Manager: Radio Communications

Purpose of the job
To manage the Radio Communications Unit’s day-to-day operations effectively and efficiently
and implement the ICASA Strategic Objectives at the Unit level. To effectively manage the
licensing of radio frequency spectrum.

Key Outputs: The successful candidate will report to the Senior Manager: Spectrum
Licensing and the responsibilities include: ● Allocates and manage resources needed for the
day-to-day operations of the Radio Communications Unit ● Development of National
frequency band plan, implementation, frequency assignments and authorisations
● Management of radio frequency spectrum ● Inputs to policy formulation and regulations
● Input to internal and external meetings pertaining to regulatory issues.

Qualifications and Experience: ● BTech in Electrical/Electronic Engineering (NQF L7)
● Honours degree in Electrical/Electronic Engineering or Business Management (NQF L8) an
added advantage ● Minimum 5 years Radio Frequency Planning Specialist Experience or, 3 –
5 years of Managerial Experience and 4 years Radio Frequency Planning Experience.

Purpose of the job
To provide HR Service to Divisions within the Authority through value-adding HR offerings
and processes.

Key Outputs: The successful candidate will report to the Executive: Human Resources and
the responsibilities include: ● Establish and maintain strong relationship management,
service excellence with stakeholders, uphold the ICASA values and Brand ● Identify,
understand, and translate Line Management/ Business needs into value-adding HR
interventions where needed ● Guarantee that all positions are job evaluated, before positions
are advertised ● Forecast the future talent needs and proactively fill positions within the
Divisions in collaboration with line management ● Conduct selection interviews with line
management, assure that the best candidate meets the minimum relevant competencies
required by the job ● assure adherence to ICASA’s Talent Sourcing Policy ● Make sure that
new employees joining ICASA are integrated seamlessly within the Authority ● Engage and
inspire others whilst building trust and confidence of ICASA’s HR practices ● Develop and
execute engagement action plans for the respective divisions as agreed with Line
Management ● Drive change and innovation as well as influence transformation within the
Divisions ● Co-ordinate integrated employee wellness initiatives within the respected
Divisions ● Advise line and employees on ER processes & the implications of each process,
in line with ICASA’s ER policies, processes and guidelines ● Facilitate Divisional HR
Development needs and assist line management to develop HRD Plans for the relevant
business units ● Communicate and educate the line management on HR policies and
procedures through formal and informal educational sessions ● Analyse and interpret HR
reports and identify positive and negative trends, with recommendations thereof.

Qualifications and Experience: ● National Diploma in Human Resource Management NQF
Level 6 ● Relevant Degree in Human Resources Management / Industrial Psychology 3 years
(NQF L7) will be an added advantage ● 4-7 years’ experience in the HR field ● 6-8 years
working experience ● Knowledge and understanding of HR processes ● Relevant knowledge
of the South African labour legislation.

Radio Frequency Specialist: Radio Communications

JOB TITLE : RF Specialist: Radio Communications x2

POSITION STATUS : Permanent

Purpose of the job
The RF Specialist performs analysis that is required to select the most appropriate
frequencies for radiocommunications systems during the coordination and assignment of
frequency spectrum. Ensure that the networks, in terms of design, are technically capable
of meeting the prescribed regulatory requirements. Process radio frequency applications by
assigning appropriate radio frequency(ies) using interference analysis software and
applicable standards. Coordinate radio frequency use with affected neighbouring countries.
Develop draft radio frequency plans/regulations/standards for industry comments,
participation in public hearings and preparing reasons documents for the decisions taken.
Notification and registration of frequencies, performing international coordination, queries,
and reports.

Key Outputs: The successful candidate will report to the Manager: Radio Communications
and the responsibilities include: ● Development and implementation of the National
frequency band plan ● Conducts frequency assignments ● Management of radio frequency
spectrum ● Database management ● Addressing interference queries from internal and
external stakeholders ● Assist the Enforcement and Compliance department to resolve
interference and non-compliance ● Authorisation of frequency use for short term visits by
foreign dignitaries ● Participation in Committees of Council dealing with regulation
formulation processes ● Contribute by reading and providing analysis of industry
submissions ● Participate in deliberations, workshops, public hearings and reasons document
formulation.

Qualifications and Experience: ● Degree in Electrical/Electronic Engineering (NQF L7)
● Minimum of 4 years Radio frequency planning experience ● The use of radio frequency
planning software tools would be an added advantage.

Litigation & General Legal Support Specialist

JOB LEVEL : D1

Purpose of the job
To administer, and coordinate litigation matters, drafting and vetting of contracts, legal
opinions, memoranda and other legal documents under the direction of the SM Litigation,
Contracts & General Legal Support and in accordance with the legislated mandate of ICASA
and other applicable legislation.

Key Outputs: The successful candidate will report to the Senior Manager Litigation,
Contracts & General Legal Support and the responsibilities include: ● Management of
litigation matters ● Drafting and vetting of Contracts, Letters, MoUs, Policies, Reasons
Documents, Position Papers, Notices etc. ● Drafting legal opinions, correspondence to
external stakeholders and memoranda ● Representation at local & international meetings
and forum ●Legal support to Standing and Special committees ● Monitoring of and
providing input where necessary in relation to legislation that has an impact on ICASA
● Conduct training, workshops or presentations on topical matters ● Represent relevant
Divisions of ICASA in matters before the CCC.

Qualifications and Experience: ● Minimum LLB degree (NQF level 8) ● Admitted and
enrolled as a Legal Practitioner with Board Examination passed ● Minimum 6 Years
Professional Experience ● 4 years post admission working experience – 2 years in
Litigation/ 2 years Labour Law/ 2 years Commercial legal/2 years regulatory ● Knowledge
of various Legislative Frameworks such as Magistrates’ Court Act, Superior Courts Act and
Rules, PAIA, POPI, PAJA, ECA, ICASA Act and labour legislation ● ICT acumen will be a
distinct advantage.

driven ● Able to work and make decisions under pressure ● Solid interpersonal skills
● Excellent communicator (written and verbal/ presentation skills) ● Ability to work
