Mission/ Core purpose of the Job

The Contractor – Regulatory Affairs will provide support to Bayobab in driving the East to West expansion project. This role is a 1-year Contract. 

The Contractor – Regulatory Affairs in particular will support in the following areas: 

  • Developing and executing the regulatory engagement strategy in our francophone E2W markets to ensure successful business establishment and license applications. 
  • Handling documents and correspondence in French and ensuring efficient business translations. 
  • Draft and review regulatory applications and memoranda 
  • Assisting with external regulatory stakeholder management in our targeted Francophone markets.

The Contractor – Regulatory Affairs will be accountable to achieve the following objectives:

  • Review, draft and negotiate regulatory applications and memoranda and provide support with translation of documents and correspondence in English and French language. 
  • Provide support in development of the regulatory engagement strategy for various target markets to ensure successful license applications. 
  • Support in the identification and management of regulatory risks across all markets in which Bayobab operates and its target markets
  • Assist with internal and external regulatory stakeholder management in Anglophone and Francophone markets
  • Work closely with Group and Opco regulatory and related departments
  • Provide support with the management and monitoring of corporate governance rules as per legislative universe
  • Maintain regulatory reports including any required Group reporting. 
  • Build and maintain relationships with key stakeholders and support lobby efforts with the relevant stakeholders

Qualifications

Job Requirements

Education:

  • Bachelor of Law (LLB) or other recognized law degree
  • Admittance to a bar council
  • Fluency in both English and French is essential  

Experience:

  • Minimum 5 years’ experience in Regulatory Compliance and Regulatory engagement across the African Continent in a telecommunications, technology or digital focus company.

Mission/ Core purpose of the Job 

Deliver the overall management of the digital Retail payments ecosystem for the Informal segment. 

Responsibilities

Main Job Functions:

  • Manage the MoMo payments roadmap for informal segment.
  • Manage relationships with internal partners and third parties to scale the Informal Merchants growth opportunity.

Qualifications

Education:

Job Description

This role is responsible for implementation, deployment, and support of systems enabling the monitoring of infrastructure and applications based upon Microsoft, Linux, Unix and other technologies.

Context: (Global influences, environmental / industry demands, organisational mission, etc.)
•    The stability of systems is directly related to MTN’s image. A loss of stability could potentially result in significant revenue loss.
•    Over 7000 users make use of the systems.
•    The installation and upgrades of equipment is a carefully planned operation and it is imperative that migrations of systems are transparent to the business.
•    A number of projects must be prioritised and managed in the IS Infrastructure Planning discipline and implementations must be done within defined timelines and must be transparent to the business.

System Ownership

Core Planning Functions
Living System Logical Architecture Documentation
•    Each system required documentation used to convey the full logical architecture of a system with all use cases and functional logic within
•    This must be the first port of call when wanting to convey a new requirement or a change to the vendor
•    With these documents, the creation of an FRS (Functional Requirements Specification) is quick as the full functioning is already mapped out avoiding any need to reverse engineer
•    The success of this document is determined by whether an alternative vendor could use it to reproduce a systems functioning with least 95% level of accuracy
•    Make sure these are updated at the completion of every project

Living System Snapshot, Roadmap and Project History Documentation
•    Each system requires a document that is updated on a quarterly basis which must cover
o    The capacity of the system (licenses and hardware)
o    The current and historical utilisation of the system (traffic)
o    Functional overview of the system
o    History on projects which incurred changes to the system
o    A Roadmap including:
    Business as usual projects (BAU)
    Proposals to Business

Requirement Analysis and the supply of Functional Specifications to vendors
•    One needs to play active role in requirements analysis. This means providing comprehensive input on:
o    Business Requirement Definitions
o    Marketing Plans
o    Marketing Road-maps
o    Marketing Strategy
o    Core Network Strategy
o    BAU requirements as identified for each system
o    End to End Solution Architecture Requirements
•    And from any final set of requirements a Functional Requirement must be created which serves to:
o    Impart an understanding of the problem space
o    Provide the business and product objectives of the project
o    Give an understanding of where the product and target system are in the context of fulfilling the business objectives
o    Provide detailed and specific instruction to the reader in terms of what the target system or component thereof is required to achieve
o    Provide an understanding of the environmental and business constraints in achieving a solution to the requirements
o    Provide documentation creation and update requirements for the project

Capacity planning for special events or increasing traffic volumes
•    Planning of a systems footprint, licensing and utilisation must take place. This includes:
o    Software Upgrades on platforms
o    Hardware replacements or forklifts
o    New hardware
o    Licensing upgrades
•    This also includes providing details on topology changes, managing site preparation and working with other areas on Core and IP network integration and design

Innovation and Proof of Concept work
•    In any environment one is required to demonstrate possibilities to Business. This usually takes place through what is known as a Proof of Concept (PoC) and can be in one of two forms:
o    Those where a full functional requirement is created for a vendor to provide all aspects to the PoC
o    Using ones multi-skilling in order to demonstrate features which often requires the need to write scripts and/or small ad-hoc applications in order to perform such a demonstrations quickly and therefore at the lowest cost

