State Accountant: Asset Officer: (SL7) x1 (one year contract)

Requirements:
An appropriate bachelor’s degree/National Diploma in Supply Chain Management/ Financial Management or relevant qualification. Three years of experience in Asset Management. Knowledge and understanding of BAS, LOGIS, BOARD and SAGE financial system. Knowledge of GRAP, Treasury Regulation and Public Finance Management Act and CET Act. Valid driver’s license.
Key Performance Areas:
Ensure the capturing of all physical (moveable and immoveable) assets in the fixed asset registers in SAGE system. Monitor the allocation of assets to the asset holders. Update the assets register on regular basis. Monitoring of assets in accordance with the relevant policy and procedures. Promote correct implementation of sound asset management practices. Manage all asset movement within the College. Identify and assess redundant, unserviceable and obsolete assets for disposal. Maintaining and updating fixed Assets in the register whenever the assets are acquired and ensure that they are bar-coded and recorded in the system. Monitor the status of record associated with the assets of the College applying internal procedures to check, verify, update and maintain acquisition, value, Condition and location details. Update the insurance company of all new assets acquired as well as disposals. Monthly reconciliation of General Ledger and fixed asset register. Identify misallocation and correct by means of journal. Perform quarterly depreciation of assets. Perform quarterly asset verification. Perform assets note as part of disclosure notes in the Annual Financial Statements and prepare audit working paper file. Assist and make inputs in preparations of Annual Financial Statements. Respond to internal and external auditors. Apply the policies, procedure, standards and legislation with regards to asset treatment. Maintain proper records keeping of fixed asset.

Requirements:
An appropriate Bachelor’s Degree (NQF 7) in Psychology/BA. Social Work (Major in Psychology), Sports Science or equivalent qualification. At least 3 years’ in Employee Health and Wellness environment or related field. Knowledge of integrated Employee Health and Wellness strategic framework. Understanding of Wellness Management including psychosocial, physical, financial and organisational wellness. Understanding of HIV/AIDS, TB Management, Health and Productivity, PILLIR, Safety Health Environment Risk Quality Management including processes of COIDA. In-depth knowledge in conducting counselling. Understanding of special programmes such as Gender and Disability. Knowledge and understanding of research methods. PERSAL, application of Public Service legislative framework (PSA, PFMA, LRA, PSR etc.). Knowledge and understanding of bargaining process and dispute resolutions. Basic knowledge of Health and Wellness policies, processes and systems. Professionally registered with HPCSA. A valid driver’s license.
Key Performance Areas:
Provide Effective and efficient administrative support in the implementation of Employee Health and Wellness strategic framework. Assist with the implementation of health and wellness policy for the college. Assist with conducting Health and wellness surveys. Coordinate Health and Wellness programme based on the Health Wellness survey. Assist in the Implementation of initiatives arising from the survey. Coordinate all logistical arrangements for workshops on Health and Wellness programmes to create awareness and support. Promote psycho-social wellness of employees in the college. Provide counselling. Promote physical wellness of employees in the college through sport. Provide interventions to mitigate absenteeism. Provide awareness and education on the Health and Wellness issues. Monitor programmes to manage lifestyle diseases and Health risks. Interact with and monitor service providers.

A recognised three-year National Diploma (NQF6) in Facilities management or equivalent/related engineering qualification. A valid driver’s license. Knowledge Management, Occupational Health and Safety Act, immovable Asset Management Act and CET Act. Problem solving and report writing skills. Key Performance Area:
Oversee fleet management. Maintain the physical security function including key control, personnel, document, and surveillance security. Oversee maintenance of buildings and premises. Assess and report on the condition of the infrastructure. Technical evaluation of professional service providers’ and contractors’ bids. Supervise the service providers to deliver the preventive maintenance and corrective maintenance program for the College infrastructure. Efficiently attend to all maintenance requests and infrastructure facility management in the operational standards and ensure the ongoing performance and reliability of the assets. Compile annual maintenance plan for the College. Submit monthly and quarterly capital infrastructure efficiency grants report to DHET. Monitoring the safety and cleanliness of college infrastructure. Ensuring compliance with health and safety regulations. Ensure completion of performance agreements by all employees in the unit, Supervision of staff. Liaise with external and internal auditors; Resolution of internal and external audit queries; Implementation of internal and external audit recommendations. Develop fleet and infrastructure policies and procedures. Contributes to the preparation of the Annual Report. Perform any other duties delegated by the Supervisor.

Ensure that inventory of the house and its immediate precincts are maintained in a good order and lose of and damage to movable assets are kept to a minimum. Monitor the provision of quality service of the residence, cleaning of the building. Required to perform additional responsibilities. Expected to interact with students in a friendly and caring manner. Conduct regular fire, emergency and safety checks a drills in the residence in consultation with the health and safety officer.

Facilitate Training and coordinate training. Facilitate the induction of new employees in the College. Control the utilization of HRD Budget. Facilitate the implementation of Employment Equity Plan. Monitor the implementation of PMDS and IQMS and ensure deadlines are met. Coordination and facilitation of training programmes. Facilitate the training and development functions to the entire College Implement and report the Training plans. Be the SDF of the College Responsible for Human Resources planning.
