Job Description
To provide efficient and responsive administration, organising and coordination support and make all logistical arrangements for the Chief Economist. Manage and prioritise tasks and meetings according to deadlines and schedules, while maintaining good relationships with key stakeholders.

Key Responsibilities

  1. Administrative Support

· Work with the Chief Economist to support the planning and execution of day-to-day work functions and key deliverables and ensure communication with all parties.

· Liaise with all levels of DBSA employees as well as external clients/ contacts, managing the diary including keeping all parties informed and updated on all diary changes.

· Draft and edit all communication (letters, routine correspondence) from the business unit to ensure quality control and seek approval.

· Provide inputs, review and quality assurance of all documents and reports.

· Prepare necessary meeting packs and support for engagements as requested by the Chief Economist.

· Act as the point of contact between the manager and internal/external clients:

o Screen and direct phone calls and distribute correspondence.

o Receiving, reading, monitoring and responding to e-mails, as and when required.

o Attend general queries made to the office, answer calls and handle telephonic queries.

o Ensuring appropriate messages are taken and responded to.

o Responsible for document flow in and out of the office.

· Organise and make arrangements for meetings:

o Send out meeting invites and provide details to invitees.

o Book meeting rooms, conference rooms and venues as required for each meeting.

o Ensure there are refreshments and catering where applicable.

o arrange meetings, collect visitors from reception and organise logistics.

o Distribute agendas, meeting packs and documents before the meeting.

o Provide secretariat support in key meetings and interactions to ensure the recording of decisions and follow-up.

· Keep abreast with the Bank’s business conducted by the business unit, to provide broad responses and correspondence with stakeholders and maintain communication across several stakeholder groups.

· Administer leave requests and other processes to assist with administrative processes.

· Organise and document travel itineraries including confirmation of all relevant bookings both nationally and/or internationally.

· Process all claims upon return from trips in terms of the prevailing subsistence and travel procedures/policy.

· Act as a backup and/or support to the administrative team.

· Manage and review filing and other office systems to ensure optimal documentation retrieval and storage.

· Monitor that the business unit is appropriately resourced with daily consumables and ensure an adequate level of stationery is always maintained (utilisation of the SAP procurement system).

· Perform quick desktop research as and when required.

· Undertake other tasks as assigned from time to time.

  1. An Executive Secretarial Diploma / Secretarial Diploma or an equivalent qualification.

  3. Experience in successfully working with Senior Management (essential).

Job Description
The Security Supervisor is responsible for assessing security risks and threats to the organisation and implementing operational methods and processes that mitigate physical security services; i.e. guarding, patrolling, regulating all access and egress, concierge service to the DBSA and the provision of VIP protection services as and when required. The Supervisor is responsible for analysing multiple intelligence, information and data sources and escalating according to security protocols. Coordinate the implementation of physical guarding, security control and security system and operational methods to ensure that the Bank is safe and secure for employees, visitors and physical property and assets.

Key Responsibilities

  1. Physical Security Operations
  • Provide input to the interpretation of legislation for compliance review of the physical security operational plan for physical security and services.
  • Supervise, deploy and optimise the physical security service in line with legislation and the relevant DBSA business and security policies, procedures and processes.
  • Collaborate in the development of security standing operating procedures with particular regard to those related to physical security services.
  • Conduct security risk assessments and business impact analysis to determine the level and type of physical security needed for the DBSA.
  • Engage with business units in the identification of physical security risks for property & maintenance, business continuity, emergency management and risk management.
  • Monitor and analyse trends and advise security management of security threats/concerns and recommend solutions.
  • Protect the DBSA from acts of vandalism, theft and intrusion by supervising physical guarding and patrolling.
  • Collaborate with security awareness throughout the DBSA to ensure a secure workplace.
  • Ensure that all physical security incidents are investigated, to determine the root cause and implement remedial actions to prevent recurrence of incidents.
  • Keep abreast of physical security industry trends, current security issues and security technology and update security management on risks and threats that could impact the DBSA.
  • Manage access and concierge services at the Welcome Centre and Vulindlela Academy to ensure that all visitors and delegates are safe and secure.
  • Manage staff, visitors and parking access and ensure this access is secured.

