Manager: Training Material Development

Position: Manager: Training Material Development
Business Unit: Road Traffic Training Academy
Location: Boekenhoutkloof College
Job Purpose: The Manager: Training Material Development is responsible for
ensuring that quality training materials are developed by internal
and external sources aligned to qualification and curriculum
requirements.

KEY JOB RESPONSIBILITIES:

  • To ensure that quality training materials are developed by internal and external
    sources.
  • To assist the General Manager: Training Material Development and Quality
    Assurance with the development of the Training Material Development and
    moderation Policy.
  • To develop and ensure the implementation of set training material development
    standards, processes and procedures.
  • To ensure alignment of the policy, standards, processes and procedures with SAQA,
    QCTO and relevant SETA requirements.
  • To consult with tertiary institutions and relevant bodies to enhance training material
    development processes and methodologies.
  • Ensure the implementation of the curriculum in line with identified needs and NQF
    standards
  • To manage the Training Material Development Department within the Road Traffic
    Training Academy ensuring that set performance expectations are met.
  • To manage the communication flow between the team members within the Training
    Material Development Department and all staff and external service providers.
  • To deal with emergencies within the RTMC Operations and ensure that all Training
    Material Development staff know what needs to be done.
  • To maintain and build relationships with all stakeholders and service providers to
    ensure service level requirements are met.
  • Liaise with and discuss training material development needs with identified Higher
    Education Institutions, the Quality Council for Trades and Occupations, relevant
    SETA’s and bodies of interests.

QUALIFICATIONS AND EXPERIENCE:

  • Matric (NQF Level 4) essential.
  • Bachelor’s degree in Education, Human Resource Management, Training and
    Development Management or equivalent qualification (Essential).
  • Honours degree in Education, Human Resource Management, Training and
    Development Management or equivalent qualification (Advantage).
  • Six to eight (6-8) years relevant curriculum development or training material
    development experience of which 3 years should be at Supervisory level.

    assessments that meet moderation and verification standards.
  • Policy and Accreditation Alignment – Ensures all material aligns with sector
    education and training authority (SETA) requirements, accreditation standards, and
    quality councils (e.g., QCTO).
  • Project Management and Delivery – Capable of managing multiple curriculum
    development projects with strict timelines, budgets, and stakeholder input.
  • Monitoring and Evaluation – Designs tools to track training effectiveness, learner
    performance, and outcomes aligned with occupational competencies.

Manager: Training Quality Assurance

Position: Manager: Training Quality Assurance
Business Unit: Training Quality Assurance
Location: Boekenhoutkloof College
Job Purpose: The Manager Training Quality Assurance is responsible
for ensuring that all developed training material complies
with all QCTO, SAQA and Training Norms and Standards
requirements.

KEY JOB RESPONSIBILITIES:

  • To ensure that all training material developed is reviewed and quality assured.
  • Assist the General Manager: Training Material Development and Quality Assurance
    with the development of the Training Quality Assurance Policy
  • Ensure compliance with set RTMC Training Norms and Standards training material
    standards, processes, procedures
  • Consult with tertiary institutions and relevant bodies to enhance training quality
    assurance processes and methodologies
  • Consult with SAQA/QCTO, relevant SETA’s and other stakeholders regarding quality
    assurance
  • To ensure the implementation of training related quality assurance processes
  • Assist the General Manager: Training Material Development and Quality Assurance
    with the development of the QMS policy
  • Ensure compliance with the OHS Act
  • Ensure that the lecturing staff comply with qualification and experience requirements
  • Ensure that training is conducted within the set requirements and standards
  • Ensure compliance with the law enforcement culture and required standards, e.g.
    uniform standards and neatness
  • Submit all assessments instruments to the external quality assurance structures for
    quality assurance
  • To manage the Training Quality Assurance Department within the Road Traffic
    Training Academy ensuring that set performance expectations are met
  • Review policies and processes and recommend policy and process changes to the
    General Manager
  • Prepare and submit section reports or ad hoc reports to Management and internal
    clients as and when required
  • To maintain and build relationships with all stakeholders and service providers to
    ensure service level requirements are met
  • To perform relevant people management functions within the allocated sections

QUALIFICATIONS AND EXPERIENCE:

  • Matric NQF Level 4.
  • Diploma in Education, Training and Development, Policing, Traffic Management,
    Quality Management or equivalent (Essential)
  • Bachelors degree Education, Training and Development, Policing, Traffic
    Management, Quality Management or equivalent (Advantage)
  • 6 – 8 years’ relevant Quality Assurance, Quality Management or Training
    Management experience of which 3 years should be at a Supervisory level

    where needed.

Administrative Officer: Training Material Development
and Quality Assurance

Position: Administrator Officer: Training Material Development and Quality
Assurance
Business Unit: Road Traffic Training Academy
Location: Boekenhoutkloof College
Job Purpose: The incumbent is responsible for keeping all administration up to
date and providing administrative support to the entire Training
Material Development and Quality Assurance in Road Traffic
Training Academy.

KEY JOB RESPONSIBILITIES:

  • To arrange functions and meetings for Training Material Development and Quality
    Assurance division.
  • To ensure that all travel arrangements are made within set requirements regarding all
    Bookings, Accommodation, Plane tickets.
  • Ensure that all conferences and seminars are booked properly and timeously.
  • Ensure budget control.
  • Arrange internal and external meetings.
  • To deal with all correspondence.
  • Handling, scrutinising, re-routing and answering of all incoming correspondence (mail
    and e-mail) by pro-active actions and decision-making regarding: Gather relevant
    information as requested (Internet, Presentations, Newspapers, etc.), Compiling
    acknowledgement letters / memo’s.
  • Prepare memo’s, letters, reports, and policies (Dictaphone, electronic recordings and
    copy).
  • Dispatch and follow up of correspondence.
  • Dispatch of internal correspondence within own area of responsibility.
  • Compile month end, quarterly and year-end reports.
  • Gather information and statistics and compile reports based on instructions from
    General Manager.
  • Compile and present Pro-forma budget sheets to the General Manager for approval.
  • Maintain files (physical and electronic) and databases.
  • To maintain and manage all Training Material Development and Quality Assurance
    related administrations as per requirements.

QUALIFICATIONS AND EXPERIENCE:

  • Matric (NQF Level 4) essential.
  • Diploma in Public Administration/ Administration NQF 5 (Essential)
  • National Diploma in Public Administration/ Administration Qualifications (NQF Level
    6) advantageous.
  • 3 – 4 years of administrative experience (Essential) of six (6) months in a full-time
    administrative role (desirable)

  • Training Material Management – Assists in compiling and formatting learner guides,
    facilitator manuals, assessment tools, and supporting documents in alignment with
    QCTO standards.
  • Document Control and Version Management – Maintains records of all training
    materials, including versions, amendments, and approval documentation.
  • Quality Assurance Administration – Supports internal moderation processes,
    tracks PoE submissions, and ensures documentation aligns with assessment and
    moderation checklists.
  • Compliance Support – Assists in preparing documentation for accreditation,
    verification, and audit purposes (QCTO, SETA, or Quality Councils).
  • Data Management and Reporting – Manages learner data, registers, attendance,
    and assessment results using spreadsheets, LMS platforms, or academic
    management systems.
  • Stakeholder Liaison – Communicates with facilitators, assessors, and ETQAs to
    gather and submit necessary QA documentation.
  • Templates and Administrative Tools – Maintains standard templates for PoEs,
    moderation reports, curriculum outlines, and material approval forms.
  • Policy and Procedure Familiarity – Understands institutional QA policies and
    national occupational qualification compliance frameworks to support accurate
    implementation.
