Senior Manager: Talent & Performance

Requirement Overview

The Senior Manager for Talent and Performance plays a critical role in developing and executing strategies to attract, retain, and optimise the performance of employees within the AGSA. The incumbent is responsible for developing and implementing talent and performance management strategy and supporting programs, identifying areas for improvement, and ensuring that the AGSA’s talent aligns with its strategic objectives. This role requires a deep understanding of HR practices, performance and talent metrics, and the ability to collaborate with and influence various stakeholders to drive organisational success.
The incumbent will also design and conceptualise talent and performance management infrastructure, systems, procedures and value chains to directly impact employee experiences across the employee lifecycle. An important measure of success is the net promoter scores obtained from relevant employee surveys and the AGSA’s position as an employer relative to other public service entities. The Senior Manager for Talent and Performance is pivotal to the AGSA’s ability to attract, develop, and retain top talent, ensuring the achievement of strategic goals and objectives.

Roles & Responsibilities

Strategic Function

  • Develops and refines strategies for attracting top talent that aligns with the AGSA’s objectives.
  • Establishes and manages a performance management framework that fosters a culture of continuous improvement.
  • As may be required, co-designs and/or reviews the Organisation Effectiveness BU’s operating model and value chain to align with the People strategy.
  • Collaborates with People Partners to understand the specific needs and challenges of each business unit or department.
  • Based on sound understanding of the AGSA’s business goals, business and operating models and core processes (business acumen), influences and aligns the People strategy into clear business unit people objectives and action plans to support the achievement of the overall organisation objectives.
  • Works closely with People Partners, Shared Services, and the CPO to develop and refine the AGSA’s talent and performance management strategy.
  • Provides People Partners, Shared Services, and the CPO with relevant data and insights on employee satisfaction, engagement, and other People metrics, to assist in making strategic decisions and changes to the People Strategy.
  • Inputs towards and contributes to the development of the People Strategy, and the operational alignment and implementation thereof, to help achieve long-term objectives

Product Management and Operations

  • Designs and conceptualises talent (team to individual level) performance management practices across the People value chain and employee lifecycle which will align to the organisation and People strategies. In respect of Talent Acquisition:

o Identifies critical skill gaps and designs recruitment plans to address them.
o Implements innovative sourcing techniques to tap into diverse talent pools.

  • In respect of Performance Management:
    o Creates and maintains clear performance metrics and key performance indicators (KPIs) applicable to all portfolios and BUs.
    o Designs and implements a feedback system to improve employee performance.

In respect Talent Development and Training:

o Identifies skill development needs and designs training programs to address them.
o Aligns training initiatives with long-term talent development goals.
o Evaluates the effectiveness of training programmes through feedback and performance data

In respect of Succession Planning:
o Creates and maintains a structured succession planning process to identify and prepare high-potential employees for leadership roles.
o Ensures a strong talent pipeline that can seamlessly fill key positions when needed.
o Collaborates with managers to groom potential successors.

  • In respect Analysis and Reporting:
    o Generates regular reports that provide insights into the effectiveness of talent and performance management strategies.
    o Uses data-driven insights to make informed decisions and improvements.
    In respect of Policy Alignment and Compliance:
    o Stays updated on labour laws, regulations, and industry best practices.
    o Ensures that talent and performance management practices are in compliance with all relevant laws and company policies.
    o Develops and updates People policies to reflect changes in employment regulations. In respect of Employee Wellness and Wellbeing:
    o Contributes to the creation of strategies to enhance employee engagement and well-being, as engaged employees are more likely to perform at their best.
    o Contributes to the implementation of initiatives such as surveys, feedback mechanisms, and wellness programs to support a positive workplace culture.
    In respect of Leadership and Change Management:
    o Leads and inspires People practitioners and HR Squads teams and cross-functional groups to implement talent and performance strategies.
    o Effectively manages change and transitions, helping employees adapt to new initiatives.
  • Applies design thinking to understand employee needs and listen to incorporate feedback.
  • Continuously assesses and refines talent and performance management processes and programs.
  • Adapts to changing business needs and industry trends to ensure ongoing effectiveness.
  • Implements and monitors subjective experiences of employees to talent and performance initiatives through processes, systems, and human touch points.
  • Collaborates with People Partners in change management initiatives, ensuring that employees are well-prepared for organisational changes.
  • Assists People Partners in accordance with the talent and performance plan with identified processes and products ensuring an enhanced employee lived experience.
  • Monitors the AGSA’s ability to retain valuable talent.
    Data Literacy and Digital Agility
  • Use data analytics and HR technology to track and assess talent and performance metrics.
  • Collects data, analyses it, and interpretate the information to provide actionable people and business insights in delivering the people plans.
  • Draws insights from data and trends to improve processes, employee engagement and policy alignment across the business and diagnose people issues and recommend effective solutions.
  • Leverages technology to increase efficiency and drive business results to improve the digital employee experience of talent and performance programmes, which leads to increased engagement and communication.
  • Utilises technology to increase the impact of the People function and prepares the AGSA for the adoption of digital practices.

