Integration Analyst

Purpose of the job                                                                                                               

The Integration Analyst within the IT Division will be assisting in providing continuous primary technical support on the ICASA Business systems as well as supporting the middleware integration platform. The incumbent will be liaising with both internal divisions and external service providers to make sure that the integration between systems is successfully implemented.

Key Outputs: The successful candidate will report to the Manager: Management Information Systems and their responsibilities will include: ● Advising and designing solutions to business application integration requirements. ● Debugging the Business Applications and Integration platform for errors and provide feedback on possible solutions. ● Testing the Business Applications Integration functionality. ● Rolling out the integration functionality to the applicable business unit/s locally and regionally. ● Development of new in-house applications or customisation of existing applications. ● Reviewing Data/Systems Integration Functional and Technical Design documentation through version control. ● Ensuring that the data architecture is updated as systems are integrated. ● Train users.

Qualifications and Experience: ● 3-year Degree (NQF Level 7), preferably in Information Technology ● Middleware certification would be an added advantage ● A minimum of 5 years’ experience as a developer / programmer ● A minimum of 2 years’ experience using a middleware platform ● Minimum 3 years’ experience using Microsoft SQL as a backend database ● Experience on Oracle 12c or later will be an added advantage ● Experience on Microsoft Power BI will be an added advantage ● Experience on Microsoft Power apps and Power platform will be an added advantage.

Maintenance Assistant

Purpose of the job                                                                                                               

To provide a positive, conducive working environment and high standard of building and facilities maintenance.

Key Outputs: The successful candidate will report to the Manager: Facilities and Fleet Management, and their responsibilities will include: ● Installation; repairing (disassemble & re-assemble); maintaining; and care for buildings, their fixtures and equipment/assets. ● Performing routine and preventive maintenance on all assets and resources of ICASA. ● Performing minor plumbing repairs (unblocking toilets and drains, etc.). ● Conducting minimal repairs on furniture and equipment. ● Checking daily schedules and performing assigned routine tasks and maintenance repair jobs. ● Completing all daily maintenance requests and report any unfinished work to the facilities office. ● Assisting with ensuring that buildings are free from risks and hazards. ● Delivery and collection of groceries and items to various programmes and offices. ● Preparation of the canteen and boardrooms for public hearings ● Setting up recording equipment for official ICASA meetings. ● Assisting with asset verification processes. ● Assisting with physical movement of assets to various offices/boardrooms. ● Assisting with the safekeeping of stored items in storerooms. ● Arranging storerooms and checking that they are safely packed and clean all the times. ● Accompanying service providers when maintenance work is being done. ● Assisting ICASA in its compliance with Occupational Health and Safety regulations ● Assist with identification & completion of facilities risk assessment. ● Checking that all emergency doors are not obstructed, remove and report any obstructions. ● Checking that all emergency doors are fitted with safety brackets for easy opening during emergency evacuations. 

Qualifications and Experience:  Relevant Higher Certificate in Electrical Engineering (NQF level 5) ● Minimum 2 years working experience performing facilities maintenance duties, similar to those specified above.

Purpose of the job                                                                                                               

To manage and develop strategies, plans, establishment, and operations of ICASA facilities, that includes the following business functions: Security Management, Information and Knowledge Management, Fleet Management, Occupational Health and Safety, Property management (lease agreements, etc.), Office facilities and Administration.

Key Outputs: The successful candidate will report to the Executive: Corporate Services and their responsibilities will include: ● Developing and implementing the Facilities Strategy and Strategic Long-term Resource Planning. ● Overseeing the day-to-day operations of the buildings, ensuring everything runs smoothly and efficiently, including building systems (HVAC, electrical, plumbing, etc. ● Ensuring the Authority  complies with local health, safety, and environmental regulations. ● Conducting regular inspections, risk assessments, and implement necessary corrective actions to maintain a safe environment for staff, tenants, and visitors. ● Managing relationships with service providers and contractors, including negotiating contracts, overseeing service delivery, and ensuring quality standards are met. ● Advising and updating the Executive: Corporate Services on facilities issues. ● Facilities Policy and Procedures development. ● Creating and maintaining strategic partnerships with other divisions. ● Management of facilities contracts, SLA’s and lease agreements. ● Overseeing, developing and implementing compliant processes for the facilities business units.

Inspector Technical – Northern Cape

POSITION STATUS         : Permanent

Purpose of the job                                                                                                                 

To conduct investigations, and enforcement activities on radio frequency users within the telecommunications and broadcasting sectors to ensure compliance with the ICASA Act, Electronic Communications Act (ECA) and its underlying statutes, and resolve and /or mitigate harmful radio interference complaints.

Key Outputs: The successful candidate will report to the Regional Manager: Northern Cape, and their responsibilities will include: ● Resolution or mitigation of harmful radio frequency spectrum interference through the analysis of the type of radio apparatus to be used, the operational conditions of filtering systems operations, and the intermodulation products and affected radio frequency bands. ● Investigating compliance of radio apparatus of operators. ● Conducting inspections within the radio frequency spectrum to ascertain compliance with the Acts, underlying legislation and license terms and conditions. ● Conducting interference compliance audits across the Northern Cape Province through measuring output power, harmonics, bandwidth, spurious emissions, and analyzing intermodulation. ● Investigation of high-site radio frequency spectrum installations at locations across the Northern Cape Province through determining the actual physical locations and measuring of site performance against SANS standards, measuring the Voltage Standing Wave Ratio (VSWR), forward and reverse power of the high site, cable loss measurements, sensitivity, and all other related RF properties. ● Compilation of an affidavit detailing findings of non-compliance, Execution of the warrant and searching of the premises, and the Seal / Seizure of equipment in line with standard operating procedures. ● Referring all non-compliance matters to the Complaints and Compliance Committee (CCC) for consideration where an inspector determines that a licensee has not complied with the terms and conditions of its license, license exemption, the provisions of this Act or the underlying statutes or failed to provide broadcasting or electronic communications.

Qualifications and Experience: ● Minimum three-year National Diploma in Electrical, Electronic or Information Engineering (NQF Level 6) ● BSc, BTech or Bachelor’s Engineering degree in Electrical/Electronic or Information Engineering (NQF Level 7) will be an added advantage ● Minimum two years’ experience in a radio frequency environment ● Radio frequency interference investigation experience (added advantage) ● Demonstrate knowledge of Radio Frequency (RF) fundamentals, RF propagation models and parameters ● Proficient in MS Office ● Experience in the use of Electronic Test Equipment and electronic measurements ● Knowledge and/or understanding of project management processes and execution ● Non-endorsed driver’s license.

Purpose of the job                                                                                                                 

To ensure that the IT department can assist the operating departments with their line-of-business systems requirements. The individual helps identify the business needs, determining whether & how best Information Systems (IS) can contribute to meeting them, and formulating request for proposal specifications (e.g. IS-related tenders). The Management Information Systems function must particularly strive to stimulate innovation within business units and promote a broader cross-business unit perspective where different business units can use system components. The incumbent is responsible for implementing the business-related sections of the Master Systems Plan under the Senior Manager’s direction.

Key Outputs: The successful candidate will report to the Senior Manager: IT Services, and their responsibilities will include: ● The development and successful delivery of an annual operating plan which supports the key strategic objectives of the Authority ● Managing the MIS Team ● Managing third party vendors supporting ICASA systems ● Evaluating system requirements ● Managing MIS risks ● Ensuring compliance to IT governance frameworks ● Developing terms of references for new MIS procurement requirements.