System Reporting and E2E testing
•    There has to be a focus on Systems relating to driving
o    Subscriber Experience testing
o    System utilisation reporting
•    This requires:
o    Deep system knowledge
o    Database and report writing skills
o    Scripting and general development/coding skills

Incident and Event Reporting
•    Each year there is at least 1 event (Festive Season) that needs to be planned for and constitutes:
o    A Capacity and mitigation plan prior to the event
o    A Post event report on the traffic experienced and any learnings from issues that arose during the event
•    Each year any system would have a few major incidents that would happen and Operational areas require assistance on assembling these
Financial
Vendor Relations, Leverage and Quarterly reporting
•    Meet with vendors as least twice a year
•    Convey problem areas to vendors and request action plans
•    Ensure that vendors supply quarterly reports on system health and utilisation and anything else as per contract
•    Ensure that assistance is provided to obtain maximum value for minimum cost from vendors

Budget assistance and tracking
•    The Living System Blueprint, Topology, Utilisation, Roadmap and Project History” for each system is to contain a roadmap of projects requiring funding
•    Spend must be kept which includes tracking of the following:
o    Breakdown of spend (tangible and intangible software, licenses and hardware)
o    Project numbers
o    Requisition numbers
o    PO numbers
o    Invoice numbers
•    All funding must be capitalised within the targets set by MTN

Customer
Delivery of Business projects
•    The primary objectives is to deliver on requirements set by the business and make sure that changes needed on platforms owned take place on time and within budget
•    In addition all changes must be of a high quality such that bugs are kept to a minimum to ensure smooth testing cycles

System/Project hand-overs to Operational areas
•    Ensure that all systems (or set of systems) are properly documented for Operations by the vendor
o    Documents include:  Installation & Operations Guides, 3rd Party Interface Control Documents as well as  ATPs (Acceptance Test Procedures)
•    Supply Living System Logical Architecture and Living System Snapshot, Roadmap and Project History Documentation created from planning activities
•    Work with Operations to perform the ATP together with the vendor
o    Assist with any automation of ATP procedures by writing scripts
•    Assist with any script writing to put in place End to End test procedures
•    Ensure that System utilisation reports are in place

Supervisory / Leadership / Managerial Complexity
•    In all matters and decisions to seek consensus with, and contributions from, as wide a group of stakeholders as possible
•    Ensure that Customer and project issues are identified timeously, documented, resolved and communicated

•    At least 3 years’ experience in the IT/Telecoms industry and specifically the application of Information Technology within the telco space of which at least 1 year should be applicable experience at an internationally recognized operator. The Engineer must be widely read and know about many facets of Telecoms including open-source projects and I.T. technologies in general
•    Minimum of 3 years’ experience in a area of specialisation; with experience in supervising others

Responsibilities

Core purpose of the Job: 

  • Perform operation and maintenance activities on all Customers related Systems and Application to ensure highest systems availability and performance.

Responsibilities

Key Tasks: 

Under supervision of the IT Sr. Manager to perform the following systems responsibilities within Enterprise Systems and Reporting Areas:

Systems Management

  • Manage Enterprise systems availability like EMM, EVA, RAFM, ENGINE ROOM, IPOS, ARCSIGHT
  • Manage MTN BENIN Business Reporting and Power BI Platforms
  • Manage Systems capacity: To identify drivers of systems capacity and propose forecasts for resource
  • Partake in the design of business continuity and disaster recovery plans, ensure approval, maintenance and adequate reviews thereof take place in order to keep them relevant and up to date. 
  • Manage incidents and problems in collaboration with the Service Management Manager
  • Maintain Revenue Assurance et Fraud Management Systems
  • Manage systems configurations and actively contribute with reliable and accurate inputs for the populating of the CMDB and SMART IT and Digital Workplace
  • Ensure change management framework is respected all the time and that all changes are risk free 
  • Perform feasibility studies for projects, products and services submitted to IT department via the IT Service Delivery
  • Manage Internal and External Audits

Suppliers and Partners Management

  • Ensure that suppliers agreements are in place and all systems are always covered by adequate supporting agreements with SLA and appropriate KPIs
  • Ensure that suppliers and vendors of IT Systems and services are providing services to MTN as per the agreed SLA and that MTN is getting the maximum out of its agreements.
  • Ensure that suppliers performances review meetings happened as agreed in the contracts and reports on KPIs are issued
  • Ensure that KPIs, underperformances and good performances, are managed according to relevant clauses for bonuses and penalties if any.

Projects Management     

  • Ensure that projects are managed so as to meet MTN business requirements and that all projects are documented with signed paper works wherever necessary so as to avoid personalization of systems but also, time management, budget, quality, risks are controlled and optimized all the above in collaboration with the CPG.

