FIXED-TERM CONTRACT ALIGNED TO THE SETA LICENCE TERM
EASTERN CAPE

Purpose: To oversee, ensure and enhance the quality, effectiveness, and efficiency in the implementation
of training and verification of assessments (learnerships and apprenticeships, skills programmes) and to
ensure that accreditation standards are upheld. This role will be responsible to provide a professional,
efficient, and effective quality assurance function and service on merSETA projects in the Regions.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:

  • Efficiently and effectively conduct accreditation site evaluation visits of prospective skills
    development providers, assessment centers, ensure that they are audited, monitored and
    quality assured in line with the relevant legislation
  • Evaluate learning material presented for accreditation by skills development providers for the
    scope accreditation as applied
  • Promote and support participation in merSETA, project initiatives and services to ensure
    awareness and the implementation of learning programmes
  • Capacity building of Skills development providers and assessment centers in line with legislative
    requirements
  • Conduct external moderations of assessments for progress and completion of
    learners’ evidence and issue moderation reports.
  • Submit moderation reports for processing and follow up to ensure that learners are issued with
    certificate or statement of results
  • Provide support and guidance to skills development providers and assessment centers on
    implementation of learning programmes
  • Provide support and guidance to assessment centers on implementation of assessments
  • Close working relationship with the regional office to ensure they have the knowledge and
    understanding of the available learning programmes that can be utilized by various stakeholder
  • Update internal and external stakeholders on matters regarding the registered and
    implementation of occupational qualifications
  • Monitor learning interventions to ensure continuous progress and provide guidance and
    support to skills development providers where gaps have been identified
  • Review and evaluate workplace approval applications aligned with programme
    specifications and relevant legislative requirements
  • Support regional with verification visits on application for infrastructure (equipment)of public
    institutions
  • Verify delivery of equipment and complete report
  • Give support to other Business Units in closure of projects
  • Continuously track, monitor, and measure the learner results and performance against set
    standards and targets (‘the number’) to timeously implement viable solutions to achieve targets
    and to ensure adequate budget availability

Qualifications, Experience, Knowledge, and Skills

  • Qualified Artisan in the Mer-sector related trade
  • NQF level 5 qualification in Project Management and/or Education/Training or related field
  • Qualified Assessor and Moderator
  • 3 years’ experience in an education and training environment including assessments and
    moderations
  • Knowledge and understanding of skills development legislation
  • Knowledge and understanding of quality and assessments
  • Experience in Quality assurance of training and learning programmes

Purpose: The position is responsible for providing effective, efficient, and sound administration services
within the Learning Programmes and Quality Assurance Department as well as to providing support to the Specialists and Managers in the Department.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:

  • Sound effective and efficient administration of all records and information to enable easy
    accessibility, accuracy, and comprehensiveness of information.
  • Accurate capturing of information on the system, ensuring the database is kept up to date. Ensuring
    attention to detail in all aspects of the tasks.
  • Ensure well organized, up-to-date electronic filing system is implemented and maintained.
  • Update files with current and relevant information and get approval for disposal of outdated
    documents.
    Handle, report and respond to stakeholder queries and complaints.
  • Perform administrative tasks related to all functions in Learning Programmes and Quality Assurance
    Department and provide secretarial support in the Department.
  • Efficiently and effectively prepare documentation and reports for committees, meetings, and other
    forums as applicable
  • Efficiently and effectively coordinate meetings, ensuring sufficient preparations, attendance
    registers and minutes as applicable
  • Provide administrative support for provider accreditation, Verification Reports, Processing of
    Learner SOR, and learner certification, including trade test certificate applications.
  • Prepare various daily, weekly, monthly, and quarterly and ad-hoc reports for various submissions.
  • Timely prepare and print certificates for distribution ensuring adherence to protocols
  • Verify supporting documentation for authenticity.
  • Capture and conduct quality assurance of information on the Management Information System
    (NSDMS) to approve or reject applications
  • Capture and conduct quality assurance of information on the Management Information System
    (LMS) to Recommend or reject applications
  • Collate information for audit queries
  • Assist with preparing documentation for Auditors and provide audit information (internal and
    external) as requested
  • Prepare samples for audit purposes for previous fiscal years by locating documents on the system
    or retrieving CDs from the storeroom

Purpose: The primary purpose of the Specialist Systems is to support the deployment, and management
of the merSETA cloud server dedicated to innovation software (unique coding), and its operational support in a testing and production environment.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:

  • Ensuring an optimal environment for the deployment, management and maintenance of unique
    coding for teaching and learning innovation projects.
  • Managing third-party solutions affiliated with Canvas and implement/support their LTI integrations.
  • Providing second tier support for system users.
  • Set-up and monitoring of an internal ticketing system for LMS-related issues to ensure that issues
    are addressed appropriately.
  • Performing regular backup operations appropriate for data protection, disaster recovery and
    failover procedures.
  • Provision of documentation and technical specifications to system users for planning and
    implementing new and/or upgraded software.
  • Responsible for capacity, storage planning, and database performance.

Qualifications, Experience, Knowledge and Skills

  • NQF Level 6 in Information Technology, Information Systems, Computer Science or related field
  • At least 3 years working experience in an ICT environment with knowledge and experience in
    deployment, management, administration and troubleshooting in a Linux operating environment
    for Cloud-based: Virtual Box, Ubuntu 20.04, Docker & Docker compose, NGINX and PostgreSQL
  • Additional experience in the following will be an advantage: Scripting and automation tools;
    deployment of open-source Canvas educational software; of implementing and effectively
    developing helpdesk and IT operations best practices including expert knowledge of security,
    storage, data protection, and disaster recovery protocols

Purpose: To lead, manage, guide, coach, motivate, performance manage and inspire the regional client
team to ensure the successful implementation of the Operational, Strategic and Annual Performance plans as per the agreed DHET targets, NSDP and stakeholder needs and requirements for the region. The
Incumbent will be a Catalyst between the various industry partners, government and merSETA’s needs and requirements to determine key focus areas for skills development in the region.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:

  • Build and maintain stakeholders’ relationships across the region ensuring stakeholder needs are
    understood, appropriate time allocation per region and opportunities are optimally exploited
  • Ensure effective and efficient end-to-end delivery, implementation and quality assurance of
    projects and programmes, learning programmes, SME development, career guidance, special
    projects, grants management and administration), special projects) in the region that will result in
    optimal regional performance
  • Manage, guide, develop, coach, motivate, performance manage and inspire the regional team
    ensuring performance against set individual and regional targets
  • Continuously track, monitor and measure the regional results and performance against set

    support service delivery, programme and project implementation and improve regional SETA

  • Close working relationship between Programme Implementation, QA, and Finance to enable
    optimal SETA performance
  • Ensure that the synergy between the different divisions is utilized to continuously support SETA’s
    performance and delivery against set objectives
  • Ensure proper management of regional administration and projects finances
  • Manage, control and effectively utilization of the regions operations budget with healthy controls
    to mitigate against irregular, fruitless and wasteful expenditure
  • Implement sound corporate Governance in all aspects of the region’s operations with integrity
  • Inculcate a culture of learning and development which will encourage and build a capable regional
    team in the form of skilled personnel, in all areas with sound business processes in place
  • Effective and professional communication and dialogue with external and internal stakeholders
    (Management, Staff and external Stakeholders)
  • Continually build a healthy relationship in relation to a changing environment, so that people can
    adapt quickly to necessary reinvention and the changing SETA Landscape
  • Successfully plan, coordinate, manage and execute ad hoc projects
  • Ensuring that queries are resolved at the regional level with regards to client delivery and support
    assistance required from Head Office
