JOB PROFILE
Coordinate and provide integrated labour relations advisory service to the Necsa Group, through the application of applicable labour relations policies, procedures and relevant labour legislation. Monitoring of employee relations agreements, policies and procedures. Ensure the continuous alignment with developing labour legislation.
KEY PERFORMANCE AREAS
Fostering Positive Employee Relations
- Assist employees and management with queries and requests.
- Advise management on all matters that involve conflict between employees
- Ensure continuous internal training and updates on various ER case law across the group and where possible arrange external training.
- Work with the union representatives and management in the management of conflict in the workplace. Compliance with Labour Laws and Necsa Groups Policies and Procedures
- Assist in the development of ER Labour protocols, operating procedure and handbooks.

Resolutions of workplace issues
- Collaborate with the HR and departmental managers with respect of grievances and disciplinary action required, including preparation of documents, investigation of any offence, and attendance of hearings.
- Provision of advice to Employees of applicable Necsa Group policies and Procedures
- Support ER Specialist on any CCMA or Labour Court referrals.
Perform Administration function in relation to the section
- Monitor the implementation of the collective agreement.
- Monitoring of disciplinary hearings and grievance
- Perform general administrative duties for the ER Office which may include filing.
- Work to improve communication, cooperation and planning in the ER Office.
- Ensure a speedy resolution of grievance within the prescribed timeframes
- Assist with the review of the ER policies and Procedures within the prescribed timeframes
Compilation of Monthly and Quarterly ER Reports
- Continuous provision of ER report as and when required

Job Profile:
To facilitate progression of Necsa in-house and licensed-in technologies towards commercialisation through evaluation and prioritisation of viable technologies, facilitation of funding for technology development and commercialisation and securing strategic industry and market partnerships, with a view to diversifying Necsa Group’s portfolio of products and services and contributing to the organisation’s financial sustainability.
Key Performance Areas
1. Technology Opportunities Identification, Screening, Evaluation, Prioritisation and Packaging
• Scan industry and market to evaluate technology, markets and competitor trends to identify technology development opportunities and threats
• Engage regularly with Research and Innovation Division to provide input on diligent identification, screening, evaluation, protection, prioritisation and development of technologies aligned with Necsa Group capabilities and market needs
• Assess commercial and financial viability, and conducts due diligence, of new technologies at various levels of technology readiness, including market assessments, production related assessment and IP evaluations of these technologies to ensure Freedom to Operate.

• Keep abreast of and participate in matchmaking of technological capabilities as well as technology funding and market access needs to identify new strategic leads for technology funding, industry and market offtake partnerships

• Evaluates, monitors progress and ensures implementation of technology commercialisations activities including technology development, liaising with business development for market related activities and feedback into technology development process, liaising with operations for operational readiness activities, activity progress, documentation and reporting of all commercialisation activities along the technology development pipeline.
• Negotiating appropriate agreements, including technology development funding agreements, IP licensing or acquisition, for various technology commercialisation projects

- Develop criteria for evaluation and perform on-the-job safety evaluation of projects, processes and procedures in order to identify, control and protect against hazards.
- Invigilate activities in the facilities to ensure safe operation. Coordinate the conducting of HIRA (both health and safety) as per legal requirements including PPE HIRA’s.
- Prescription of appropriate personal protective equipment and ensure that such equipment is provided and used correctly.
- Develop project specific Baseline HIRA
- Prescribe and control protective measures required on work permits and in work instructions (Written Safe Work Procedures and Safe Work Method Statements). These are for complex task and high risk tasks.
- Ensure programmes to mitigate against identified risks are designed and well communicated.
- Assist line management with incident investigations
- Coordinate and assist line management with the implementation of certified H&S management System..
- Process Management and Implementation (Specialization)
- Act as designated Safety Specialist and other relevant designated functionaries (e.g. Construction Safety Officer etc.) defined in various regulations/ standards / instructions.
- Develop project specific H&S specification evaluation criteria.
- Advice and provide guidance in the development of contractor’s health and safety plans. Evaluate and approve contractor(s) health and safety plans to ensure compliance to Necsa standard health and safety specification.
- Confirm contractor’s competencies, knowledge and resources to carry-out project work or construction work safely.
- Approve contractor’s Issue Based HIRA
- Advice on the requirements for contract documentation related to construction health and safety requirements (e.g. Section 37(1) Agreements) and ensure the availability of project specific health and safety documentation for distribution to contractors is included in their tender submissions.
- Attend project planning, technical and health and safety committee meetings to give inputs, advice in order to ensure alignment of construction activities with Necsa SHEQ requirements
- Invigilate activities of the contractor and ensure that means of controls exist between the client and contractors to stop any work that endangers or has the potential to endanger contactor(s) workers
- Audits (Internal and External)
- Prepare for and attend inspections/audits (SHEQ, SABS, NNR etc).
- Ensure inspection/audit findings are closed w.r.t conventional safety. Ensure H&S Reps carry out inspections.
- Provide status feedback on findings
- Advise and provide guidance to and assist line management with statutory and regulatory surveys, inspections and audits
- Develop internal audit scope and conduct audits on the implementation of the occupational safety programme.
- Ensure SHEQ inspection and audits are carried out on a construction site(s) to ensure compliance with Necsa SHEQ requirements.