Stakeholder Management

  • Collaborates within the People portfolio, audit and non-audit portfolios, BUL’s, and senior management to ensure talent and performance management initiatives are aligned with the AGSA’s strategic plan.
  • Acts as a strategic advisor to senior leaders, providing insights on how talent and performance initiatives can drive business success.
  • Regularly communicates with senior executives and leaders to align talent and performance initiatives with the organization’s strategic objectives.
  • Provides updates on the impact of talent and performance practices on the AGSA’s performance.
  • Collaborate with the People portfolio colleagues to ensure that talent and performance strategies are integrated with People functions, including recruitment, training, and people experience management.
  • Shares insights and data related to talent and performance management maturity to support People decision-making.
  • Acts as a liaison between management and employees, gathering feedback, and addressing concerns.
  • Collaborates with managers to ensure they understand the importance of the talent and performance management and their role in shaping it.
  • Collaborates with the Employment Relations function to establish and maintain constructive relationships between the employer and employee and identifying the impact on the talent and performance programme.
  • Collaborates with the Senior Manager for Reward and Remuneration to ensure that compensation packages align with the AGSA’s talent and performance objectives.
  • Manages relationships with external vendors and consultants who provide services related to talent and performance, such as psychometric assessment providers or training providers.
    People Management
  • Collaborates with the People team to create and execute training and development programs to enhance employee skills and competencies, including those of the People Portfolio.
  • Manages own performance to drive productivity and effectiveness.
  • Operationally assists HR squads of multidisciplinary teams to resolve a specific business problem.
  • Motivates, coaches and provides mentorship other staff to ensure maximum productivity and development of the staff to their full potential.
  • Provides leadership and direction to junior staff.
  • Supports the implementation of the activities outlined in the BU People Plan, transformation/culture plans.

Financial Management

  • Collaborates with People portfolio leadership to develop and manage the budget for talent and performance management initiatives.
  • Ensures that financial resources are allocated effectively to support recruitment, training, and talent development programmes.
  • Cost of employee turnover- may be required to calculate and periodically report the financial impact of employee turnover on recruitment, training, and lost productivity etc.
  • Understands and contributes to the finance principles, risks, reward, and business outcomes to ensure the management of an effective and sustainable People Portfolio.
  • Gives input to the budget and contribute to the development of the unit’s budget, Portfolio budget, project budgets etc.
  • Analyses the costs associated with talent acquisition, training, and development programmes.
  • Identifies opportunities for cost savings or process improvements while maintaining quality and effectiveness.
  • Assesses the return on investment (ROI) for various talent and performance management initiatives.
  • Determine the financial impact of programmes by tracking their contribution to productivity, retention, and overall business performance.
  • Provides financial reports and analysis related to talent and performance management initiatives to portfolio leadership.
  • Forecasts future financial needs for talent and performance management initiatives, taking into account growth, changes in strategy, and industry trends.
  • Effectively applies knowledge and skills to compile, balance, monitor and report on People budgets they are responsible for.
  • Suggests and implement initiatives to build a positive work culture in the team and People Portfolio.

Reception support services

  • Efficient and cost effective receptions support services are provided to the staff within the AGSA by doing the following:

Booking of venues
Control of equipment in and out of the building
Answer telephone and take messages
Receiving, registering and distributing faxes and e-mails

Assist with typing duties as and when required by staff within the AGSA.

To provide support to Data Analytics Manager in management of data analytics projects for both MFMA and PFMA audit cycles in accordance with AGSA Policies and Procedures. Skills, Experience & Education

Formal Education

  • Degree in Information Technology (IT), or related field.
    Added Advantage:
  • Microsoft Power Platform certifications (PL100 and or PL200).

Experience/Requirements

  • Minimum of 5 years of IT experience in which 3 years must be designing, developing, and implementing Power Platform solutions. Added Advantage:
  • Experience in the implementation and configuration of the environments and Data Leakage Policies (DLP).
  • Experience in Azure logic apps and DevOps.
  • Experience in working with custom connectors.
