Head: Industrial and Employee Relations
Purpose of the Job
The successful incumbent will be responsible for drafting, socialising and implementing the overall Employee Relations Strategy, implementation and adherence to BMW Group South Africa company policies and procedures, NBF agreement, and legal compliance regarding Labour Relations Act, Basic Conditions of Employment Act and Employment Equity Act. In addition, they will be responsible for labour and employee relations stability through effective labour strategies and risk management, whilst ensuring BMW is represented on all matters relating to internal union negotiations, Industry collective bargaining and agreements. The incumbent will also be responsible for all employee relations interaction structures within the company, conclusion of agreements between management and labour, ensuring that such agreements are within the scope of relevant collective agreements and Labour legislation. They are responsible for managing all disputes timely and proactively engaging with labour partners to minimise and prevent unnecessary disputes. Effectively manage all CCMA/Labour court referrals in a timely and cost-effective manner.
Key Accountabilities
- Cultivate and maintain healthy employee relations between all stakeholders.
- Proactively engage with the union to build effective working relations and enable the effective management of challenges.
- Initiate solutions to complex employee relations issues at organizational level within the scope of applicable regulations and collective agreements.
- Analyse information and data necessary to define and discern cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
- Monitor and ensure regular interactions, in approved structures, between Management and Labour.
- Advise and assist, in an unbiased manner, with dispute resolution, applying proven conflict and dispute resolution mechanisms.
- Promote the application of ethical behaviour / principles within the organization.
- Ensure employee relations implementation strategies to support the achievement of the organization’s strategic objectives.
- Scan internal and external environment to assess developments, opportunities, and risks to the organization. Advise and train managers and supervisors in best employee relations practices and strategies for managing supervisor challenges and employee grievances. Develop further training as needed.
- Active participation in bargaining forums and AMEO meetings on behalf of BMW Group.
- Proven ability to work to tight deadlines with accuracy and confidence.
- Lead, develop and manage a team in line with company policies, procedures and code of conduct.
- Research, interpret and advise on compliance requirements, in relation to employee relations, included in statutory legislation and national policy framework as well as company policies prepared within the company.
- You will perform testing and assess functioning/design of internal controls in area of responsibility (ICS compliance).
Stakeholder Management
- Cultivate and maintain relationships and ensure conflict free interaction between Company and Shop stewards council.
- Culture of practice and precedence from Union irrespective of the nature of consequence. Establish something new and the impact of restrictive/prescriptive legislation.
Qualifications
- Bachelor’s Degree in Human Resources/Industrial Relations.
Work and leadership experience
- 10 + Years’ experience in Employee Relations experience at a Senior Managerial Level in Manufacturing environment.
- Additional 5+years’ experience in Employee relations prior to Senior Management experience.
Additional Skills
- Solid and proven experience in managing and working effectively with strong and well-established unions.
- In-depth understanding of employee or industrial related laws such as LRA, BCEA, EE act, etc.
- A strong bias towards delivering results and executing in a timely fashion.
- Ability to design local rules and regulations regarding labour and employee relations.
- Proven ability to represent BMW in internal union negotiations, industry collective bargaining and agreements.
- Ability to draft agreements between management and labour, within the scope of relevant collective agreements and labour legislation.
- Competency to represent BMW at CCMA and any external tribunals.
- Ability to handle complex situations and engaging all relevant stakeholders.
- Excellent computer skills (MS Suite, SAP, database management).
- Advanced planning and organizational skills, time management and collaborative leadership.
- Strong interpersonal, problem-solving, negotiation, and networking skills, ability to work with and influence individuals at all levels of the organization.
