Strategy Specialist: Monitoring and Evaluation

The position of Strategy Specialist: Monitoring and Evaluation is vacant. The Strategy Specialist: Monitoring and Evaluation will report directly to the Senior Manager: Strategy and form part of the Office of the Principal Officer Division. The position is based at Head Office, Pretoria.
The total remuneration package will be will be based on qualifications and experience.
The Strategy Specialist: Monitoring and Evaluation will be required to support the Senior Manager: Strategy through the implementation of the following Key Performance Areas (KPAs):
- Manage the development and implementation of strategic performance management approaches/strategies and methodologies
- Monitor corporate performance to improve the overall performance of the Scheme
- Ensure suitable metrics and key performance indicators are in place and continuously reviewed to measure performance and progress towards the Scheme’s strategic goals
- Develop and Implement a reporting system that measures and reports actual achievement against Annual Performance Plan (APP) and Annual Operational Plan (AOP) targets
- Develop and Implement a reporting system and continuously monitor and report on the performance of the Scheme strategy against Annual Performance Plan (APP) and Annual Operational Plan (AOP) targets.
- Manage the definition and maintenance of performance metrics (KPI Manual) in collaboration with Scheme divisions and Research and Development
- Performance Evaluation and Assessment of Strategic Portfolio of Projects and programmes
- Check divisional submissions for accuracy and content and make enquiries on outstanding/inconsistent reporting (Portfolio of Evidence verification and validation)
Qualification requirements are:
- Minimum 3 year Degree/Advanced Diploma/Professional qualification in Strategy Management/Business Management, Econometrics/Healthcare or equivalent
- A qualification in Monitoring & Evaluation will be an added advantage
- Minimum 4-6 years of experience in a business and/strategic support, monitoring and evaluation directly related to the duties and responsibilities specified
- Knowledge and experience of Monitoring and Evaluation Policies and Frameworks (Theory of Change, Logic Model, Results-based Management)
- Ability to design, develop and implement M&E systems, policies, processes and procedures
- Experience in the formulation and implementation of baseline studies; monitoring and performance management and conducting evaluations
- Understanding of Knowledge and project Management principles within organisations
- Business and/or Technical Report writing skills
- Problem solving skills
- Be organised and have good time management skills
- Analytical skills
- Have excellent written and verbal communication and interpersonal skills
- Demonstrated ability to work well as part of a team
- Be responsible and reliable
- Diligent work ethic with attention to details

ICT Data and Information Architect (Azure)
The position of ICT Data and Information Architect (Azure) is vacant. The ICT Data and Information Architect (Azure) role will report directly to the Senior Manager: Data Warehouse Analytics and BI and forms part of the ICT Division. The position is permanent and will be based at GEMS Head Office.
The total remuneration package for this position is negotiable based on qualifications and experience.
The ICT Data and Information Architect (Azure) will be required to provide support to the Senior Manager: Data Warehouse Analytics and BI through the implementation of the following Key Performance Areas (KPAs):
- Provide database architecture leadership and mentor projects
- Design end to end leg at detailed level and advise on technical issues of Azure
- Maintain governance model on the database architecture through training, design reviews, code reviews and progress levels
- Migration on-premise database to various Azure data stores
- Analysis of product offerings
- Development of database architecture and roadmaps
- Analysis of existing data design and recommendations for improvements on performance, stability and inter-operability
- Develop robust Extract/Transform/Load (ETL) processes for disparate data sources
- Compilation of Statement Architecture Work with prioritised work packages
- Data analysis and architecture focusing on, data collection, migration, meta-data for document management, interfaces, dashboards and reporting
- End to end delivery of Scheme data analysis and architecture
- Ensure enterprise requirements for reuse, compliance with standards, principles, traceability to enterprise, reference models and alignment with target enterprise architecture
- Drive and evaluate the Request for Information and Request for Proposal
- Re-engineering of databases
- Manage, track and report changes to the business requirements and data architecture
Qualification Requirements:
- A Degree/ Diploma in BCom Informatics / BSc Computer Science / BSc Engineering Information Technology, or similar as well as
- Industry-specific qualificationsTOGAF 9.1)
- A minimum of 3-5 years’ (3 years managerial/lead and 5 functional experience)requirements analysis, design, data architecture, solution architecture, enterprise architecture, with at least three years in a team leader / coaching role.
- 5+ years of experience working on solutions that collect, process, store and analyze large volumes of business-critical data;
- 3+ years of experience developing both multidimensional and tabular models with large and complex datasets;
- Advantageous qualifications ( DAMAYou have at least 3 of the below certifications:
- Microsoft Certified: Azure Database Administrator Associate
- Microsoft Certified: Azure Enterprise Data Analyst Associate
- Microsoft Certified: Power BI Data Analyst Associate
- Microsoft Certified: Azure Data Engineer Associate
- Microsoft Certified: Azure Data Scientist Associate
- Experience of working on a cloud platform similar to Azure (e.g. AWS/ GCP/ Oracle) Experience of Azure Data & Analytics PaaS Services: Azure Data Factory, Azure Data Lake, Azure Synapse Analytics, Azure Databricks, Azure IoT, Azure HDInsight + Spark, Azure Cosmos DB, Azure Databricks, Azure Stream Analytics and Azure SQL DB is required
- Strong proficiency in relational database management systems (MS SQL Server) and NoSQL databases is required;
- Strong proficiency in Excel, Power BI, SSIS, PowerShell scripting will be advantageous (combination);
- Solid experience with regard to making trade-offs between various solution options;
- Experience with extracting, defining and communicating requirements both from functional and non-functional perspectives;
- Ability to manage other resources such as other solution architects
- Ability to participate and influence technical decisions in a fast-moving environment;
- All-round experience in all architecture domains (especially around process- and integration architectures);
- Experience of large-scale transformation and migration projects
- Knowledge of Master Data Management (MDM) and Data Quality tools
- Vision control (source control management) experience such as TFS or Git will be advantageous
- Database Administration experience will be advantageous

Specialist Product Development
The position of Specialist Product Development is vacant. The Specialist Product Development will report directly to the Senior Manager Health Policy and form part of the Research and Development Division. The position is based at Head Office, Pretoria.
The total remuneration package will be will be based on qualifications and experience.
The Specialist Product Development will be required to support the Senior Manager Health Policy through the implementation of the following Key Performance Areas (KPAs):
- Receive and review proposal submissions for relevance, completeness and analysis.
- Use evidence-based research methods, for new products and benefit enhancements and feasibility.
- Maintain a product and benefit repository.
- Thorough knowledge and application of research methodologies.
- Review and validate clinical appropriateness and cost-effectiveness of interventions.
- Analyse and interpretation of research and evidence for decision-making
- Support projects and programs delivered by the product Development Committee.
- Provide support to Expert Panels
- Be part of the multidisciplinary team to assist in research and publish on strategic topics.
- Following a strict code of ethics and protecting any confidential information at all times.
- Attend committees and forums where allocated
Qualification requirements are:
- A minimum of a health science degree or Master’s degree in Public Health, health sciences or similar.
- MBCHB would be advantageous.
- MMED in Public health or any health specialty will be advantageous.
- 1-3 years experience within the Medical InsuranceScheme Industry
- Prior experience in Product Development would be advantageous.
