City of Mbombela, a Category 7 Municipality with its seat in Mbombela hereby invites applications from suitable qualified candidates who are committed, self-driven, motivated, service delivery oriented and high-performance professional/practitioners for the position in the following departments:
1 X SENIOR MANAGER: LEGAL SERVICES AND SUPPORT REF NO: CORP/HO/LSS/001
REQUIREMENTS AND COMPETENCIES: Grade 12 plus B degree in Law/LLB with atleast 5 years in practical extensive relevant experience in and understanding of the Constitutional Framework and South African Judicial system at Management. Practical extensive knowledge of Local Government Legislation, Public Finance Management Act, Treasury Regulations, relevant prescripts and sound legislative and by-laws drafting skills. Experience in consulting with attorneys on matters involving the application/enforcement of Local government legislation. Ability to communicate articulately and persuasively at the highest level. Leadership, negotiation skills, Good communication skills and sensitivity for the political and strategic objectives of government, especially local government will be an added advantage. The incumbent must be in possession of a valid driving license
RESPONSIBILITIES: Interpretation of Local Government legislation and compliance. Drafting Monitoring and interpreting internal and external Legal Contracts and implementation thereof. Monitor legislative amendments or developments keep track of new Legislation. Maintain and keep records of all legal cases. Research and analyse information to compile and formulate new and amendments to legislation required to implement Council policies. Attend to correspondence pertaining to legal matters. Ensure Council’s awareness of all new and amended powers and exemptions by applying knowledge of all relevant legislation. Provide legal service to the Council by ensuring that draft and finalised policies are approved by Council.
SALARY SCALE: R 974, 405.00 – R1, 264, 866.20 per annum (TASK GRADE 17)