  1. Security Intelligence and Data Management
  • Operate and maintain the security control centre as the DBSA security and emergency management logistics hub in line with legislation and the relevant DBSA business and security policies, procedures and processes.
  • Provide inputs in risk assessments and business impact analysis to determine the level and type of security required by the DBSA and prepare business cases to acquire and implement solutions where necessary.
  • Monitor trends and provide analysis to security management and recommend solutions.
  • Actively and proactively adapt and focus security systems and operations to mitigate and/ or eliminate risk as an outcome of risk assessments.
  • Actively utilise intelligence, information and data analytics techniques and tools to proactively position available resources and systems to protect the DBSA.

  1. Emergency Management and Disaster Recovery
  • Participate in the support service roles as defined and formalised during any incidents and emergencies.
  • Collaborate to ensure that all business recovery/contingency plans and/or procedures held within the security control rooms are always kept up to date.
  • Act as a point of contact, 24/7/365 for any emergencies that may occur.
  • Lead physical security incident management according to the prescribed security protocols.
  • Monitor that the appropriate training, renewable certifications and assessments are conducted and renewed for all security staff including for disasters, fire and bomb procedures; use of technical equipment and routine security duties.

  • Collaborate in continuously maintaining a Statutory and DBSA compliant Regulatory framework, by;
    o Routinely reviewing Statutory Acts and PSiRA standard gazette updates
    o Regularly reviewing the DBSA Security Policies and procedures; and
    o Aligning the Security Legal Operational framework accordingly.
    o Ensure that the DBSA maintains full compliance with all legislative acts including the Occupational Health and Safety Act regulations
    o Maintain a good working knowledge of above throughout the physical security staff complement and the DBSA.
  1. Supervision of Security Operations

To supervise and provide effective leadership to the security team to ensure that:
o All security to all on site customers are delivered within the security policy
o Security Officers are available and appropriately and efficiently allocated to key areas of work and that priorities are always covered adequately.

o Budgets are properly monitored, controlled and managed to achieve best efficiency, effectiveness and value for money.
o Collaborate, manage and encourage continuous improvement in the overall skill and mind set of the security complement through mentorship, training, and appropriate education programs.
o Collaborate, manage and embed security principles of confidentiality, professionalism and client focus and service excellence at all times.
o Ensure that performance agreements for all the security officers are in place and performance assessments are undertaken regularly and formally within the set DBSA timescale.
o Performance and attendance issues are addressed and appropriate action taken.
o Main the Security Operations Manual is up to date for use by all on site security staff to cover duties, individual instructions for each post, attendance, use of security equipment, dress standard, training, etc.
o Devise rosters (manual/electronic) appropriate for the requirement to take account of separate building and reading room security duties.
o Ensure that all DBSA staff and security staff are properly trained in emergency procedures and maintain an ongoing training/retraining program in order to ensure that all staff are familiar with procedures at all times.

Expertise & Technical Competencies
Qualifications and Experience:

Minimum Requirements:

  1. Grade 12 /Matric.
  2. A relevant Security Qualification – PSiRA A Grade.
  3. Minimum of 5 years’ experience in the security industry at a supervisory level.
  4. Proven team lead/supervisory experience within the security industry and the public sector.
  5. Knowledge of the Public Office Security Policy Framework and mandatory requirements.
  6. EMS/DMS/BCM experience.
  7. Strong knowledge and experience in Security Practices and Methodologies.
  8. Strong knowledge and experience in Physical and Control Centre Security Logistic Practices and Methodologies.
  9. A sound working knowledge of security best practice and legislation affecting the security role.

Desirable Requirements:

Job Description
Support the back-office team to achieve financial strategy and vision by ensuring alignment of the Bank’s Financial Strategy, through conducting financial modelling, scenario planning and forecast and reviewing and amending financial policies to support the business.

