Snr Artisan/Technician: Electrical

JOB DESCRIPTION

Brief description

The main purpose of this position is to maintain and install electrical subsystems in order to optimise building systems at the South African Reserve Bank (SARB)

Detailed description

The successful candidate will be responsible for the following key performance areas:

  • Engage in short-term planning and perform tasks independently in accordance with set standards and procedures.
  • Perform fault-finding on electrical subsystems by applying a set of modified techniques within a defined context.
  • Conduct preventative and corrective maintenance on electrical subsystems and/or equipment and determine possible component failure in order to enhance system capability.
  • Test all work and close off assigned job cards on maintenance and project work.
  • Interpret work instructions, drawings and diagrams concerning construction, alterations, modifications, enhancement maintenance and operational projects.
  • Apply statutory principles in order to comply with safety, health and environmental requirements.
  • Perform quality assurance on work done by external service providers for adherence to industry requirements and report on this to the supervisor.
  • Prepare and submit weekly reports using standard templates (job cards and non-conformance reports), highlighting the work completed and problem areas.
  • Engage positively with clients and other stakeholders, including complaints and compliments.
  • Address any gaps in own performance of tasks and activities against the required standard(s).
  • Conducting weekly inspections on all plant machinery as well as all electrical panels, as per Planned Maintenance Work Order instructions 
  • Reporting findings from inspection in the Planned Maintenance Work Order form.

QUALIFICATIONS

Job requirements

To be considered for this position, candidates must be in possession of:

  • a national trade test in electrical heavy current;
  • Three phase wireman’s licence (Master Installation Electrician will be an advantage)
  • N6 National Certificate in Electrical Heavy current or NQF6 technical qualification or equivalent (will be an advantage); and
  • Four to six years’ experience in a technical trade environment

Working experience in:

  • the service maintenance electrical system such as DB’s, Standby generators, UPS and Electrical reticulation in the building.

Economic Policy Analyst

JOB DESCRIPTION

Brief description

The main purpose of this position is to provide technical support to the International Engagements Division. This entails conducting analysis on global and domestic financial regulatory developments related to the agenda of international forums such as the Financial Stability Board (FSB) and Group of Twenty (G20); contributing to briefing and speaking notes; coordinating with the relevant departments in the Bank dealing with financial regulatory issues; and assisting in the formulation of country policy positions and strategies for the purpose of influencing the international macroeconomic and financial agenda, with the aim of advancing South Africa and Africa’s interests. 

Detailed description

The successful candidate will be responsible for the following key performance areas:

  • Provide technical support to the International Engagements Division and assist in identifying strategic challenges, opportunities, and priorities for the South African Reserve Bank (SARB) based on analysis and trends in the global and domestic macroeconomy and financial markets.
  • Conduct relevant research and analysis to contribute to the development of policy positions and strategies and influence the global economic and financial agenda for the benefit of South Africa and the region. 
  • Provide support to the Division Head and Senior Policy Analysts in managing projects, including logistical arrangements for seminars, meetings, conferences, and workshops. 
  • Provide support to the Division when it represents the SARB in working group meetings of the Group of Twenty (G20), BRICS and other forums where relevant. 
  • Provide inputs into the preparation of briefing documents and speaking notes for the governors and senior officials attending international meetings. 
  • Coordinate and contribute to briefing and speaking notes for meetings of the Financial Stability Board (FSB)
  • Provide inputs and conduct research for purposes of writing speeches.

The successful candidate will be responsible for the following key performance areas:

  • Develop requirements for predictive analytics by developing design specifications (decision models) in line with the data governance. The design specifications include the validation and success criteria, business goals and the business process model involved in making decisions.
  • Prepare the required data by performing a data assessment, consolidation and data integrity testing. 
  • Identify actionable insights from the prepared data by providing statistics about data features, correlations between features, aggregation of data and the creation of new features. The results of this data exploration must be added to the requirements to focus on the most relevant data.

    The main purpose of this position is to manage the maintenance, planning and inspection of the Cash Centre’s building in order to maximise the building’s life and the availability of technical equipment in support of engineering operations and in accordance with legislative requirements.

    The successful candidate will be responsible for the following key performance areas: 

    • Manage and monitor operational, corrective and preventive maintenance as well as the equipment replacement programme at the South African Reserve Bank’s (SARB) Cash Centre in Cape Town, including the documenting and inventory of all systems.           
    • Manage the work of all external service providers to ensure compliance with contractual agreements and budgetary requirements.            
    • Identify and mitigate the risks associated with building operations, and plan and report accordingly to ensure good governance.

    Banknote Processor

    The main purpose of this position is to prepare and process soiled banknotes for destruction using high-speed note processing machines, to ensure an acceptable quality of banknotes in circulation. 