Policies and Procedures

  • Ensure prompt identification of areas that necessitate policies and procedures and gather the required information for such policies and procedures, prepare them and get them signed-off
  • Ensure that existing policies and procedures are always up-to-date and in effect in your area and at any point in time one can provide with evidence of application

Supervisory / Leadership / Managerial Tasks: 

  • Set goals and objectives for direct reports, monitor progress and maintain motivation.
  • Manage performance of team.
  • Identify staff training and development needs and implement necessary actions.
  • Input in hiring talents.
  • Create an enabling culture and environment for team to deliver on business objectives

KPA Quality Standards/ Measures (KPI’S for job)

  • Managed Service Contract Management 
  • Consolidated MSO service delivery as per SLA.
  • Vendors’ performance per SLA
  • All Multi Vendors SLAs are reviewed and implemented timely and within budget 

Qualifications

Education:

  • Minimum Master. Electrical/Electronic Engineering or an equivalent qualification.

Creativities 

  • A good understanding of the telecommunication and ICT industry 
  • Strong collaboration with all departmental heads.
  • Good Knowledge on Robotic Process Automation (RPA)
  • Excellent management of stakeholder relationships
  • Excellent understanding of the direction of the business
  • Continuously improving the automation of reporting systems to deliver accurate report to business and group on Time.
  • Define new ways to manage Revenue Assurance and BRM Findings

Experience:

  • 4 years of extensive experience in Managing Enterprise systems and Business Intelligent Platforms.
  • 2 years experiences in a managerial position

Professional competencies

  • Knowledge and experience with IT Service Management as promoted by set of best practices (ITIL, eTOM, COBIT) and certification will be highly recommended.
  • Understanding of Business Intelligent Management and impact thereof upon the business

In line with the overarching Group Governance Framework and Strategy, establish and maintain effective third line assurance department encompassing internal audit and forensic services. 

The position is responsible for the leadership, governance, management of MTN BENIN  Internal Audit and Forensics Services function and providing independent assurance on the internal control environment of the MTN BENIN through the implementation of the Group Internal audit and Fraud Risk Management Methodologies, systems, tools and best practices as prescribed by the Group Internal Audit and Forensics function. The role will be adding value to the business through recommending and monitoring remedial actions.

Continuous Risk & Compliance Management & Reporting:

Responsibilities

Will be accountable to achieve the following objectives :

  • Provide effective leadership, advise and consult to MTN BENIN on matters of internal audit & forensics 
  • Lead the effective implementation of MTN BENIN  Internal Audit and Fraud Risk Management charter, policy and strategy as informed by the MTN Group Internal Audit and Forensics charter, methodology and systems
  • Establish a well-staffed and competent Internal Audit & Forensics team to service MTN BENIN assurance requirements in consultation with Group Internal Audit and Forensics
  • Ensure utilisation of the Group mandated GRC tools and systems and source ancillary supplementary tools as needed as approved by the Group function
  • Perform special audits on an ad-hoc basis as required by regulators, business line management, the Group or MTN BENIN Audit Committee
  • Lead and/or support specific audits to investigate adherence with policies, procedures, and legal/regulatory requirements to identify and evaluate exposures and to correct defective processes.
  • Evaluate MTN BENIN Risk Management and Governance processes and report to the Group Chief Internal Auditor on the effectiveness of these
  • Respond and effectively manage fraud, bribery, and misconduct related investigations in line with the Group Fraud Policies and ensure remedial actions and taken regarding recoveries, control remediation and employee sanctioning.
  • Implement Group and MTN BENIN wide fraud prevention strategies including the formalising a proactive fraud prevention plan in line with guidance provided by the Group function
  • Adhere to Group escalation and incident management principles regarding forensic and internal audit findings
  • Adhere to the system of management reporting requirements that provides timely and relevant information on all aspects of internal audit and forensics issues to MTN BENIN management and MTN BENIN Audit and Risk Committee and the Group Internal Audit and Forensic function
  • Complete and timely report, on a quarterly basis the internal audit & forensics report and recommendations for the Group Internal Audit and Forensic function as well as the Audit and Risk Committee to assess MTN BENIN  financial controls and general state of the control environment, through adherence to Group Mandated templates and reporting criterion.
  • Ensure the implementation of efficient processes for documenting all audit-related initiatives and activities in line with the guidance provided by the Group function
  • At the relevant levels, review complaints, concerns, or questions relative to internal audit and forensic issues and provide consultative leadership and support to MTN BENIN  as appropriate. 
  • Implement and adhere to the Group Internal Audit and Forensic Quality Assurance Program
  • Implement a learning and development program in line with Group requirements
  • Assist with regional (i.e. outside MTN BENIN  ) audit and forensic activities where required

Role Dependencies

  • Active support from the Group Executive Internal Audit and Forensics as well as MTN BENIN  ARC 
  • Deep understanding of the MTN business strategy 
  • Understanding of MTN BENIN  technology, business and regulatory context
  • Timely decision making and reporting
  • Alignment of MTN BENIN and Group strategy initiatives

Qualifications

  • Minimum 4-year Academic Degree with Honours (B Finance) 
  • Chartered Accountant preferred
  • Professional Internal Audit qualification such as CIA and ACFE preferred
  • English, French 
  •  Minimum 10 years of Senior Management/C-suite Experience
  • Minimum 10 years relevant experience in internal audit and forensics 
  • Minimum 8 years in telecommunications industry
  • Work across diverse cultures and geographies advantageous 
  • Industry recognition and Technology publication
