| Job Purpose | To manage the provision of a development application submission, assessment and approval service. This post reports to DEPUTY HEAD (DEVELOPMENT MANAGEMENT) |
| Key Responsibility Areas | Identifies and aligns the branches key performance areas to support policy and procedural changes and/ or departmental objectives. Directs and controls outcomes associated with utilization, productivity and performance of staff within the branch. Prepares capital and operating estimates and manages expenditure against the approved budget allocations. Serves as the Municipality’s Building Control officer. Manages the establishment and implementation of an integrated development applications and approval system. Manages the general submission and assessment of development applications. Manages the lodging and processing of appeals/ objections in respect of development applications. Develops improvements and innovations in the delivery of branch outputs. Disseminates information on the immediate, short- and long-term objectives and current developments, challenges/ constraints. Liaises with the Managers of the Building Inspectorate and Enforcement and Prosecution branches. Co-ordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality. Supports special projects and programmes. Represents Council at statutory matters. Manages information, records and databases relating to development applications. Maintains strict confidentiality on all matters concerned. Undertakes related assignments. |

| Essential Requirements | Degree (NQF Level 7) in the Architectural field or equivalent. Eligible for Professional Registration with the South African Council for Architectural Profession (SACAP). Valid motor vehicle driving license. 6 Years relevant experience of which 2 years must be at a managerial level. Computer Literacy. |
| Preferred Requirements | Post graduate qualification (NQF Level 8) in the Architectural field or equivalent. Professional registration with the South African Council for Architectural Profession (SACAP). 7 years relevant experience of which 3 years must be at a management level. |
