OVERALL, PURPOSE OF THE JOB

Managing the establishment, implementation, and maintenance of the Quality Management System (QMS), Project Management Office (PMO), Business Continuity Management (BCM), Combined Assurance, and Enterprise-Wide Risk Management. 

Continuous Improvement of Quality Management System (QMS)

  • Maintain the SACAA’s ISO 9001 Certification.
  • Oversee the implementation of the annual Quality Assurance (QA) audit schedule and resolution of findings as a result thereof.
  • Continuous improvement of the QMS that includes quality standards, policies, processes and procedures, tools and guidance in conformance to applicable standards.
  • Ensure controls are established and incorporated into all company policies, processes, procedures, tools, and guidance, based on segregation rules, delegation of authority and requirements.

An effective Business Continuity Management (BCM) ensuring SACAA’s resilience

  • Oversee the develop and implementation of an annual BCM plan to ensure SACAA’s resilience in the case of a disruptive event.
  • Monitor and continuously enhance the effectiveness of the Business Continuity governance documents (policy, procedure, processes)
  • Ensure up to date and executable Business Impact Analysis (BIA’s), Business Continuity Plans (BCPs), Emergency Response Plans (ERP’s and Crises Management Plans (CMP’s).
  • Ensure management remain aware of latest BCM trends and take ownership of their BIA’s and BCP’s
  • Manage the Service Level Agreement with the Off-Site Service Provider acceptable level

An Integrated Combined Assurance (CA) preventing assurance fatigue

  • Oversee the develop and implementation of an Annual CA plan based on the SACAA’s assurance universe
  • Monitor and continuously enhance the effectiveness of the SACAA Combined Assurance governance documents (policy, procedures, processes) in conformance with King IV™ requirements.
  • Assist the Combined Assurance Committee to entrench a sound CA culture within SACAA.
  • Collate all assurance activities on a quarterly basis for presentation to the Combined Assurance Committee and ARC (Board).

An embedded Enterprise-Wide Risk Management (EWRM) system ensuring the achievement of strategic objectives

  • Oversee the develop and implementation of an annual EWRM plan based on the SACAA’s risk universe
  • Monitor and continuously enhance the effectiveness of the SACAA Risk Management governance documents (policy, procedures, processes) in conformance with ISO 31000 requirements.
  • Oversee the development and maintenance of Strategic, Tactical and Operational Risk registers in SACAA and the implementation of recommended actions.
  • Assist the Risk Committee to embed a risk culture within SACAA
  • Review and Present the SACAA Risk Universe and Strategic Risk Register at the EXCO Strategic Workshop

A Project Management Office (PMO) framework enabling on time, cost and quality delivery of cross functional projects

  • Oversee the effective functioning of the SACAA Project Management Office on cross functional projects directed by EXCO.
  • Monitor and continuously enhance the effectiveness of the SACAA Project Management governance documents (policy, procedures, processes) in conformance with ISO 21500 standards and PMBOK and PRINCE2 principles.
  • Embed a Project Management culture within SACAA.

Talent Management

  • Ensure appointment and retention of competent staff
  • Manage staff to achieve agreed performance objectives (KPA’s).
  • Coach, Mentor and develop direct reporting personnel.
  • Embrace the corporate (SACAA) culture within the RC department.
  • Multiskilling /Cross skilling of personnel to ensure business continuity in the event of a natural / pandemic disaster
  • Oversee the Talent Profile and Skills Profile process and the fulfilment thereof.
  • Ensure staff adherence to all relevant SACAA policies and procedures (leave, disciplinary, declaration of interest, etc.).
  • Ensure organisational awareness of the Risk and Compliance departments functions (QA, RM, PMO, CA, BCM, etc.)

Deliver High-Quality Reports on-time

  • Manage the development and submission of reports to the Executive Committee, Combined Assurance Committee, Risk Committee, Audit and Risk Committee of the Board.
  • Manage the development and submission of annual plans to the Executive Committee, Combined Assurance Committee, Risk Committee, Audit and Risk Committee of the Board
  • Manage the development and submission Risk Deep Dives to the Executive Committee, Risk Committee and Audit and Risk Committee of the Board

Prudent Financial Management

  • Develop and submit annual Risk & Compliance (RC) budgets
  • Control expenditure and implement control procedures as needed.
  • Develop tender specifications to ensure business management systems (RM, QA, BCM, PMO, CA) is maintained at acceptable levels of maturity.
  • Ensure necessary funds and resources are committed to achieve the intended business continuity and recovery objectives.
  • Optimize the Risk and Compliance expenditure in line with budget.

Requirements

Minimum Qualification: 

  • Bachelor’s Degree in Quality Management or Business Continuity or Risk Management or Project Management or Combined Assurance or a related qualification at an NQF level 7.  

Ideal Qualification:

  • Postgraduate Degree in Quality Management, Risk Management, Project Management and Combined Assurance / Leadership and Management or a related qualification at an NQF level 8.

Experience:

  • 7-10 Years Quality Management or
  • 7-10 Years Project/Programme Management or
  • 7-10 Years Business Continuity Management or
  • 7-10 Years Combined Assurance / Risk Management and
  • 5-7 Years Management Experience 
  • Aviation experience (advantageous)

Flight Inspection Trainee (Midrand)

Overall Purpose of the Job

  • The Flight inspector trainee will be trained to perform flight inspecting and calibrating air navigation systems to ICAO standards and recommended practices in order to ensure flight safety in the air aviation sector.   

Train in-Flight inspection mission planning

  • Preparation of flight inspection missions. 
  • Maintains the flight inspection data base for all air navigation systems. 

Train and complete all programmes in Flight Inspection of  air navigation systems

  • Execution of flight inspection mission as planned. 
  • Collects flight inspection data for technical analysis and reporting purposes.
  • Adjusts air navigation system parameters to ensure safe operations within the ICAO recommendations. 
  • Conducts surveillance of aeronautical services and associated instrument flight procedures. 
  • Co-ordinates with engineering, maintenance and/or operations personnel in the correction of malfunctions noted during the inspection and rechecking of the radio navigational aid in order to ensure that all unsafe conditions are eliminated. 
  • Makes recommendations for the certification / withdrawal of the operational status of a facility based on the result of the flight inspection to the Senior Flight Inspector

Train in Reporting 

  • Collates flight inspection data for reporting purposes.
  • Compiles accurate flight inspection reports for air navigation systems.
  • Archives mission data and reports into respective database. Prescribes the issuance of NOTAMs and Non-compliance reports as a result of flight inspection.
  • Compile mission summary reports. 

Train and complete all programmes in Flight inspection system. 

  • Calibrates receivers.
  • Maintains and modifies the software and hardware of the CAA Flight Inspection System (FIS) in accordance with ISO, manufacturer’s technical standards, airworthy regulations and the approved Manual of Procedures for flight inspection unit and submits to Manager: Flight Inspection.

Train in Safety and Quality Standards 

  • Conducts all flight inspection activities in compliance with ICAO, ISO, Airworthy regulations and the approved Manual of Procedures for the Flight Inspection Unit. 
  • Applies the ICAO Standards and Recommended Practices (SARPS) and ISO standards in order to ensure the facility can support the associated instrument flight procedures.
  • Report hazards encountered during a flight inspection of any type Research and recommend standards for development to be applied in the field of flight inspection of navigational aids. 

Learn about Technical Support

  • Support client’s technological systems upkeep and development via advice and recommendations.
  • Respond to client’s special requests relating to technological systems upkeep and development.

Communications and Safety Promotions

  • Project a satisfactory image of the FIU to all stakeholders through continuous safety awareness programmes
