and life cycle asset management: To maintain, secure, develop and leverage the value of the land/property to unlock funding for development. The intent is to enhance GPF’s balance sheet for sourcing additional funding for all elements/sectors that comprise integrated, sustainable human settlement developments.
• This includes the role of GPF as a Property Developer and Manager: Turnkey planning and execution of projects on strategic land/property designated to GPF as custodian.
