Job description

Flight Procedure Design – To manage and lead the flight procedure design section through enacting the Regulatory and SMS processes.  Accountable to Head ASM & TA with regard to managing the FPDO.  Reporting to Head ASM & TA and the SACAA including addressing safety concerns or identified deficiencies within the FPDO.  Accountable for overall progress, reporting and completion of projects, DOT KPI’s and client service requests as per contracted agreements.  Validation and approval of Flight Procedure Designs in accordance with all relevant ICAO SARPS, CARS and CATS requirements.  Ensure compliance of Procedure Design Reports, Charts, Textual Description, drawing file, methodology, assumptions, calculations, user request specifications, aeronautical data and obstacle assessments through quality assurance (checklist) in line with ATNS SMS.  To maintain record of all documentation for audits and SMS.  Provision of Procedure Design Approval Letter for submission to SACAA with approved Procedure Design Packages.  To verify and ensure by accepting responsibility and accountability that designs are produced in accordance with all relevant ICAO SARPS, CARS and CATS requirements.  Review and managing of procedure design processes and procedures.  Conduct safety assurance of proficiency assessments to ensure the continued maintenance of standards and regulation.  Evaluation of findings and documentation of mitigation action in accordance with Third Party Ground Validation Reports and/or the SACAA review approval reports.  To document areas of non-compliance to prevent reoccurrence of safety issues relating to Flight Procedure Design.  Ensure compliance with environmental regulations by ensuring that environmental & noise sensitive areas are identified & considered in designs.  Provide inputs into Safety Group Meeting as PANS-OPS representative.  Provide guidance with regards to safety assessments relating to Flight Procedure Design.  Provide guidance to ensure implementation of recommendations resulting from SACAA Part 173 and 177 audits.  Ensure compliance with all relevant ICAO SARPS, CARS and CATS requirements.       Provide inputs into the ATM and safety roadmaps.  Provide relevant inputs to ICAO state letters.  Manage and review the FPD/Charting training and standards maintenance program.  Identify, monitor assess and address designer/charting competency issues.  Develop, manage and oversee PANS-OPS and Charting OJT programmes.  Receive and disseminate 3rd party Applicants, and oversee the conduct of obstacle evaluations in accordance with ICAO DOC 8168 Vol II and Annex 14 by obstacle evaluators

Marketing and client interaction (Internal and External) – Communicate FP Design services available to potential and existing clients.  Draft formal quotations based on client requests or instruction from BD.  Pursue new business opportunities in conjunction with Commercial Services.  Liaison with internal and external clients including proposals/quotes and associated meetings.  Advising and partaking of technical work groups and committees.  Provide input concerning ATM system development and implementation committees and work groups processing.

Flight Procedures Design, data management and Airspace Design  – Design Flight Procedures and Airspace as per AP005/FPD Operations Manual, including ICAO DOC 8168 Vol II and ICAO DOC 9906 Vol I and ICAO DOC 9613 criteria accepting responsibility and accountability that designs are produced in accordance with the relevant criteria and the SACAA Manual of Procedures, that designs are compliant for the safe operation of aircraft.  Adherence to South African Civil Aviation Regulations.  Regular production of Design Drawings.  Production of detailed Flight Procedure Design reports, tabulations, textual descriptions and supplementary information for submission to the SACAA or external clients.  Production of Calculation records.                Provision of professional advice regarding Airspace Design in terms of PANS-OPS requirements.  Provision of consultation services internally/externally as and when required concerning Flight Procedure.  Consultation, co-ordination and liaison with clients.  Ensuring compliance with NEMPAA and other environmental considerations.  Verification of flight procedure designs.  Remain knowledgeable with respect to all ICAO developments in flight procedure design, AIS and ATM operational concepts.  Remain knowledgeable with respect to all ICAO developments in flight procedure design and airspace design.  Provision of technical advice and input to the airspace design function.  Provision of accountable advice and input to internal or external stakeholders regarding new, existing, amended or suspended instrument flight procedures.  Preparation of information regarding flight procedure design activities within ATNS at workshops.  Maintain Pans-Ops competency through training plan.

Research and position ATNS globally  – Conduct research into new technology, Instrument Flight Procedure developments and Aeronautical Navigation advancements.   Provide specialist consultancy services to ATNS and third parties.  Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS.  Participate in Instrument Flight Procedure Panels/workshops/conferences as relevant.  Represent ATNS at local stakeholder forums.

Associated Management and General Duties – Provide input into PANS-OPS section budgeting requirements.  Plan and provide input on PANS·OPS/Charting section personnel requirements.  Effective Office Management and personnel resources, the creation, maintenance and review of Job Descriptions for Flight Procedure Specialists.  Engage Interviews applicable to the Flight Procedure Design.  Plan and provide input on PANS-OPS section training (in-house and external) and instructor training requirements.  Management of Flight Procedure Design office infrastructure including software requirements to ensure efficient operations.  Provide professional advice into the development of relevant Civil Aviation Legislation.  Implementation of all new ICAO developments and SARPS within the Flight Procedure Design and   Cartography Scope. Establishment, amendment or change of FPD/Charting internal operations manual.   Establishment, amendment or change of FPD management procedures as and when required.  Establish and maintain training manuals as required, including progress tests, reports, and training logs as per South African Civil Aviation Regulations and ICAO DOC 9906 Vol II for in-house and external training.  Record Management of the Flight Procedure Design and Charting Office, as per ISO, Legislation and the ATNS filing system.  Assessing of proficiency for internal and external FPS trainees.  Amendments, Maintenance and Input to internal Quality Assurance procedures concerning FPD/Charting in accordance with ISO 9001:2015.

