MANAGER – ENVIRONMENTAL MANAGEMENT
DIRECTORATE: PLANNING AND ECONOMIC DEVELOPMENT
Task Level 16: R708 960 to R920 016 (Basic Salary)
R1 002 528 to R1 275 437 Total Cost to Council Package)

MINIMUM QUALIFICATIONS & REQUIREMENTS:

  • A relevant 3 year tertiary qualification (preferably a B Tech) in Environmental Management Sciences
  • 8 Years’ or more relevant experience of which 3 years at Managerial level
  • Environmental Management Inspector’s Certificate
  • Valid Driver’s License
  • Computer literacy: MS Office
  • Experience in drafting of applications for grant funding will be an added advantage

KEY PERFORMANCE AREAS:

  • Perform strategic responsibilities to ensure the Division fulfils its mandate and achieves its strategic objectives.
  • Manage, control and coordinate the operations of the Environmental Management Division of the Knysna Municipality.
  • Clearing and maintenance of invasive alien plants and the rehabilitation and restoration of fresh water systems (including rivers and wetlands)
  • Implement and maintain purposeful and focussed engagements with the public and civil society stakeholders.
  • Identify and test new technologies in the environmental field.
  • Building skills base in the Greater Knysna Municipal area for the implementation of environmental
    programmes.
  • Enforcement of relevant environmental legislation.
  • Facilitate the participation of Knysna Municipality in National, Provincial and Regional climate change
    adaptation and mitigation strategies.
  • Advise on compliance with environmental legislation for project implementation by Municipal departments.
  • Manage the Coastal Property by implementing Outeniqua Sensitive Coastal Area Regulations (OSCAER) within the municipal boundaries, developing and enforcing policies and legislation and maintaining Blue Flag and Green Coast Standards.
  • Manages the formulation of specific contracts and tender documents and controls contractual obligations.
  • Manage the Financial aspects of the Environmental Management Division.
  • Identification of all funding opportunities and procurement of funding on behalf of the Municipality.
  • The management of Human Resources in the Division in line with municipal policies and procedure as well as applicable legislation.
  • The general administration of the Division to ensure the effective administration of the Division.
  • Periodical reporting of Division in compliance with various acts to ensure compliance to relevant legislation and policies.
  • Systematically managing the process of identifying and assessing organisational risks within the Division and taking actions and advising a response to the risk to the Municipality.
