PUBLIC HEALTH DIRECTORATE

EMPLOYEE ASSISTANCE PROGRAMMES OFFICER

(OCCUPATIONAL HEALTH, SAFETY AND WELLNESS)

POSITION CODE: 250598

TASK Grade 12 (R495 744 – R688 244 per annum)

(Basic salary only, excluding benefits)

Qualification and experience required:

  • B.A. in Social Work (Honours).
  • Registration with South African Council for Social Services Professions (SACSSP).
  • EAP course an added advantage.
  • Computer literacy in MS Office.
  • A valid Code EB driver’s licence.
  • Three to four years’ relevant work experience.

Key attributes and competencies:

  • Good oral and written communication skills in English.
  • In-depth understanding of the application of the legislation, various policies and procedures regulating EAP of individuals in the workplace.
  • Planning and analytical skills.
  • Ability to develop and update EAP policy.

Job purpose:

Aligning and implementing the Employee Assistance Programme (EAP) strategy and objectives through consultation and participation with internal forums/committees, developing and updating of EAP policies and practices, planning and programme design, individual counselling, formulating guidelines for HIV/AIDS programmes and maintaining, provision of management information, and evaluating the quality and adequacy of approved external interventions in developing the capacity and capability of programmes.

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.

Qualifications and experience required:

  • Degree/B.Tech in Environmental Management.
  • Registration with Environmental Assessment Practitioners’ Association South Africa (EPASA) or similar professional body.
  • Computer literacy – MS Office applications.
  • A valid driver’s licence.
  • In-depth applications of the procedures, laws and by-laws applicable to functionality.
  • Five years’ relevant experience in the field.
  • Three to four years in middle management.

Key attributes and competencies:

  • Proficient oral and written communication skills in English and at least one other official local language.
  • Good interpersonal, conflict resolution, negotiation, problem-solving and organisational skills.
  • Excellent report-writing and presentation skills.

Special conditions associated with the position:

  • Must be physically fit and able-bodied.
  • Ability to walk during site visits in various terrains and weather.

As part of the selection process, the recommended candidates will be required to undergo a medical examination at the Municipality’s Occupational Health and Safety Division.

Job purpose:

Initiating, managing, coordinating, facilitating and directing the development, implementation, monitoring, evaluation and reporting sequences and outcomes associated with plans and programs designed to accomplish key strategic service delivery objectives with respect to Environmental Management through activities associated with strategic planning, the development, administration and maintenance of management plans for Coastal Nelson Mandela Metro Open Space System (NM MOSS) and Reserves and Natural Areas, the formation of Conservancies, evaluation of Environmental Impact Assessments (EIAs) and Land Use matters, sustainable development and implementation of the Environmental Management System and development of strategy for climate change, compliance with international environmental standards and performance of related administrative and personnel processes supporting accomplishment of service delivery objectives encapsulated in the Integrated Development Plan (IDP).
