Senior Economist

The Economic Research Department at the South African Reserve Bank (SARB) is seeking a highly motivated senior economist specialising in model development, big data, artificial intelligence (AI) and econometrics to contribute to the institution’s economic analysis, forecasting and policy research. The successful candidate will join our model development team and help integrate cutting-edge AI techniques and advanced econometric models into our economic forecasting and data analytics processes.

SWIFT Administrator

Brief description

The main purpose of this position is to administer, maintain, install and support the South African Reserve Bank’s (SARB) payment system as well as the internal and external business processes of the Society for Worldwide Interbank Financial Telecommunications (SWIFT) for the SARB, the Southern African Development Community real-time gross settlement (SADC-RTGS) system and the South African Multiple Option Settlement (SAMOS) system.

Detailed description

The successful candidate will be responsible for the following key performance areas:

  • Respond to unplanned system outages by investigating, troubleshooting and remediating any incidents.
  • Establish and maintain stakeholder relationships with vendors to ensure the efficient running and maintenance of the payment systems (i.e. SWIFT Alliance suite, SWIFTNet Network and SWIFTNet WebAccess infrastructures as well as the SWIFT Hardware Security Model (HSM)).
  • Securely install and administer the payment systems to enhance the resilience, redundancy and continuity thereof.
  • Be responsible for delivering work that meets the time and quality standards set by more senior staff members.
  • Provide second-level support to end users in all departments (e.g. National Payment System Department, Financial Services Department and Financial Markets Department), including proactive preventative maintenance and upgrade of the payment systems.
  • Facilitate and coordinate the technical configuration (by vendors) to integrate payment systems into the SARB’s information technology (IT) environment.

Strategic Sourcing Consultant: Information Technology

The successful candidate will be responsible for the following key performance areas:

  • Define own work plan and deliverables with guidance from the Category Lead.
  • Source IT-related goods and services in accordance with the SARB’s Procurement Policy and relevant legislation, including the Broad-based Black Economic Empowerment Act 53 of 2003.
  • Source IT-related goods and services, including, but not limited to, market research, the preparation of requests for tender/proposal/quotation/information, the evaluation of bids, commercial negotiations, recommendations for supplier awarding as well as the preparation and presentation of submissions to relevant committees. 
  • Manage the entire value chain of requisitioning, including the contracting cycle.

Resolution Planning Specialist

Job Description

The successful candidate will be responsible for the following key performance areas:

  • Conduct research and draft policies related to the resolution functions of the South African Reserve Bank (SARB).
  • Draft plans and assess the operational preparedness of the financial institutions in resolution. 
  • Analyse data submitted by financial institutions for the purpose of developing resolution plans and conducting resolvability assessments and present findings to the Senior Resolution Planning Specialist.
  • Identify information gaps and develop proposals to address them. 
  • Ascertain and interpret industry-wide issues associated with the coordination and management of failing financial institutions and the risks posed by such failures.
  • Participate in engagements with financial institutions and industry stakeholders on issues related to resolutions.
  • Identify and highlight impediments to orderly resolutions and facilitate internal and/or external meetings to review these and develop recommendations for the SARB executive.

The South African Reserve Bank (SARB) is looking to employ seasoned professionals with expertise in enterprise architecture, solutions architecture, physical security architecture, risk analysis and/or design to augment its Enterprise Architecture team.

Various roles are available. The successful candidate(s) for each position will be responsible for the following key performance areas:

Solutions Architects

The main purpose of this position is to develop and implement the architectural design of solutions to support the business goals and to ensure alignment of business and IT at a solution level within the SARB.

  • Experience in application analysis/architecture and/or design and/or enterprise architecture and/or solutions architecture is required for this position. Experience in the submission of returns and/or an understanding of regulatory submissions would be an advantage.

Enterprise Security Architects

The main purpose of this position is to manage the security architecture domain and landscape, develop reference content and ensure the application thereof in the strategic and operational environment for a safer SARB.

  • Experience in risk analysis, physical security architecture, design, enterprise architecture or solutions architecture is required for this position.

Integration Architect

To deliver the blueprint architectures aligned to the SARB technology and data strategy, provide thought leadership, technical guidance, and solution architecture oversight within the SARB IT landscape.

  • Experience in at least three architecture domains such as business architecture, data architecture and application architecture;
  • Defining, developing and maintaining reference models, principles, standards, frameworks and patterns for integration architecture; and 
  • Collaborating with, and advising relevant business, system and technical stakeholders to develop, implement and harmonize end-to-end solution architecture and interoperability of business, data, application, technology, integration, infrastructure and security architectures now and in the future.
