Inspector: Enforcement – Mthatha

Inspector: Enforcement R 488 173 basic salary P/A plus benefits (Mthatha): 

Requirements: National Diploma/Degree in Criminal Justice/Law/Forensic investigation/Policing, or National Diploma /Degree in Security and Risk Management● 4 years or more experience in criminal investigation environment of which 2 years should be experience as an Enforcement Officer and/or an Investigation Officer● Detective course or Detective Learning Programme will be an added advantage and is preferred● Valid driver?s license with 2 years? driving experience. Ideal candidates are expected to have their own reliable vehicle ● Recognition of Prior Leaning (RPL) and applicable knowledge and experience gained On-the-Job may be considered during the selection process.

Key performance areas: Conducting investigations and inspections into complaints and illegal practices pertaining to alleged improper conduct of security service providers ● Conduct routine inspections at security service providers to ensure compliance in terms of the Act and in particular the Code of Conduct Regulations; Service providers include all categories or classes of security services such as Guarding, CIT, Locksmiths, Private Investigators, Electronic Security Industry etc. ● Conduct infrastructure and capacity inspections of new applicant security businesses in order to ensure that they meet the prescribed infrastructure and capacity requirements in order to render security services ● Issue directives to the Private Security Industry in respect of any obligation in terms of PSIR Act and Regulations ● Conduct assessments of training facilities in order to verify whether they meet the accreditation requirements ● Investigate and obtain evidence pertaining to non-compliance by security service providers in respect of the Code of Conduct for Security Service Providers ● Investigations including auditing of records kept by the security service provider in terms of applicable legislation, fraudulent activities and conduct of the security service providers ● Identify any possible contraventions of the Code of Conduct Regulations and compilation of statements and charge sheets relating to the allegations of improper conduct ● Liaise with PSIRA and State Prosecutors regarding charges and evidence ● Serving of Regulation 3(4) notices (charge sheets and summonses) ● Keep abreast of progress on cases initiated which are handed over to other law enforcement agencies , until concluded ● Perform Commissioner of Oaths / Peace Officer functions ● Follow due process in taking affidavits of witnesses as well as aspects dealing with the collection of evidence to prove a case ●Testify in Improper Conduct Enquiries ●Liaise with finance department in respect of outstanding annual fees, fines, and the payment over to the Authority regarding these outstanding annual fees/fines ● Submission of statistical reports on Law Enforcement activities

Officer: Performance Management & Evaluation

Officer: Performance Management & Evaluation R 488 173 basic salary P/A plus benefits (Centurion): 

Requirements: Degree/National Diploma in Business Administration or equivalent ● coupled with at least a minimum of 3 years of experience in strategic planning, performance monitoring, and evaluation environment ●Recognition of Prior Learning (RPL) and relevant on-the-job experience may be taken into consideration during the selection process.

Essential criteria: Skills in planning methodology ● strategic management ● project management ● problem-solving, and analytical skills ● Presentation, training, facilitation, and report writing skills ● Knowledge of relevant and applicable Legislations, Regulations, and DPME & National Treasury Frameworks and guidelines.

Key Performance Areas: Facilitate planning in the Authority by organising strategic planning sessions according to the planning cycle ● Facilitate the preparation of the Strategic Plan (SP) and the annual performance plan for approval by the relevant executive authority ● Compilation and preparation of the Strategic Plan and Annual Performance Plan (APP) linked to the MTEF cycle ● Compile the Annual Operation Plan in consultation with the different programmes for the EXCO?s approval● Review the Performance indicators by different stakeholders and suggest necessary changes● Assist in the development of the M&E system to analyse, report and use performance information ● To effectively lead and implement the M&E system focused on data collection, analysis and reporting of results● Engage internal and external stakeholders to facilitate and coordinate the implementation of results pertaining to planning, monitoring, evaluation and reporting● Development of the performance information Policy and Standard Operation Procedures and monitoring the implementation● Compilation of the entity?s quarterly and annual performance information report in terms of the PFMA and Treasury regulatory requirements ● Compilation of the Authority?s Mid-Term and End-Term assessment report in terms of the DPME reporting guideline ● Monitor and evaluate performance information on a monthly, quarterly and annual basis and suggest measures to improve the monitoring system ● Assist in the audit of the performance information, quarterly and annual.

Labour Relations Administrator

Labour Relations Administrator Salary: R 318 409 basic salary p/a plus benefits (Centurion): 

Requirements: Degree/ National Diploma in Labour Relations or Human Resource Management ●Coupled with a minimum of 2- 3 years practical experience in Industrial Relations/Human Resource Management/Labour Relations environment ●Recognition of Prior Learning (RPL) and applicable knowledge and experience on the job may be considered during the selection process.

Key Performance Areas: Provide administrative support to the Labour relation unit ● Compile statistics and reports and conduct all related functions ● Co-ordinate and collate grievances ● Handle internal discipline and disciplinary cases ● Processing and implement the outcomes of disciplinary hearings ● Assist the Provincial Offices with any other instructed duties ● Assist in preparation of meetings and documents as when they are required, Including booking venue and reserving petty cash ● Schedule disciplinary hearings nationally. Ensure that dates and times are confirmed, all parties are informed and prepare witnesses ● Preparation for disciplinary and grievance hearings ● Prepare bundles for disciplinary hearing or grievance matters ● Ensure the correct completion of all Labour Relations documentation ● Organise logistics related to all CCMA matters, including following up with CCMA administrators regarding case preparation, dates, times, and creating calendar meetings, amongst other responsibilities ● Liaise with Industrial/labour relation service provider for all documentation relating to disciplinary matters ● Follow up on hearing notices and outcomes with Labour Relation/Industrial relation service provider and the relevant managers ● Update Labour Relation spreadsheets and ensuring that information is accurate ● Ordering stationery for Labour Relation Unit ● Workshop Policies and Policy development.
