PURPOSE

KEY RESPONSIBILITIES

Ensure that Purchase orders are executed within the stipulated days upon receipt of released requisitions with proper documentation. Review requisitions received on the officer’s workflow, processed and unprocessed requisitions (per department and in total). Monitor purchase orders generated and unfulfilled orders per department. Ensure that there is timeous replenishment of inventory as and when required for various depots to avoid material stock outs. Oversee expedition of purchase orders. Monitor MRP system for each Purchasing Officer. Review and approve Purchase orders as per delegated amount. Ensure that buyers provide continuous feedback to the suppliers on awarded Purchase Orders. Monitor repetitive purchases and report to Non-Tender Manager. Liaise with user departments and provide advises and assistance on Supply Chain Management policies and procedures. Conduct regular meetings with clients to promote communication and ongoing collaboration as directed by the Non-Tender Manager. Ensure quality, costs and service standards are maintained. Adhere to Departmental Service level Agreement and turnaround time. Compile, consolidate and submit weekly, monthly, and quarterly and ad hoc reports to the Non-Tender Manager. Provide information to the manager for incorporation in monthly, quarterly reports for Exco and board. Ensure all documentation are filed. Adhere to company’s record management policy.

PURPOSE
To ensure compliance by Johannesburg Water and its appointed contractors in line with the Occupational Health and Safety Act (Act 85 of 1993) and its associated regulations and more specifically the Constructions Regulations.
KEY RESPONSIBILITIES
Implement, maintain and audit the ISO 45001 system. Lead the risk assessment process at allocated operational sites. Identify procedures and documents required by the system. Lead incident investigations at all allocated sites for all first aid, medical and disabling injuries, including section 24 incidents. Compile investigation reports with all necessary documents and submit report to Safety Specialist and Occupational Health Nurse. Develop baseline risk assessments for CAPEX and Operations projects and ensure that this document and the specification are issued to all bidding contractors. Induct all newly appointed contractors on JW OHS requirements and provide them with the requirements for submitting the safety file. Evaluate and recommend for approval / non-approval all safety files allocated to you and submit report to Safety Specialist. Conduct monthly audits on all allocated projects and submit report to Safety Specialist. Conduct weekly inspections at all allocated sites and submit report to Safety Specialist.

Essential qualifications and experience:
- National Diploma Safety Management or Environmental Health (NQF6)
- 4 years’ experience in OHS in construction management and systems implementation
- Registration with the SACPCMP as a Construction Health and Safety Manager
- Valid Driver’s License Code B

PURPOSE
To plan, manage & execute the day-to-day finance operations for Johannesburg Water in compliance with the relevant legislative and accounting standards and regulations governing a municipal owned entity, culminating in the production of periodic reports, annual financial statements, and notes thereto, and a clean external audit opinion for the organisation.
KEY RESPONSIBILITIES
Provide inputs to the JWater annual, 3-year and 10-year Strategic Plan and the Annual Business Plans Evaluate and prioritise risks and assess the options for accommodating the risks. Strategize and develop the year end closure plan and manage and execute thereupon to produce annual financial statements in terms of SA GAAP, GAMAP, GRAP, and IFRS. Assist with content of Johannesburg Water annual report and present to board for approval. Develop systems and procedure for the management and control of the departmental performance and deliverables. Ensure that systems meet requirements of all applicable legislation. Develop strategies and controls to ensure high levels of ethics and sound governance to minimize/avoid potential risk/loss/fraud. Ensure sound understanding of all SAP processes to manage accuracy of financial results of the company. Manage the SAP financial system, inclusive of General Ledger, Accounts Receivable/Payable, Fixed Assets, and Banking/Petty Cash. Develop and maintain system of control with respect to management of Sundry Debtors. Manage all other resources of the department in a responsible and cost-effective manner. Provide leadership to the department and motivation of staff to achieve departmental and corporate objectives. Develop networks and spaces for active engagement with the Shareholder and its related parties to allow for seamless processing of business between the parties. Manage all finance staff in the department and implement performance management system in the department. Create a harmonious environment by communicating with staff and ensure compliance with labour relations policies and procedures. Provide continuous support to the General Manager: Finance in overall financial management within the company and group (attendance of various meetings, chairing of various committees, production of strategic reports on financial positions and interpretation thereof etc).Develop strategies to ensure all financial reports are compliant with the Companies Act, Generally Accepted Accounting Practices, Generally Recognized Accounting Practices, Generally Accepted Municipal Accounting Practices and the Municipal Finance Management Act. Manage External Audit requirements as per the Auditor General’s Office. Develop strategies and controls to ensure that all income due is received and ensure that all core billing control accounts are maintained. Develop and maintain system of accelerated payments to encourage SMME and BEE trading activities to ensure quick turnaround of cash flow. Develop and actively maintain cash flow forecasts and techniques specific to the entity for daily, weekly and monthly, quarterly and annual cash flow projections. Approve of the submission of statutory returns i.e. VAT, PAYE, SDL. Ensure effective reconciliation of core billing on the SAP/Venus accounting system (billing a.d collection, debtors) to integration with General Ledger SAP, these include platinum/top customers, domestic customers managed by JWater as well as customers managed by the City of Johannesburg as part of a consolidated account. Ensure the integrity of the transactions managed by Johannesburg Water with regards to the cash collected. Ensure effective management of Company’s assets register and adherence to companies Fixed Asset Policy.

Essential qualification and experience:
- BCompt Honours Degree (NQF 8) with articles or CA (SA) qualification.
- Knowledge of GRAP
- Certificate in MFMA OR acquire within 18 months of employment in Johannesburg Water.
- 5 years accounting experience in a large organisation.
- 3 years management experience.

Take minutes and type minutes within 72 hours of the meeting. Maintain a level of confidentiality on all correspondence. Capture and process invoices on SAP, as and when required.