  • Bachelor Administration or equivalent tertiary qualification                
  • BASIC and Advanced PANS-OPS. Course required in line with ICAO requirements, having completed the 18 months mentorship.

Student needs are accurately determined, and service provided satisfies the needs. Assist students with their individual training issues when required. 

Research: Continuous individual development takes place with an endeavour to become a Subject Matter Expert on products offered within area(s) of responsibility. Research activities are conducted to ensure that high quality products are offered to enhance department’s product offering. Compile a Comprehensive Report and Implementation Plan on research conducted in the external professional environment (formal and informal training, conferences, seminars etc.) Determining appropriate research methodologies for research. Applying appropriate research methodologies for the research and analysing results /conclusions to formulate new concepts and ideas. Conduct in-depth research and provide engineering support to the development of courses within and outside CNS environment. Self-analysis and evaluation. Observation and study of new instructional techniques for lecture, Instructions and laboratory courses. The use of technology where applicable to enhance the learning environment. Research activities are continuous to ensure that the world class courses/programmes can be produced. Conduct training needs analysis (TNA) on training product offerings as and when required by client.

Engineering Support: Participate in project team(s) w.r.t. new training systems installation/s and/or the upgrade as and when required. Assist and co-ordinate the installation /implementation of engineering systems from the training perspective as and when required. Represent the training perspective on ATNS Engineering projects forums in terms of tender evaluations. Represent the training perspective on ATNS CNS planning /Technology, Research & Development forums in terms of future ATM Systems acquisitions. Provide Engineering Instructor support to the Course Development Unit in re-engineering training material/s to meet the expectations of clients and relevant training regulatory bodies. Pilot re-engineered engineering course/s to verify the course material/s validity and provide feedback. Provide Engineering Instructor support in developing training material/s of the newly installed systems to enhance training product offering. Design new instructional materials (e.g. manuals, slides and handouts) with sufficient lead-time to ensure for use in teaching. Engineering components, equipment and systems are maintained and available for training purposes as per QMS procedures. Corrective and Preventative maintenance is conducted as required to ensure the ongoing reliability, maintainability and availability of the ATA training systems as per QMS procedures. Calibration of ATA training and maintenance test equipment is conducted in accordance with QMS procedures. Manage, track and log failures/spares of the engineering training systems as per the QMS procedures. 

Stakeholder Engagement and Administrative Support: Stakeholder’s complaints /compliments are recorded and acted upon in accordance with the QMS. Liaise and ensure all course documentation is submitted to course administrator. Course record file with information /records are compiled for all courses and forwarded as per QMS procedures. Adequate training Components /Equipment /Systems are available prior to commencement of each course and serviceable. Adequate and quality Courseware must be available prior to each course as per QMS. Individual and Consolidated course reports are completed and forwarded in accordance with the requirements of the QMS. Delegates withdraw reports are completed and forwarded to the relevant authority as per QMS procedures. Training and instructional materials are managed in compliance with Document Owner allocations. Document Owner to ensure that instructional materials are maintained professionally to enable training contingency and safely kept in the ATA Library. Mentoring and guiding delegates on the Learnership programme. Attending conferences in the specialist subject area to liaise and network with national /international stakeholders. Participating in the external working groups (e.g. collaborative projects). Prepare and submit information needed for the development of department budgets.

Minimum requirements

Formal Qualifications: 

·       National diploma qualification in Electrical/Electronics/Computer science /systems or equivalent.

·       Train the Trainer and OJTI qualification from an approved institution

Ø  Align daily operations with Regional Operations goals and objectives, ensuring multidisciplinary coordination across the entire Air Traffic Services Unit

Ø  Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.

SHE Compliance Management – Monitor and ensure compliance of business operations and departments with SHE regulations, legislation and company standards; Manage SHE safety issues and implement measures to avoid and/or minimize risks in compliance with relevant regulation and legislation; Monitor and ensure that SHE organisational risks are identified and avoided or minimised through the development and implementation of effective mitigation plans and actions; Provide oversight on the conducting of SHE audits in compliance with the rules for auditing management systems against ISO 45001, by ISO 19011, and ISO/IEC 17021 and the OHS Act 85 of 1993, report audit results as required, and identify opportunities for improvement. Ensure appropriate corrective action where required; Review and include audit results in the Safety Assurance Report provided to the Safety Review Committee, EXCO and MANCOM and Board Committees; Develop an informed environment that enables the prediction and prevention of future incidents and accidents through risk assessment, risk management, hazard analysis, and control to create a safe and healthy work environment; Monitor the effectiveness of corrective actions in case of audit findings and/or non-compliance; Promote safety awareness and understanding throughout the organisation through ongoing communication and engagements, and provide basic SHE training to ATNS employees.  Compile appropriate safety communication periodically or as required.

