Synopsis
In November 2023 Cabinet approved the Just Energy Transition Implementation Plan (JET IP) which included a chapter dedicated to New Energy Vehicles (NEV). The IDC is tasked with setting up the JET IP NEV Programme Management Office. The JET IP NEV Programme Director will direct and coordinate the implementation of the JET IP NEV workstream activities to ensure alignment, integration and visibility across all five workstreams, the advisory committee and private developers
Job Description
Direct and coordinate the JET IP NEV workstream activities
Coordinate the predefined governance structures to ensure operational efficiency and impact
Direct the Programme Management Office team through planning and coordination of information in order to optimize workflow procedures
Work with the policy and stakeholder specialists and be a single point of contact for public and private institutions to ensure issues between private developers and labour and community are being addressed
Work with the fund programme specialist to source various types of funds for NEV projects and to develop NEV fund programmes
Work with the IDC Industry Planning Unit to source and initiate NEV commercial projects
Provide reports/briefings/thought leadership on NEVs to relevant Ministries/executives including DTIC, DSI, Presidency, DOT, DFFE
Direct and support the NEV Advisory Committee which consists of government, labour, civil society representatives
Represent South Africa at national and international NEV/green transport/funding/sustainability – conferences/seminars/panels/lectures
Financial/Shareholder Returns
Define, manage and report on the Programme Management Office’s budget, adhering to IDC budgeting processes
Internal/Operational Processes
Guide and coordinate meetings and workshops with key stakeholders of the JET NEV workstreams and others (funders, international organisations, foreign offices)
Create and maintain guidelines of conduct for meetings. Ensure guidelines are approved ad periodically reviewed
Ensure effectiveness of councils and workstream and other meetings
Support the JET PMU functions such as stakeholder management, communications, events organisation, and marketing activities, reporting, consultant appointments
Manage records and data for the JET IP NEV Portfolio
Continually improve the process of coordination with stakeholders
Support Workstream lead organisations with secretariate functions, if necessary
Assist in the preparation of presentations for meetings
Maintain organogram of program structure
Responsible for stakeholder database
Track action items and report of status at meetings
Supports technical expert panels/advisory bodies with secretariat functions

Qualification and Experience
Honour’s Degree in Economics, Public Policy, Business, Engineering or Science (4-year degree)
Master’s degree or international qualifications will be an advantage
10-15 years’ experience in a similar role
Demonstrable experience working with high-level officials, government employees, private sector professional and c-suite and finance professionals
Evidence of previous coordinating roles fulfilled
Understanding of the JET investment and implementation plan
Understanding of global decarbonisation agenda and SA role
Understanding of government processes and how to navigate
Understanding of contracting and institutional agreements

Independently conducting own assessments and valuations of plant, equipment and machinery, cognizant of all value forming factors in line with professional guidelines and reporting standards and providing expect advice on:
The appropriateness and reasonability of the Client’s anticipated capital expenditure on plant, equipment and machinery in order to validate against the applicable industry norms.
The functional, economic, physical obsolescence, etc of plant, equipment and machinery including the impact and implications thereof on the IDC’s physical collateral register.
The forecast of total and remaining economic life and value of plant, equipment and machinery including the impact and implications thereof on the IDC’s physical collateral.
The variance between the Client’s and own independently determined estimated capital expenditure costings, envisaged process improvements, etc, including making recommendations for adherence to industry norms and best practices.
The appropriateness of the envisaged plant and equipment installation strategy, methodology, programme and deliverables against set programme milestones.
The risks inherent in the clients’ plant and equipment projects including making recommendations for risk mitigation
The validity and accuracy of reviewed valuation reports of the physical assets prepared by others.
The required continuous improvement on the department’s process, procedures, templates, etc.