Specialist: Production (Production Controller)
Key accountabilities of the function
To monitor, analyse and steer daily (shift-bound) plant production volumes, sequence adherence and on-time delivery of bodies/painted-bodies/orders from the various technologies (Body-shop, Paint-shop, Assembly) in normal operations as well as emergency situations, to ensure that the planned assembly start sequence, the defined F2 Stability Loading Windows and the Cumulative Out Of Sequence (COS), as well as the various planned in manufacturing constraints are kept and optimised for the given situation and to communicate and escalate various information should the agreed upon boundaries not be plausible for the given prognosis and situation.
- Ensure optimum loading sequence of units at assembly start, while maintaining various technology and system constraints
- Monitor the production status of each technology and escalate when required to the Production Control Section Leader or Manager if necessary (Volume, F2 Stability and Loading Windows, Assembly Start Sequence, Loadable Reach, ….)
- Independently steer emergency events with help of applicable support teams and systems to prevent Painted-Body/Assembly stoppages, while ensuring all loading constraints are met:
- Manage and Steer: Body-In-White Storage Area
- Manage and Steer: Painted-Body Storage Area
- Ensure agreed-upon Cumulative Out of Sequence (COS) level is maintained and that it can be maintained for the remainder of the shift, using prognosis tools to determine number of loadable orders.
- Ensure IPS-Systems data are correct and up-to-date in terms of storage-data integrity after data loss or synchronisation problems (Destination Ports, Bad reads, Data loss, Engine and Gearbox changes, etc. …)
- Initiate corrective actions for IPS Errors and Warning messages, escalating to IT or maintenance teams if necessary.
- Monitor existing data networks and system availability to ensure problem free connectivity of IPS and all other dependent equipment and initiate emergency responses if interrupted
- Execute block requests due to production related quality, personnel, parts-availability problems.
- Control systems fill and variant allocation in buffers and storage areas, as well as feed lines to ensure on-time delivery of associated orders
- Monitor, steer, control all Special Build Units (NSG: Nicht Seriengleiche Fahrzeuge) as well as changes and amendments to series production units at the request of affected production area
- Manage and steer extraction of SKD (Semi-knocked down units), controlling orders in relevant PCS systems and managing available buffer spaces to ensure that normal production is not affected
- Shift hand-over with documentation and reports of all production related deviations and problems.

- Run, edit queries using MS Office (Access, Excel) and BAA reports
- Notify, escalate corresponding parties to any observed errors, inconsistencies and warnings related to production steering systems and software
- Monitor peripheral equipment and escalate warning, errors, faults to corresponding custodian. Raise necessary alarm and initiate corresponding emergency procedures
- Execution of system equipment changes, release changes, equipment changes, black-out tests, disaster recovery tests, system availability tests, ….
- Keep Management communication flow running to all relevant TX-R-1 areas.
Education
- BEng, Bcom Stats or BSC Computer science qualification
- Specialised computer and web page training
- SQL and database experience an advantage
Work Experience
- Must be able to establish a good communication network within the different cores
- Must be able to advise/inform/escalate across cross functional production teams.
- Give critical performance/plant information and prognosis to top management.
- Position has no direct reports and relies on ability to work in cross-functional teams
- Motor industry experience and preferably production control environment
- Working knowledge of plant production-systems and software including IPS (PPE/OSM)
Process Supporter
- To drive daily work organisation within area of responsibility in order to achieve effective communication within the production system.
- To achieve hourly volume targets through mean-time to repair and mean-time between failures by proactively managing and initiating containment actions, immediate problem solving and/or escalation when necessary.
- To identify non-conformances, provide all customer concerns to the associates, initiate problem solving and implement robust processes to exceed customer satisfaction.
- To ensure process adherence, optimise and observe core processes through daily process confirmation to ensure stability and continuous improvement.
- To control and contribute to the allocated section budget at cost per unit target in order for the section to remain profitable and cost effective.
- To maintain a healthy and safe environment through enforcing compliance to IMS requirements.
- To ensure versatility within the team through coaching, training and development and collaboration with associates with the support of process leader.
Education
- Diploma
- Outer surface knowledge and colour codes.
- Spray painting would be an advantage.