Safety and Regulatory Assurance – Implement relevant policies and processes to ensure a robust governance and compliance environment within ATNS for ensuring effective safety and regulatory oversight; Maintain, promote and continuously improve efficiency of oversight and related processes; Provide leadership in the management of strategic safety and regulatory meetings on behalf of ATNS in line with the Year Planner or as required; Manage and serve as the key contact and coordination point for safety and regulatory oversight within ATNS; Prepare submissions to CARCOM to support amendments to, or develop new, regulations and/or technical standards to accommodate ATNS’ technological developments and advancements in aviation operations; Submit requests for exemptions to CAA regulations and safety assessments when required; Investigate and provide feedback to all ATNS stakeholders such as the SACAA, airline operators, and airport authorities on safety issues and related matters; Participate in the development of the ATNS Safety Roadmap in order to achieve safety excellence, with due cognisance of the ICAO SARPS and other applicable statutory requirements; Review the SACAA regulation Part 140 periodically to ensure continued compliance of ATNS safety policies and processes thereto; Coordinate and manage Safety and Regulatory Oversight’s strategic platforms; Drive improvements to ensure availability of the most effective systems and tools within the Regulatory Oversight function; Identify and undertake  safety and regulatory oversight related projects to support the achievement of strategic ATNS business objectives and related initiatives; Provide safety oversight to ensure that all licensed ATNS employees and certified business units comply with relevant legislation and regulatory requirements; Ensure compliance with the relevant requirements of Parts of the Civil Aviation Regulations or any other Parts that are relevant to the operations of ATNS; Provide safety oversight on training related activities (OJTI, DE, ATA, Simulators) to ensure regulatory compliance; Represent ATNS interests at CARCOM and associated sub-committees, and lead and co-ordinate internal CARCOM related activities; Liaise with  relevant internal and external stakeholders on matters pertaining to safety and regulatory oversight on behalf of the organization; Provide safety management and regulatory oversight leadership and expertise to the organisation when required; Conduct research and prepare submissions to CARCOM when required; Identify opportunities to develop new Regulations and Technical Standards to ensure continuous improvement of products and service.

Research and Development – Conduct regular research into SHE and aviation safety, and identify, and recommend projects to enhance the management of safety within ATNS; Research, develop and implement effective safety management programs and practices to improve operational efficiencies; Conduct research and statistical analysis to improve functional efficiency; Keep abreast of efficiency evolutions in safety and regulatory oversight practices  procedures through benchmarking and by attending seminars, conferences, workshops, etc;         Liaise and engage with other ANSP’s for benchmarling purposes to enable enhancement of the safety management system and processes; Review plans, processes, procedures and safety cases as appropriate in conjunction with relevant stakeholders to enable implementation of new  technologies and procedures into the operational environment.

Governance, Compliance, Risk Management and Reporting – Provide the required oversight to ensure compliance of the safety management system to national and international aviation standards and regulations, namely ICAO (International Civil Aviation Organisation) and SACAA  (South African Civil Aviation Authority); Maintain a risk register to enable effective mitigation and management of the identified and logged risks; Implement the relevant policies and processes to ensure a robust governance and compliance environment for ensuring effective safety and regulatory oversight; Continuously monitor and measure compliance of safety and regulatory oversight to all ATNS policies, procedures and relevant legislation; Manage emergency response plans and procedures in the event of an aviation accident or incident; Prepare and submit reports to executive management, the Board and the Safety Regulator; Make submissions for approval to the appropriate authorising authority when required; Prepare ad hoc reports as required by management  and clients; Review reports for submission to Executive Management and the Board; Support and ensure compliance with the ATNS Quality Management System.

 Stakeholder Relations Management – Engage and collaborate with aviation regulators, industry organizations, and other relevant stakeholders in regard to aviation safety and the advancement thereof; Ensure effective management of all communications with stakeholders on safety and regulatory oversight; Manage and monitor correspondence and responses to and from key stakeholders; Facilitate collaboration and interaction as well as communication between ATNS and all critical stakeholders; Build and maintain mutually beneficial relationships with all relevant internal and external stakeholders.

Financial Management – Ensure effective management of expenditure in line with business priorities and objectives, and within approved financial parameters; Lead the development and management of the department’s budget; Report on expenditure on a monthly basis including possible deviations to the budget; Ensure compliance to financial policies and procedures in utilisation of the approved budget; Ensure accountability for, and reporting on all costs incurred against the approved budget.

People Management – Manage employees in accordance with HC policies and processes; Ensure availability of skilled and competent staff in the Safety and Regulatory Oversight function to meet the current and future need; Promote high levels of discipline and performance standards to achieve the function’s performance targets and strategies;     Manage performance outputs of the Safety and Regulatory Oversight function’s team through implementation of the organisation’s performance management system; Drive employee engagement and retention within the Safety and Regulatory Oversight function; Coach and mentor staff as required

Minimum requirements