    Detailed description

    The successful candidate will be responsible for the following key performance areas: 

    • Prepare, process, verify and quality-sort banknotes received from internal and external customers. 
    • Reconcile processed batches of banknotes to ensure they balance with the amount deposited by customers.

    Lead Financial Market Specialist

    Brief description

    The main purpose of this position is to deliver high-quality work efficiently and effectively in order to meet internal and external client expectations. The candidate will be expected to oversee junior and senior Financial Markets Specialists who conduct financial markets research as well as policy-related research and analysis to guide and support various policy committees within the South African Reserve Bank. 

    The Lead Specialist will also oversee various projects in the Market Operations and Analysis Division in support of further development of financial markets and the implementation of monetary policy. In addition, the candidate will be expected to stay abreast of financial markets developments and provide accurate market information, commentary and recommendations on a regular basis.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Lead qualitative and quantitative research and analysis, integrating the work of more junior and senior financial markets specialists and providing a comprehensive analysis of short- and long-term financial market developments within the South African economy and across major advanced and emerging market economies.
    • Lead strategy projects and the development of policy frameworks.
    • Conduct high-quality and relevant short- and long-term research, analyses and interpretation of financial markets in support of the formulation and implementation of monetary policy and for financial stability purposes.
    • Build and maintain strategic relationships with key participants in the financial markets, including, but not limited to, the banking and asset management sectors.
    • Provide technical guidance and ensure the transfer of knowledge and skills to junior specialists.
    • Write keynote speeches for the senior executives of the SARB.
    • Lead team engagements to interrogate and reconcile data, findings, insights, explanations and recommendations from research and analyses.
    • Make recommendations on the markets, monetary policy and regulatory frameworks, and produce reports and briefings for final approval.
    • Quality assure and integrate analyses and reports submitted by other financial markets specialists and provide feedback.
    • Lead initiatives within own area of expertise in support of departmental objectives.
    • Recommend improvements in methodologies relevant to own area of specialisation, while ensuring that methodologies comply with local and international standards.
    • Make presentations to senior forums of the SARB (e.g. Monetary Policy Committee and Financial Stability Committee).
    • Represent the SARB at official external forums and meetings that fall within the area of specialisation (e.g. Monetary Policy Forum, Money Market Subcommittee), including speaking at/presenting research at conferences and seminars.
    • Build and maintain strategic relationships with key participants in the financial markets, including, but not limited to, the banking and asset management sectors.
    • Define the learning agenda for the Market and Policy Analysis Unit in conjunction with other senior financial markets specialists in the department.

    Provide job-related coaching for newcomers to formally guide them through the roles and functions of the business area and department.

    QUALIFICATIONS

    To be considered for this position, candidates must be in possession of:

    • a Masters degree in Economics or Finance, or an equivalent combination of education in the required field and job-related experience; and
    • eight to 10 years’ experience in the financial markets or related environment.

    A proven track record in managing projects, including research projects, will be an added advantage.

    Brief description

    The main purpose of this position is to drive as well as lead the support, maintenance and enhancement of all Business Solutions and Technology (BSTD) applications to ensure systems’ availability, health and optimal performance.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Drive or lead the monitoring of the underlying Business Intelligence environments (databases and application servers) to ensure capacity management, systems availability and optimal long-term performance.
    • Provide recommendations in BI Solution implementations on hardware and software configuration.
    • Exposure to BI Technologies such as SAS, Microsoft Power BI, Oracle Data Integrator, Oracle Analytics Server (OAS), Informatica and OBIEE.
    • Take responsibility for ensuring system availability, configuration, upgrades and general support for all BSTD applications.
    • Take responsibility for driving enhancements of all BI applications through the installation of new features and configuring of solution architecture throughout the application lifecycle to ensure delivery of new functionality.
    • Provide guidance and technical input to resolving high complexity issues across all BI applications.
    • Lead engagements with cross-functional stakeholders and take responsibility for managing the relationship. 
    • Keep abreast of industry best practices and technologies, and lead implementation thereof to optimise effective and efficient business applications.
    • Impart knowledge of the technical environment to the system development team. 
    • Proactively identify and drive initiatives to ensure compliance and adherence to security and application standards across all BSTD applications.
    • Identify and manage the mitigation of risks relating to all BI applications.
    • Provide reporting and recommendations on solution performance and system availability to senior management and relevant stakeholders.
    • Assist and develop application technical specialist by providing technical guidance, quality assure and take accountability for the output specialists.

    QUALIFICATIONS

    To be considered for this position, candidates must be in possession of:

    • an honours’ degree (NQF 8) in Computer Science, Information Management/Information Technology or equivalent qualification; and
    • eight to ten years of experience in supporting, maintaining and enhancing the business intelligence and collaborations environments.