Key Responsibilities

Strategic Reporting and Investment Support:

Facilitating the alignment of the financial strategy with the business strategy as far as the asset and liability portfolio of the Bank is concerned.
Review the asset and liability performance to confirm alignment between the DBSA corporate strategy with the Bank’s operating model.
Preparation of reports encompassing financial modelling, scenario planning, and forecasting in support of the strategic direction for the DBSA Asset and Liability portfolio.

Qualifications and Experience:

Minimum Requirements:

A Bachelor’s Degree in Commerce or Finance or Accounting.
A minimum of 5 years’ experience in investment banking within the banking environment.
A minimum of 2 years’ experience in relevant treasury accounting, assets and liability portfolio management and experience.
A strong career track record in the back office in a large, complex organisation with multi-dimensional businesses within the banking sector for a minimum period of 4 to 5 years, preferably in an investment banking environment.
Strong, current understanding of and a strong commitment to good corporate governance and specifically international reporting standards including IFRS 9, IFRS, Basel, GAAP and other regulatory requirements including the PFMA.
Understanding of key financial markets.
Knowledge of the relevant legislative framework, i.e. King IV, MFMA, PPPFMA and other relevant legislation etc.
Strong understanding of the integration of back, middle and front office.
Desirable Requirements:

A CA(SA) or CFA qualification.

Evaluate threats using the DBSA Risk Management Framework and methodology.

Develop and maintain the Business Continuity Portal and filing system in accordance with the National Archives and Records Management Standards.

Coordinate Business Continuity Plan Exercises in accordance with the annual exercise schedule;

Report the Business Continuity Status of Divisions / Business Units to Senior Management;

Assist the Division and Business Unit in enhancing, formalizing and standardizing the business continuity planning process, by identifying and selecting BC strategies per Division;

Development of an Incident Management Plan and Support Structure (Strategic, Tactical, Operational);

Maintain and Review all plans quarterly.

Ensure regular reporting to the relevant governance committees providing assurance.

To ensure regular comprehensive reporting to the relevant governance committees.

To provide guidance and support to management and function owners.

Ensure a disaster plan is in place to provide for the protection of vital information assets.

Key Measures/KPI’s

Able to design and implement effective and high quality governance frameworks in accordance with the relevant legislations, regulations, standards and best practise to ensure the risks are managed and compliance is adhered to.

Able to respond; Recover, Restore and Resume Business operations with minimal impact to the business.

Ensure that the BCM programme continuously operates at a minimum of Best Practice Maturity.

Adequate levels of BCM capability are measured throughout the Bank.

Expertise & Technical Competencies
A Bachelor’s Degree or Equivalent Qualification.

A membership of the Business Continuity Institute and/or an equivalent institution.

5 – 10 years of experience in Business Continuity Management Risk Management;

Adequate knowledge of Business Continuity Management and Resilience Frameworks.

Computer literacy and the basic understanding of business concepts.

Basic understanding of how information systems are designed & process data.

A good understanding how Disaster Recovery, Business Continuity, Crisis Management and Emergency Management are integrated under resilience SharePoint or similar system experience will be advantageous.

Experience in writing organisation wide strategies, policies, procedures and training materials will be advantageous.

Project Management experience is an advantage.

At least 6 years of experience in Risk Management preferably in a Financial Sector environment;

At least 10 years of experience in developing, managing, coordinating, implementation, testing and reviewing of full spectrum Business Continuity programmes, disaster recovery, emergency response etc.;

Expert knowledge of Business Continuity Management and resilience, Enterprise Risk Management and Operational Risk Management Standards and Best Practice; as well as the risk related control frameworks and practices, (COSO, ISO, ITIL, CMM, COBIT, etc.)

Experience in developing a BCM Assurance Framework. An understanding of the corporate wide Insurance especially in terms of Business Disruption Insurance.

Experience in writing organisation wide strategies, policies, procedures and training materials.

Experience of writing and presenting reports to senior management.

Extensive knowledge of the legislative requirements of the Data Protection Act and other information laws.

Experience in the investigation and management of incidents and root cause analysis.

Expert knowledge in Incident and Crisis Management experience.

Ability to assess commercial imperatives with a risk focus.

Ability to take ownership of and demonstrate accountability for issues.
