Requirements
A Three-year post matric qualification in Human Resources Management, Financial Accounting/Management or equivalent, with three (3) years of relevant experience, as well as two (2) years of supervisory experience ? ?Knowledge and experience of Sage 300 People. ?Knowledge of Information and Records Management ?Knowledge and experience in payroll management and implementation of the organization ?Microsoft Office with Advanced Excel is a prerequisite ?Knowledge of the BCEA and regulations pertaining to Human Resources Management and Document management Legislative frameworks ?Ability to work independently, handle confidential matters and work under pressure and meet due dates. ?Willingness to work extended hours as and when required. Additional Advantages: ?Excellent administrative, communication (verbal and written), and client relations and organizational skills. ?Accuracy in data capturing. ?Knowledge and experience in Pastel and knowledge of file plan implementation will be an added advantage. ?Knowledge and experience in uploading payroll files to banking applications. ? Supervisory skills.
Duties
Main Duties: ?Manage the payroll office and ensure payment compliance ? Ensure that monthly salaries and external payments are effected by the Payroll Practitioner through verification. ?Ensure that all yearly increments/adjustments/increases in allowances are effected accordingly where applicable. ?Assist with internal and external stakeholder queries pertaining to payroll matters. ?Develop, implement, and maintain policies and procedures. ?Provide a monthly report to the HCM Manager on the payroll and records and information sub-units regarding progress and/or any challenges. ?Oversee the monthly payroll process by verifying the staff remuneration – salaries, additional benefits, and claims. ?Reconciliation and payment of salary deductions to other government agencies and third parties. ?Ensure that the accurate statutory reports are submitted timeously. ?Ensure compliance with all tax submission and requirements and UIF submission and requirements. ?Ensure that Sage 300 payroll records are inter-phased with Pastel monthly before the 5th of each calendar month for the previous month. ?Must be able to draw and compile of management reports from the payroll system for use by the executives, internal auditors, and external auditors. ?Compiling of monthly schedules of expenditure and other reporting from the payroll system regarding annual reporting requirements. ? ?Manage the registry office and ensure compliance with the file plan ?Ensure compliance with the file plan. ?Ensure that a retention and disposal program is done. ?Develop, implement, and maintain Payroll and Information and Records Policies and Procedures. ?Provide a monthly report to the HCM Manager on the Payroll and Information and Records sub-units regarding progress and/or any challenges. ?Attend to all document management-related enquiries from staff members. ?Manage the off-site storage of documents and records.

Umalusi’s role in education and training in South Africa
Umalusi Council sets and monitors standards for general and further education and training in South Africa in accordance with the National Qualifications Framework Act No 67 of 2008 [as amended] and the General and Further Education and Training Quality Assurance Act No 58 of 2001 [as amended].
The Council is tasked with the development and management of a sub-framework of qualifications for general and further education and training and for the attendant quality assurance.

Our name
Umalusi is derived from Nguni and it means “shepherd or herder.” Umalusi takes care of one of the nation`s most treasured assets – the standards of general and further education and training, hence its name. In Nguni culture ‘Umalusi’ also means the guardian of the family`s wealth.
Governance
Umalusi is governed and guided by the National Qualifications Act No 67 of 2008 [as amended] and its founding Act the General and Further Education and Training Quality Assurance Act No 58 of 2001 [amended in 2008]. Umalusi Council is appointed by the Minister of Basic Education to give effect to its mandate as expressed in these Acts. Umalusi also answers to the Minister of Higher Education and Training in respect of the certification of qualifications offered in TVET colleges and adult learning centres. Umalusi works in line with a five-year strategic plan agreed with the Ministers of Education. The strategic plan sets out Umalusi`s strategic priorities and performance measures. The strategic plan provides a framework for the annual business plan, which informs the Council`s day-to-day work and provides a basis for assessing performance.
