Task Level 17: R769 296 to R998 640 (Basic Salary)

MINIMUM QUALIFICATIONS & REQUIREMENTS:
A relevant 3-year tertiary qualification preferably a B- Degree in law (LLB advantageous); and
8 years or more relevant legal experience required of which 2 years must be at Supervisory level.
Valid driver’s licence and own transport.
Computer Literacy: MS Office
MMC would be an added advantage.
KEY PERFORMANCE AREAS:
Identifies with the broad Legal Services strategy and defines, implements and monitors short-term
plans/objectives.
Providing written or verbal advice and support to Council, Speaker Executive Mayor, Municipal Manager and Managers on the first reporting line and other functionaries on all matters which may have a legal implication
Manages key processes, procedural and legal applications associated with the functionality.
Manages the flow of legal communication/advice/opinion from/to the organisation, media and broader
communities.
Aligns and implements key legal requirements with respect to upholding the image and/or maintaining a positive perception of the Municipality.
Submitting reports and recommendations on appeals received in terms of Section 62 of the local government Systems Act 2000 to appropriate appeal authority.
Providing legal assistance and advice in the drawing up and authorisation of contracts by obtaining
rudimentary information regarding intended contracts, drafting the contract according to information gained, verifying that the draft contract is water-tight in terms of Council’s possible liability, and authorisation of contracts through submission of motivation to the relevant Council Committee
The management of Human Resources in the Division in line with municipal policies and procedure as well as applicable legislation.
Provide inputs for budgetary purposes and ensure proper expenditure control measures to promote sound financial management practices.
